Brown Act (the State and local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a `request to speak' card located on the table by the door and hand it to staff, although provision of a name, address or other identifying infomation is optional. BACKGROUND In the fall of 2011, Burlingame Aquatics Club (BAC) began providing community aquatics programming on behalf of the Burlingame Parks and Recreation Department. The annual report updates the Commission on the status of BAC's operations of community programming. The City provides subsidy to BAC as needed, not to exceed $75,000 for 2013/14, to ensure quality community programming for the Burlingame community. EXHIBITS A. None 1 a STAFF REPORT To: Parks and Recreation Commission Date: January 16, 2014 From: Margaret Glomstad, Parks and Recreation Director Subject Adopt -A -Tree Program RECOMMENDATION It is recommended that the Commission approve the Adopt -A -Tree program. BACKGROUND The City of Burlingame Parks Division plants over 300 new trees each year. These newly planted trees need water to get established in an urban environment for at least the first -two years. The majority of the trees are cared for by the residents who live at the addresses where the trees are planted. However, trees are also planted in non- residential and industrial areas or where there are absentee business owners or homeowners. In order for those trees to be watered, Parks staff needs to manually water the trees at least twice a month. In order to help the street trees reach a mature state with the first planting, the City has collaborated with the Citizens Environmental Council (CEC) to organize and maintain the proposed Adopt -A -Tree program. DISCUSSION The Adopt -A -Tree program proposes to incorporate help from individuals, businesses, schools, community groups and organizations to water newly planted trees once a week for a two year period. City staff will determine the trees that would be good candidates for adoption. The CEC will provide a volunteer coordinator to oversee the assigning of available trees and ensure compliance with the Adopt -A -Tree policies. See attached sign-up form and program rules. Next steps include a presentation at the Beautification Commission meeting and final approval by the Burlingame City Council. Adopt -A -Tree Program January 16, 2014 FISCAL IMPACT The cost of implementation and ongoing support to the CEC from City staff will be incorporated into the current staff level. If successful, the program could reduce the cost to the City to replant failed trees. It will also have the added benefit by reducing the many hours needed for Parks staff to water the trees. These newly planted trees need water to get established in an urban environment. The City needs help from the community to water trees during their first 2 years to ensure that trees thrive. Individuals, businesses, organizations and community groups can make a difference in the community by volunteering to water newly planted trees once a week during dry months. Here are 5 great reasons to adopt -a -tree and help our urban forest thrive; 1. Help make your community a healthier place to live, work and play. Trees absorb airborne pollutants and are one of the cheapest, most effective means or removing CO2 from the air. An acre of trees absorbs as much carbon dioxide as a car produces in a year. Dust levels can be as much as 75% lower on the downwind side of a tree. 2. Help cool, revitalize and improve the appearance of neighborhood streetscapes. Trees reduce erosion, control storm water runoff, and lower temperatures by transpiring water and shading surfaces. 3. Reduce stress levels and improve your mental health. Trees screen sound and unattractive views. Studies show that urban vegetation slows heartbeats, lowers blood pressure, and relaxes brain wave patterns. 4. Contribute to the community. Spend quality time with friends, family, and build a sense of community and pride in our neighborhoods. 5. Share that you Care! Program Coordinator A volunteer Adopt -A -Tree Program Coordinator answers questions via email, maintains online adoption lists and assigns trees to volunteers. Adopt -A -Tree Volunteers Adopt -A -Tree volunteers register with the City, sign a waiver, attend an orientation meeting or phone orientation and commit to; 1. Water adoptees will water once a week (unless heavy rain occurs) for 2 years. Special 1 year commitments may be available for student groups or organizations. 2. Supply 5 gallons of water for weekly watering. Five recycled 1 gallon milk containers work well. 3. Remove weeds and debris within 1 foot of tree trunk. 4. Monitor trees and report any negative changes in tree condition to The City Parks Department at 650-558-7330. 5. Notify Program Coordinator at burlingamecec(o)googlegroups.com of extended vacations or absences of 3 weeks or more and cannot locate a temporary backup volunteer. 6. I further agree for myself and my personal representatives, heirs and next of kin to waive release and discharge the City, its officers and employees, and each and every one of them, from all Liabilities arising from my participation in the Adopt - A -Tree program.
