The agendas and minutes are also available on the City's website: www.burlingame.org, AGENDA 03/17/16posted 03/10/16 >3URLIfVGAkNE STAFF REPORT To: Parks & Recreation Commission Date: March 17, 2016 From: Karen Hager, Recreation Supervisor — (650) 558-7317 Subject: Design Approval for the Renovation of Village Park Playground RECOMMENDATION Staff recommends that the Parks & Recreation Commission approve the final design for the Village Park Playground as recommended by the Village Park Playground Committee. BACKGROUND In the 2015-16 Budget, City Council approved a Capital Improvement Project for the replacement of the Village Park Playground. Site Plan & Surfacing Staff contracted John Cahalan, Landscape Architect to design a site plan based on input from the staff at the Village Park Preschool as well as Parks & Recreation Department staff. The interest was to maximize the play area by removing the median path. Additionally, staff requested a fenced in play area for the 2 year old program to safely play during school hours. The site plan is attached (Exhibit A). Due to the young population that generally frequents Village Park Playground, staff considered surfacing options for the playground. We chose to integrate both natural -looking, attenuating turf surfacing and a poured in place rubber surfacing proximate to the sand play area. Unlike real grass, turf meets fall cushioning requirements for safety compliance. Padded underlayment adds enough padding to help protect children during play and meets the same fall attenuation requirements as poured in place rubber. The turf has a sand infill and does not contain crumb - rubber. Staff also conducted site -visits to neighboring parks that utilize this playground surface turf and were very pleased with the look and feel of the product. Additionally, Assistant Parks Supervisor, Richard Holtz contacted several agencies who have installed the turf for playgrounds and received positive feedback. The site plan and surfacing preferences were provided to the vendors to give them a template in which they could create the equipment design for the new Village Park playground. Vendor Selection During the vendor selection phase, the interest was to find a provider who would give the city excellent quality playground equipment while providing ease of replacement parts as well as the most play value per dollar. Parks & Recreation Director, Margaret Glomstad, Parks Supervisor, Bob Disco, Assistant Parks Supervisor, Richard Holtz and Recreation Supervisor, Karen Hager interviewed the following companies that provide playground equipment: 1. Miracle Play Equipment 2. Landscape Structures (Ross Recreation) 3. Burke (Buell Recreation) 4. Game Time Staff selected Burke who is represented by Buell Recreation. Burke provided the most cost- effective playground option with the highest play value. Neighborhood Committee & Survey On January 20, 2016 a letter was sent to the neighbors of Village Park informing them of the Village Park Renovation Project and inviting neighbors to serve on our Village Park Playground Committee. A link to an online survey was also included in the letter to encourage broad participation. Additionally the survey was posted on the Parks & Recreation Department homepage, emailed to all parents at the Village Park Preschool and included in the City of Burlingame eNews. The survey results were used to guide the Committee's decisions. (Exhibit B). The Village Park Playground Committee included the following members: Shari Lewis - Parks & Recreation Commissioner Claire Schissler — Parks & Recreation Commissioner Julie Davenport — Village Park neighbor with small children Steve Pariani - Village Park neighbor with twins attending Village Park Preschool and another school -aged child Natalie Cheyette — 15 year old neighbor of Village Park Warren Goodrich — Village Park neighbor with children aged 2, 5 & 7 Rich Holtz - Assistant Parks Supervisor, Certified Playground Inspector Corrie Fuhrman, Recreation Coordinator, Director of the Village Park Preschool John Cahalan, Landscape Architect Karen Hager, Recreation Supervisor, Project Manager The Committee convened on two occasions. The first meeting on February 8, 2016 included reviewing the survey results, discussing the timeline of the project, reviewing the site plan and ultimately providing feedback for two design options that were submitted by Buell Recreation. Playground Elements The list below includes the playground elements that were considered high priority based on the community survey, feedback from the Village Park Playground Committee and input from the Village Park Preschool teachers (items noted with an asterisk were especially noted by the Village Park preschool teachers): 1. Horizontal ladder* 2. Imaginative play both in the 2-5 area and the 5-12 area* 3. Circuit of activities 4. Multiple slide options including tube slide, curly slide, side -by -side slide. 5. Sand -play * 6. Bouncy bridge 7. Spinning element 8. Fencing around the 2-5 area 9. Rock climbing wall 10. Swings both tot and strap 2 The inclusion of a zip -line was an interest of the committee, but both space and cost were prohibitive to this element. A brighter color scheme for the equipment parts was also suggested, but general consensus and survey results indicated that natural colors were preferred for this playground. The final Committee meeting took place on Tuesday, March 1, 2016. Committee members reviewed the revised design that was rendered based on the significant feedback from the February 8 meeting. The Committee approved the design with the inclusion of a wobbly bridge rather than the static bridge that was presented. Timeline Assuming that the project's contracting process goes smoothly, the Village Park Playground renovation will commence in June, 2016. If no construction delays occur, it is anticipated the project will be completed by the opening of the fall preschool session on, August 29, 2016. Neighbors will be notified of the project timeline when the contract is issued. DISCUSSION Attached is the Proposed Village Park Playground design as recommended from the Village Park Playground Committee. FISCAL IMPACT City Council authorized $350,000 for the Village Park Playground renovation as party of City of Burlingame Capital Improvement Program. Much too dangerous of a drop for smaller kids. Would rather have a structure that provides full-coverge railing at the higher points (i.e. no area for the kids to fall through ). 2/1/2016 9:53 AM 4 Not inappropriate, but the sandbox is rarely used and replacing with other play equipment would be more efficient use of space. 1 think the play panels are useless. The small rocking type horses seem a bit outdated for play. Most kids don't spend that much time on them anyway. Anything to encourage more interactions with other kids would be best. Yes. I believe there should be a full time Military Drill Sergeant, to tell the children take chances, have fun, and do be afraid to get hurt. It is all part of growing up, and learning your boundaries. Being "bullied" is OK. Even though it is meant for ages 5+, kids of all ages are attracted to the taller structures, especially after preschool gets out. My two boys (18 mon and 3 yrs) love both current structures -just being able to run around and climb through things. The tallest slide at Washington Park is also a favorite. 2 Would love more benches around the playground for adults to sit while watching the children. We would love to see the wood chips replaced by the cushiony ground that they have at Washington park. It would be great to have lower monkey bars similar to the bars at Washington park. 17 I'd love to see an area for babies from crawling to age 2. There are many families who have their babies with them, 1/28/2016 1:17 PM and there's nowhere they can crawl or play, which just leaves the swings. Please add more swings!
