Public Comments Members of the public may speak about any item not on the agenda. The Ralph M. Brown Act (the State and local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a `request to speak' card located on the table by the door and hand it to staff, although provision of a name, address or other identifying infomation is optional. AGENDA 0121/16pgskd O111411fi aSTAFF REPORT To: Parks and Recreation Commission Date: January 21, 2016 From: Margaret Glomstad, Parks and Recreation Director Subject: After Hours Use at Heritage Park RECOMMENDATION Staff recommends the Commission review the below information and offer additional suggestions, if necessary. BACKGROUND At the November Commission meeting Lisa Williamson, who lives next door to Heritage Park, spoke during Public Comment on questionable activities at the park. The Commission requested a report at a future Commission meeting. DISCUSSION Since that time, staff has reduced the foliage in the park to allow for clearer viewing from the street, reduced foliage in the creek for better viewing down the creek from the park, installed private property signage and requested increased patrols from the Police Department and the Parks and Recreation Department Field Monitor. Also requested by the Commission was a report of the number of police calls regarding Heritage Park. From January through December 2015 there were 9 police contacts at Heritage Park (see Exhibit A). In addition, staff requested information for other City parks of smaller size regarding police contacts for the same time period. Pershing Park had 15 calls, Village Park had 12 calls, Victoria Park had 7 calls, Laguna Park had 2 calls and Alpine had 1 call. EXHIBIT A. A group of approx. 6 juveniles ran from area upon police arrival. 11/13/2015 Loud subjects heard near creek. Gone on arrival. 10/31/2015 Teens reported drinking unknown beverages on bench near creek. Gone on arrival. 10/11/2015 Subjects with backpacks reported down in creek area. Gone on arrival. 6/18/2015 Three adult subjects contacted in park after hours. Sent on their way. 6/13/2015 Report of subject sleeping in park. Sent on his way. 3/23/2015 A group of juveniles reported in the creek area. Gone on arrival. 3/19/2015 Occupied parked vehicle in front of park. Sent on their way. 3/15/2015 1 Report of adult male smoking marijuana in park every day. Gone on arrival. BACKGROUND In 2015, the commissioner assignments were: Dog Park Task Force - Commissioners Baum and Dito Community Center Citizen's Advisory Committee - Commissioners Baird, Colson and Martin Recreation Subcommittee (Previously called Golf Center/Murray Field and Carriage House) - Commissioners Baird and Colson Two additional committees that are anticipated this year include Village Playground Renovation Committee and Ray Park Playground Renovation Committee. The proposed assignments are: Dog Park Task Force - Commissioners Baum and Dito Community Center Citizen's Advisory Committee — Commissioners Baird and Malekos-Smith Recreation Subcommittee — Commissioners Baird and Dito Village Playground Renovation Committee — Commissioners Lewis and Schissler The assignments for the Ray Park Playground Renovation Committee will be determined by Chair Baird at a later date. 1 a STAFF REPORT To: Parks and Recreation Commission Date: January 21, 2016 From: Margaret Glomstad, Parks and Recreation Director Subject: Recreation Staff Program Assignments Staff recommends the Commission review the Recreation staff program assignments and ask questions as necessary. BACKGROUND Program assignments are reviewed annually and when there are changes to the Recreation staffing or programming. With the recent addition of Recreation Coordinator Kevin Sanchez and Program Outreach Specialist Kimberly Rosales, significant changes were made to the program assignments. This allowed for better distribution of workloads, opportunities for staff to learn new program areas and to utilize the strengths of staff. Attached is the most recent program assignment. EXHIBIT A.
