PUBLIC COMMENTS None OLD BUSINESS None NEW BUSINESS 1. Preschool Programming Update - Recreation Coordinator Fuhrman gave a power point presentation about the Village Park Preschool program. She noted the two room facility, remodeled in 1999, is host to a three day and two day a week morning program for ages 2-4. In addition, is a three day a week afternoon program and 3-three week summer camp preschool programs. 2. Senior Programming Update — Recreation Coordinator Fuhrman presented information about the programs available for seniors. Programs include tax assistance, blood pressure screening, gentle exercise class and technology assistance. In addition informational seminars on topics that affect seniors, drop in activities (movies, bingo, ping pong, pickle ball and bridge) are offered. Special events, such as a Valentine's Day& Halloween dance, a Holiday Luncheon and a Hot dog and Ice Cream Social are offered seasonally. The Department generates a senior newsletter with articles and offerings that are of interest. Fuhrman reported the development of a Senior Activities Committee. The committee will be an informal committee, comprised of 5 seniors that will serve as a liaison and be a voice in the community. The committee will provide input on senior programming needs. The City offers a discount to residents of 65+ of 25% off the resident rate and for non-resident seniors the resident rate. REPORTS / HAND-OUTS A) Parks & Recreation Department Reports 1. Also, for validation for field use for Coyotes Lacrosse and the Burlingame Soccer Club for the 2" d subletting violation. NEXT MEETING The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday, October 20, 2016 at 7:00 p.m. at Burlingame Recreation Center. BACKGROUND At July 2016 Parks and Recreation Commission meeting, staff presented information from the community meetings held at Cuernavaca Park to get input about installing a new off -leash area with permanent fence on the upper field. Currently, the off -leash option at Cuernavaca is on the ballfield. The neighbors were not in favor of the new area and additional hours on the field when sports organizations were not using it was requested. However, at the Commission meeting concerns about the damage to the ballfield from dogs were raised. The Commission decided against approving the proposed fenced in area. However, the Commission requested that staff follow up on the concerns about the field condition by polling the field users to gage their perspective on the impact dogs off -leash has had on the field. A six question survey was sent by email to Cuernavaca permitted field users (Exhibit A) which include Mercy High School, Burlingame Youth Baseball Association, American Youth Soccer Organization, Burlingame Girls Softball, Our Lady of Angels and Burlingame Soccer Club. There were a total of 8 responses from the seven groups (Exhibit B). DISCUSSION The results from the poll indicated there is impact from off -leash usage and the majority of the groups were against additional hours. Four years ago, Burlingame City Council stated that off leash options can be offered on specified public spaces, but they needed to be in a fenced -in area. Over the past three years, both Washington and Cuernavaca ballfields have been open for off leash use from 6am-2pm during the months of September through May (closed during summer months due to high usage during the daytime). Throughout the past two years, dog owners have been asking for additional time, specifically at Cuernavaca ballfield. During the process of evaluating the option for additional time for off leash users, the Parks and Recreation Commission has asked the Parks and Recreation Department to reach out to field users to obtain feedback. Dog owners are asking for: 1. Additional off leash hours on the ballfield after user group practices are finished for the day. 2. Additional off leash hours during the day when the ballfields are not being utilized by field users. Below is a link to a survey for you to provide feedback regarding Cuernavaca ballfield. Expand off -leash dog access and give citations to owners who do not pick up after their dogs or who allow their dogs to dig up the field. I'm a dog owner myself so don't have any personal issue with dogs. It's the irresponsibility of owners that don't pick up after their animals. Would they leave their own feces in a field?? Dog owners need to know this MUST be done. Stiffen fines or eliminate hours if there are repeat violations. I am a dog owner and respect the posted dog rules as well as being part of a user group... 5 1 think we should shift the months from Sept - May to November - July. BACKGROUND Per the Field User Policy approved by the Commission on July 21, 2016, the Parks & Recreation Commission validates User Organizations before they can request field space for the seasonal sports leagues and tournaments. DISCUSSION The Parks and Recreation Commission can assign an organization Validated User Group status for either a one-year or a three-year term based on the percentage of residents from the previous year. 1. Organizations with more than 75% Burlingame residents must apply every three years. 2. Organizations with less than 75% Burlingame residents must apply every year. To be approved as a Validated User Organization, Commission reviews the applications and determines if the group has the following criteria: 1. A registered 501©3 non-profit organization. 2. Has a minimum of 30 Burlingame residents ("emerging" sports can petition the Commission to be included in the allocation process.) 3. Offer teams for a variety of age groups and open to all residents. 4. Complete a Youth Field User Organization Validation Application. 5. Has a governing board with at least 75% residents. Such support may be defined in allocation of field space, opportunities to conduct tournaments or sell snacks, and use of indoor meeting space or other. The policy covers existing organizations as well as programs that offer new opportunities for the community (including existing opportunities for a different section of the community). Organizations offering programs competitive with City offerings and/or existing validated user organizations may be prohibited. Practices and Games: in the spring season teams will practice 1-2 times perweek and generally have 1-2 games per weekend. Home practices and games generally occur at Burlingame High School, Oberg and Franklin gelds In Burlingame, and at North School field In Hlllsbarough. Younger teams will generally play a scheduleofgames with opponents closer to home In San Francisco and on the Peninsula while older teams will ravel as far as Marin; the East Bay and Monterey. Expectations and Commitment: The Coyotes provide a unique club sportopportunity, and with that comes an expectation of a certeln, high standard of behavior. During the Spring Segson, however, participation on a Coyotes lacrosse team should be second ofilyto family and school, and should be an equal or greater priority than other athletic or extracurricular act vitles. A player should not participate should he or she anticipate missing more than 25%of the practices. Playing Time Philosophy: Coyotes Lacrosse teams will play to win, but not at all costs. Across all age brackets, at the Developmental and Intermediate Team levels (all teams other than those designated "A" by the Northern California Junior Lacrosse Assaclatlon (NOLA)), coaches will strive to allow for balanced play. In the youngest divisions, all players who attand practice regularly and show a commitment to preparation vdll play In each game, and often play relatively equal amounts of the game relative to other players at their position. At practice, we strive to provide each player an equal opportunity to learn the game, though this will not necessarily translate Into equal playing time In each game, as commitment, effort, focus and Individual athletic ability will be factored Into playing time decisions. By the time players reach the middle school divisions, a greater emphasis will be placed on competition. Players will compete for playing time with their teammates as well as competing against their opponents. Players will also tend to be drawn to specialize In certain positions - given the uneven nature of playing time by position, this also leads to less balanced playing time. Teams that are designated A by the NOLA are playing at a higher competitive level. Players participating on "A" Division teams will not necessarily receive equal playing time, and It Is the responsibility of the coach to communicate to each player making an "A" team what their roles are likely to be for that team. Certain other factors can lead to an Imbalance In playing time as well. There are certain nuances to every lacrosse game In the form of penalties/fouls or fewer/more whistles that may Impede the ability to substitute on a basis to allow for perfectly equal playing time. A coach may need to re -balance the playing time between players aver the course of several games due to such occurrences. Our Program Coyotes Lacrosse is a volunteer, non-profit 501(c)3 organization whose goal is to provide the children of our community the opportunity to learn and play the game of lacrosse. Based in Burlingame, we are not solely affiliated with any school district or single city. While we prefer players play with clubs most local to their hometown, we accept players from the greater San Francisco/Peninsula area, at all playing levels, and from both public and private schools. We are a member of both the Northern Junior Lacrosse Association (NCJLA) and US Lacrosse, the national governing body of the sport. Our lacrosse program caters to all levels of player, and is run by a mix of volunteer and paid coaches. Our U9 - Lill teams compete within the NCJLA and will play games against other clubs on the Peninsula and around the broader Bay Area. Spring practices begin in late January or early February while games will be contested in March though mid -May. We have nearly 30D boys and girls participating across our programs, and our pleased that many of our alumni players have been a part of both our Burlingame High School program as well as other of the most prominent Bay Area High School teams. Age/Level of Play Designation: Across all age brackets, at the Developmental and Intermediate Team levels, coaches will strive to allow for balanced play. In the youngest divisions, all players who attend practice regularly and show a commitment to preparation will play In each game, and often play relatively equal amounts of the game relative to other players at their position. At practice, we strive to provide each player an equal opportunity to learn the game, though this will not necessarily translate Into equal playing time in each game, as commitment, effort, focus and individual athletic ability will be factored into playing time decisions. By the time players reach the middle school divisions, a greater emphasis will be placed on competition. Players will compete for playing time with their teammates as well as competing against their opponents. Players will also tend to be drawn to specialize in certain positions -given the uneven nature of playing time by position, this also leads to less balanced playing time. Teams that are designated "A" division by the NCjLA are playing at a higher competitive level. Players participating on "A" division teams will not necessarily receive equal playing time, and it is the responsibility of the coach to communicate to each player making an "A" team what their roles are likely to be for that team. Nuances of the Sport/Positional Play: There are certain nuances to every lacrosse game in the form of penalties/fouls or fewer/more whistles that may Impede the ability to substitute on a basis to allow for perfectly equal playing time. A coach may need to re -balance the playing time between players overthe course of several games due to such occurrences. Overthe course of the season, playing time will balance out. Further, as players become more specialized by position, substitution patterns dictated by that position will lead to varying amounts of playing time. A goalie will play the whole game, while midflelders will be substituted most frequently and attack/defense often less frequently. BACKGROUND At the June and July Parks and Recreation Commission meetings staff presented information about a possible 2nd subletting violation by the Burlingame Soccer Club. After discussion, Commission moved that a 2nd subletting violation had occurred. Due to efforts by the BSC the Commission decided to reduce the subletting fee by 50% and deferred imposing the fee until October in order to re-evaluate it at that time.
