Regular Meeting on Thursday, March 16, 2017
1. CALL TO ORDER
The duly noticed regular meeting of the Burlingame Parks & Recreation Commission was called to
order by Vice Chair Dito at 7:11 pm at the Burlingame Recreation Center, 850 Burlingame Ave,
Burlingame.
2. ROLL CALL
COMMISSIONERS PRESENT: Dito, Lewis, Milne, Palacio (arrived at 7:20pm), and Schissler (arrived
at 7:30pm).
COMMISSIONERS ABSENT: Baum & Malekos-Smith
STAFF PRESENT: Parks & Recreation Director Glomstad, Supervisor Barry, Recreation
Coordinator Rath & Recording Secretary Helley
OTHERS PRESENT: Sylvia Lam, Executive Director of the Burlingame Aquatic Club
3. APPROVAL OF MINUTES
Commissioner Palacio made a motion to approve the February 16, 2017 minutes. The motion was
seconded by Commissioner Milne and was unanimously approved. 5-0-2. (Baum and Malekos-Smith
absent)

a. Update from Burlingame Aquatic Club
Sylvia Lam, the Director of the Burlingame Aquatic Club, introduced herself and gave a brief summary
of her experience in the field. She reviewed the goals and objectives for the future of the club and the
steps they are taking to ensure success and safety for any and all participants in the clubs programs.

b. Quality of Life Presentation
Director Glomstad presented to the Commission a part of a larger effort by the City to engage the public
as it undertakes this year's budget planning process. The City of Burlingame is committed to continuing
to reflect the community's priorities in the budget decision -making so the local quality of life is

a. Parks & Recreation Department Reports
Director Glomstad reported the following:
The Dragons Football organization has proposed to the City the installation of bleachers at Murray for
the use of the field for their games.
Staff will be giving an update on Mills Canyon at the May meeting.
The grand opening of Village Park Playground is tentatively scheduled for March 31, 2017 in the
morning.

Subject: Design Approval for the Renovation of Paloma Playground
RECOMMENDATION
Staff recommends that the Parks & Recreation Commission approve the final design for the
Paloma Park Playground as recommended by the Paloma Park Playground Committee.
BACKGROUND
In December 2016, Paloma Playground was subject to vandalism and fire resulting in a large
portion of the playground equipment being damaged and subsequently removed. Due to the
playground's advanced age and heavy usage, staff decided to escalate Paloma on the City's
Playground replacement list. Photos of the site in its current state are Exhibit A.
In the 2016-17 mid -year budget review, City Council approved $40,000 to allocate towards the
Paloma Playground redesign and preparation of construction documents. Insurance money will
cover a portion of the replacement cost and the remainder has been requested in the City's
Capital Improvement Plan for 17-18 fiscal year. Additional features, such as a specially designed
patio area will be an "add alternate" if the Parks & Recreation Foundation can raise sufficient
funds to accommodate this supplemental option.
Site Plan
Staff contracted John Cahalan, Landscape Architect, to design a site plan to provide guidance to
the playground designers. The interest was to maximize the play area, particularly due to the
small space. The site plan is included as Exhibit B.
Neighborhood Committee & Survey
On February 6, 2017 a letter was sent to the neighbors of Paloma Park informing them of the
Paloma Park Renovation Project and inviting neighbors to serve on our Paloma Park Playground
Committee. A link to an online survey was also included in the letter to encourage broad
participation. Additionally the survey was posted on the Parks & Recreation Department
homepage, posted on Next Door and included in the City of Burlingame eNews. There were 109
responses to the survey and the results were used to guide the Committee's decisions.
The Paloma Park Playground Committee included the following members:

The Committee convened on two occasions. The first meeting on March 22, 2017 included
reviewing the survey results, discussing the timeline of the project, reviewing the site plan and
ultimately providing feedback for two design options that were submitted by Buell Recreation.
Playground Elements
The list below includes the playground elements that were considered high priority based on the
community survey and feedback from the Paloma Park Playground Committee (listed in order of
importance):
1. Climbing structures
2. Slides
3. Swings - both tot and strap
4. Horizontal bars
5. Imaginary play equipment
6. Play panels
Additionally, the survey results indicated that natural colors were preferred for this playground.
Also, the survey responses were split 50/50 regarding including sand play at Paloma. Due to the
Paloma Playground's extremely small site, the committee opted for a design with no sand to
maximize the space with play equipment.
The final Committee meeting took place on Thursday, April 13, 2017. Committee members
reviewed three design options that were rendered based on the significant feedback from the
March 22 meeting. The Committee approved the final design as presented in Exhibit C.
Surfacing
Our past park installations have utilized poured in place (PIP) rubber surfacing for
maximum accessibility and ease of play. However, staff has found the PIP comes with
maintenance challenges including expensive biennial resealing costs and unsightly
patching in worn areas where we have utilized PIP. Additionally, PIP typically needs
replacing after approximately 10 years which is also extremely costly. Recently at Village
Park Playground, staff favored the use of synthetic turf for the 5-12 portion of the play
area. However, due to the proximity of neighbors at Paloma Playground, staff is only able
to blow leaves two times per week at Paloma. The large oak tree that nicely shades the
site also provides a challenge for maintaining the cleanliness of the surface, which makes
turf an undesirable option for this installation. Staff would also like more time to evaluate
Village Park Playground's turf for maintenance and durability.
DuraSafe is a tile -locking rubber playground surfacing that exceeds the American Society
for Testing and Materials (ASTM) standards for impact attenuation. It comes with a
limited lifetime warranty. Additionally, DuraSafe is virtually maintenance free and offers
the flexibility of replacing tiles if damage does occur. Staff has specified DuraSafe as the
desired surfacing for the Paloma Playground project.

Timeline
Assuming that the project's contracting process goes smoothly, and the remaining funds are
approved in the 2017-18 CIP budget, the Paloma Playground renovation will commence in July,
2017. If no construction delays occur, it is anticipated the project will be completed in fall of 2017.
Neighbors will be notified of the project timeline when the contract is issued. The timeline of the
contract will be approximately 40 working days.
DISCUSSION
Attached is the proposed Paloma Playground design as recommended from the Paloma
Playground Committee.
FISCAL IMPACT
City Council authorized $40,000 for the Paloma Playground design as part of 2016-17 City of
Burlingame Capital Improvement Program. Additional funds will be allocated from insurance and
the remainder is being requested in the 2017-18 CIP program budget. Buell's proposal of
$65,068.92 for the playground equipment falls within the allotted budget for the equipment portion
of the project.
