Regular Meeting on Thursday, January 19, 2017
CALL TO ORDER
The duly noticed regular meeting of the Burlingame Parks & Recreation Commission was called to
order by Chair Baum at 7:03 pm at the Burlingame Recreation Center, 850 Burlingame Ave,
Burlingame.

MINUTES
Commissioner Dito made a motion to approve the December 15, 2016 minutes. The motion was
seconded by Commissioner Malekos-Smith and was unanimously approved. 5-0-2. (Milne and Schissler
abstained since they were absent for the December meeting.)

Chair Baum moved the order of Old Business Item Field Use Policy Revisions to after all New
Business Items.
NEW BUSINESS
Youth Advisory Committee Update — Recreation Coordinator Rath introduced the members of the
committee and each presented a short summary of the activities they have participated in and hosted in
the past six months of the school year.
Parks & Recreation Department Year in Review 2016 — Supervisor Acquisti presented a video of
Parks projects and Recreation programming that occurred in 2016.
Murray Field Synthetic Turf — Supervisor Barry noted the Ad Hoc Committee from the Commission,
Commissioners Palacio, Milne and Dito, worked with staff and Verde Designs on planning for the
conversion of Murray Field to synthetic turf. The committee visited numerous local fields that
showcased different turf products, infills and layouts. Funding for the project is currently incomplete
and the installation date is still to be determined. Additional information about new lining for youth

soccer and universal lines for lacrosse was discussed and will be brought back to for the February
meeting for review.
Motion by Palacio (seconded by Dito): Commission moved to approve the Murray Field Synthetic
Turf plan for infill and fiber products as presented by staff. MOTION PASSED 7-0.
OLD BUSINESS
Field Use Policy Revisions — Supervisor Barry stated the ad hoc committee first met in November and
established three broad goals before reviewing revisions to the field policy:
1. To serve the community while giving priority to Burlingame based groups that serve the most
residents and where the organization's mission is that everyone plays.
2. To maximize the use of limited field space in Burlingame while ensuring that we are
conscientious in keeping athletic fields in a safe and playable condition.
3. To focus on organizations that have proven longevity in serving the Burlingame community.
In addition, the City is in the process of purchasing field scheduling software and the Committee was
mindful of the opportunities that would be presented with the added capabilities of the new software.
The committee met with the validated user groups in December and presented a two tier validation
system to ensure that non -select validated organizations with a high percentage of residents would have
the first opportunity to select their desired practice/game slots in their primary season. Other changes to
the policy included modifying the allocations to in -season priority with a predetermined slot system,
added a requirement to notify City staff of organizations leadership changes, a failure to comply with the
Policy clause and a clarification of residency for Burlingame private schools.
After discussion by Commission, including the option of limiting the number of non-residents in Tier 2
organizations, Chair Baum opened public comment.
The following members of the public spoke in favor of the revisions: Eric Nuss, BYBA and Mike
Brunicardi, BYBA.
The following members of the public were concerned about limiting the number of participants in Tier 2
organizations: Lawrence Viola, BSC; Will Evans, BGSBSC and Dusko Rosic, BSC.
Bob Bierman, AYSO, suggested the concept of limiting the number of non-resident participants in a
group.
Motion by Palacio (seconded by Dito): Commission moved to approve the Policy as amended.
MOTION PASSED 5-2 (Lewis & Schissler nay)
Motion by Lewis (seconded by Schissler) to Amend Motion: Commission moved to approve the
Policy as amended and to limit the non-resident participant maximum to 300 under the Tier 2
validated user organization criteria.

REPORTS / HAND-OUTS
A) Parks & Recreation Department Reports — Glomstad reported that Paloma Park was vandalized
in the past week and the City is working with the Foundation and insurance the planning to replace
the structure. Also, the Burlingame Square Conceptual Plan is going before Council at the February
21 st meeting. In addition, public interest has been expressed to have a statue honoring its founder,
Anson Burlingame at Burlingame Square. Three proposals were received for the Golf Center
location and Council has delayed a decision to allow each group to present after having heard
concerns at the meeting.
B) Commissioners Reports —None
NEXT MEETING
The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday, February
16, 2017 at 7:00 p.m. at the Burlingame Recreation Center.

Subject: Field Lining for Synthetic Turf at Murray Field
RECOMMENDATION
Staff recommends that the Commission review and approve the field lining for synthetic turf at
Murray Field.
BACKGROUND
At the January 19, 2017 meeting, staff made a presentation regarding the conversion of Murray
Field to synthetic turf. At this meeting, the Commission approved several parts of the
recommendation including; the installation of the Field Turf, Vertex Prime Fiber and Purefill,
Cork infill and the Brock Turf Pad. Due to comments from the public regarding the lining of the
field, the Commission directed staff to reevaluate the proposed lining and bring it back to the
Commission at the next meeting.
DISCUSSION
After additional discussions with the affected user organizations and review by the Ad Hoc
Committee. The Ad Hoc Committee recommends the following lining for Murray Field (Exhibit
A).
1. One primary soccer field (75 x 120 yards in white)
• U 16/U 19 Soccer
2. Two (2) secondary soccer fields (50 X 75 yards in yellow)
• U 12/U 11 Soccer
3. One (1) unified lacrosse field (60 x 110 yards in grey)
• Coyotes Lacrosse and Mercy High School
As included in the previous staff report the Committee also recommends adding
softball/baseball base distance markers in two opposite corners of the field at 50, 55 and 60
feet. This would allow softball/baseball groups to use these fields for practice and games for the
6U, 7U or 8U programs as they can use throw down bases and portable backstops.
Field Lining for Synthetic Turf at Murray Field

While the Committee was mindful of the additional lining requests from the affected user
organizations, the recommendation does not include all suggestions. If all the suggestions for
lining were added to the field it would result in confusion for the players on the field. This was
determined after consulting with other cities and agencies that have synthetic turf fields. The
proposed lining takes into account the current use of the field, the future use of the field with the
new lining, and the other fields available in the City.
Staff will work with the affected user organizations to ensure other appropriate lining is available
on other City fields.

Subject Spring/Summer New Classes
RECOMMENDATION
Staff recommends that the Parks and Recreation Commission review the new classes being
offered during the Spring and Summer session.
BACKGROUND
At the January Parks and Recreation Commission meeting, Commission requested Recreation
staff members to compile a list of the new classes that are being offered for the 2017 Spring and
Summer Session.
DISCUSSION
The City's Parks and Recreation brochure is published tri-annually in the Fall, Winter, and a
combined Spring/Summer issue. Each session, the Department offers different classes and
activities to the community. The Burlingame Parks and Recreation Department truly appreciates
the communication and feedback of the various School Administrative Staff, PTA liaisons and
the community at large. The Department solicits feedback from these entities via Survey
Monkey to gather input for future class offerings. Classes are offered in the following age
demographics: tots; preschool; youth; teens; adult; seniors. Program areas include enrichment
at the six elementary schools and BIS, sports camps, fitness classes, senior programs and
specialty classes such as music, cooking, performing arts and a variety of art courses.
The 2017 Spring/Summer session includes these new classes:

in a fun -filled atmosphere where storytelling, dramatic play,

Gymnastics Class for Girls & Boys
Ages 4-6 with Peninsula Gymnastics
Peninsula Gymnastics program consists of movement and
gymnastics classes designed to help students develop a sense
of physical fitness, coordination and self-esteem. Students learn
basic gymnastic skills such as climbing, rolling, swinging and
balancing while improving their listening skills and following
directions. Students will get to use trapeze, balance beam and

Monterey Kayaking Teen Trip

Kayaking near marine mammals and sea birds in one of the
most amazing spots on the California coast allows you to enjoy
the Monterey Bay National Marine Sanctuary with a different
perspective. Your adventure on Elkhorn Slough in Monterey
County will be guided by an experienced kayak naturalist with
the National Marine Sanctuary. We will be viewing and learning
about the sea otters, seals and over 450 varieties of birds from
the seat of a kayak. An additional trip waiver will be emailed to
participants and needs to be filled out in advance. No kayaking
experience is needed. Cost includes all equipment, continental
breakfast & transportation. Participants should pack their own
lunch. Drop-off & Pick-up from the Burlingame Recreation

Ages 6-12 with Young Rembrandts
This Young Rembrandts' Pastel Art workshopo will focus on five
different artists. Each day, we will create a large, original pastel
drawing replicating a famous artist's masterpiece. We will draw
a colorful goldfish bowl as Henri Matisse did in his Goldfish
painting. On day two, we will recreate Vincent Van Gogh's
famous Starry Night complete with swirls throughout the sky.
On day three, we will create powerful still life full of robust color
as Paul Cezanne did often in his paintings. Day four will find us
drawing Andre Derain's Portrait of Matisse. On the final day,
we will draw as Thiebald did for his Cake Paintings. Each day
will challenge us with the pastel media. But in the end we will
be Masters ourselves. You will want the drawings framed! No

offering an unparalleled creative experience for aspiring young
musicians! Campers explore the joy of playing music through

Would your child enjoy a week of swimming and playing tennis?
If so, sign up for "Serve and Splash", which will be held at the
Burlingame Aquatic Center immediately after tennis camp at
Burlingame High School Tennis Courts. Cost includes tennis
and swim. Trained leaders will pick up the participants enrolled
in "Serve and Splash" after tennis camp and walk them to the
pool. Campers will enjoy swimming and water games at the
Burlingame Aquatic Center and will be supervised by BAC-trained
staff. "Serve and Splash" will end at 3:15 pm. Please pick up your

"Splash" portion of the day are trained in Water Safety, First Aid

Oil Pastels are truly a unique medium and it doesn't take long to
work with them. We will learn how to approach a still life using
drawing and blending techniques. Each blending technique has
it's own effect on the artwork. Colors can layer over each other

theory and the use of watercolor wash. What is great about oil
pastels is that you can get a drawing started and looking nice

Developed by the American Association of Retired Persons
(A.A.R.P.), Driver Safety Program is the first comprehensive
driver retraining course geared to the specific needs of older
motorists. The course material covers the effects of aging and
medications on driving, basic driving rules, license renewal,
local traffic hazards, adverse road conditions, energy saving, and
accident prevention measures.
Research shows that older drivers are involved in no more
accidents than their middle -age counterparts when the record is
based on actual miles driven. However, research also indicates
that older persons can improve their driving abilities through
additional training, attention, and practice, enabling them to
maintain their driving licenses longer and driving safer. California
enacted legislation in 1987 requiring all automobile insurance
companies to provide a discount to graduates of state -approved
driver improvement courses. A.A.R.R's Driver Safety Program is

Drop -In Pickleball

Pickleball is a fun and exciting racquet sport that combines the
elements of tennis, badminton, and ping pong, and players
use hard solid -surface paddles and a hard plastic ball similar to
whiffle ball. With a court only the size of one third of a tennis
court, there is less ground to cover making the game easier on
the body and encourages more social interaction. A seasoned
Pickleball player is typically available to teach the rules and
techniques of the game. It is easy to learn, but can become
more competitive if desired once players gain experience.
Paddles will also be available to borrow until you decide you're
ready to purchase your very own. You may have never heard
of Pickleball until now, but don't delay in giving it a try. We're
sure you'll be hooked in no time! There will be a $5 daily drop -in
fee to participate or you can sign up for the entire season at a
