HomeMy WebLinkAboutMin - PR - 2005.10.20MEETING MINUTES Regular Meeting of the Burlingame Parks & Recreation Commission Thursday, October 20, 2005 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chairman Larios at 7:02 pm at Burlingame City Hall, 501 Primrose Road, Burlingame. ROLL CALL Commissioners Present: Heathcote, Hesselgren, Larios, Lawson, Schreurs, Shanus Commissioners Absent: Dittman, Muller Staff Present: Randy Schwartz, Parks & Recreation Director; Joleen Butler, Account Clerk II; Arlene Castro, Recreation Coordinator; Greg Milano, Recreation Coordinator Others Present: Chris Aliaga (VB Golf); Bobbi Benson (550 El Camino, #103) MINUTES The minutes of the September 15, 2005 Regular Commission meetings were approved as submitted. PUBLIC COMMENTS Bobbi Benson spoke to the Commission about her volunteer work in Burlingame. Ms. Benson is a Master Gardener and wishes to preserve the ambiance of area. OLD BUSINESS A. Update on Shared Recreation Services with Millbrae — Presentations regarding shared services were made to both City Councils within the last month. Both Councils have opted to wait until after elections to determine if they wish to pursue shared recreation services on a permanent basis. Millbrae will revisit the issue on Tuesday, December 13, 2005 and Burlingame on Tuesday, January 3, 2006. B. Commission Elections — The commissioners discussed the rotation procedure. Motion by Larios (seconded by Shanus): Rotation of Chair will be determined by seniority on the Parks & Recreation Commission; commissioners may choose to pass on being the Chair; and the Chair rotation will happen at the November meeting. Motion accepted 5-0. C. Community Recognition Program —Director Schwartz explained the Walk of Fame concept. Non-profit organizations may nominate one individual per year to be permanently honored on a selected walkway. Nomination forms are to be developed by a subcommittee of the Parks & Recreation Commission. The committee's draft will be brought back to the Commission at the next meeting. Chairman Larios will check with Commissioners Dittman and Muller before appointing the committee. October 20, 2005 minutes Continued —page 2 D. Parks & Recreation Commissioners Training_— Oct. 291h — Schwartz reported that the CPRS training is postponed to February. More information will follow. NEW BUSINESS A. Burlingame Golf Center Presentation — Chris Aliaga reported that revenue for the Golf Center is up by 3%. VB Golf has hired a new instructor, Alex Murray, and lessons are up by 25%. Currently there are 1,800 golf cards in circulation, 1,100 of those being resident cards. VB has been working with the local hotels to promote business and they are also working with the local schools regarding an afterschool program. Repairs to the turf on the driving range are to be done in the near future. B. No Smoking in Parks — Schwartz presented several use rules of other local agencies regarding this policy. After much commission discussion, the item was tabled until the next meeting so that Commissioner Muller could be present for the discussion. C. Speed Bumps in Bayside Park — Schwartz reported having spoken with the Fire Department, Public Works Department and Police Department regarding the installation of speed bumps at Bayside Park. All departments were ok with installation and the expense will be worked into the restroom/snack shack project budget for Spring of 2006. Commissioner Shanus asked about installing gates at the park to control loitering after hours. Schwartz mentioned there is no staff to lock the gates each evening but stated that he will ask for additional patrol by the Police Department. REPORTS/HAND-OUTS A. Parks & Recreation Department Reports 1. Monthly Report (see attached) 2. 2004-5 FY Revenue Report (see attached) 3. Teen Programs — Presentation by Greg Milano, Teen Coordinator. Milano reported an upcoming program, "Parents, Teens & Drinking", made possible by a grant from the Shinnyo-en Foundation. Milano also mentioned other programs offered such as Drivers Education, Haunted Maze trip and Laser Quest & Movies trip. Milano reported that the Burlingame Intermediate School athletic program is going strong and the recent Youth Advisory Committee's All City Dance had an attendance of 350 and a $1600 profit. The Youth Advisory Committee will be having a representative from their committee attend the Park & Recreation Commission meetings. October 20, 2005 minutes Continued —page 3 4. Senior Programs — Presentation by Arlene Castro, Senior Coordinator. Castro reported the three areas the senior program focuses on: Recreation, Human Services and Education. In the area of Recreation, the program offers excursions once a month to various museums, local parks and theatre productions; bridge tournaments and Movie Festivals several times throughout the year. In the area of Human Services, the College of San Mateo Visiting Nurses take blood pressure free of charge once a week, flu shot once a year and tax assistance. In the area of Education, courses offered are: A.A.R.P 55+ Driving, computer tutoring with high school students at BHS and various lectures throughout the year. B. Commissioners 1_Commissioner Schreurs asked staff to check on the irrigation system for the rhododendrons and ferns next to the Recreation Center. NEXT MEETING The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday, November 17, 2005 at 7:00 p.m. at Burlingame City Hall.
