The duly noticed regular meeting of the Burlingame Parks & Recreation Commission was called to
order by Chair Lewis at 7:04 pm at the Burlingame Recreation Center, 850 Burlingame Ave,

a. New Recreation Coordinator — Chris Roman
Director Glomstad introduced new Recreation Coordinator Chris Roman to the Commission. Chris
stated he is happy to be back in Burlingame full time as he previously worked with Burlingame as a part

time facility attendant prior to taking a full time Coordinator position in Menlo Park where he gained
experience in recreation programming, staff supervision and facility management. His new role as
Recreation Coordinator will be overseeing the following programs: Elementary school sports, Leaders in
Training program, special events, summer enrichment camps at Kohl Mansion and other contract
classes.
b. Youth Advisory Committee Year End Update
Recreation Coordinator Roman introduced Carina Husain who presented a review of events and
activities the group has participated in in the past school year including Fall Fest 2017, Moms against
Poverty, Winter Ball and the Senior Valentine's Dance. At the annual meeting of the YAC Attack the
group hosted a session called Muffins for Mental Health and in addition they assisted with the first
annual Summer Camp Fair. They will also assist with the upcoming Streets Alive event on May 6tn
Commission thanked the group for their involvement and work in the community.

a. Parks & Recreation Department Reports
Director Glomstad reported on the following updates: User Organization's Agreement for City
Facilities Usage Study Session - Staff is working with groups to refine the agreements each group has
with the City; Parks Master Plan — Focus group meetings have started and the online survey will be
coming out soon; Community Center — Council has asked the design team to further develop one of the
plan options and have opted for parking under the building with a goal to start construction in late 2019;
BAC — Construction on the pool may be delayed a month, possibly starting in July; and the Murray
Field renovation — Project is on track to open in August.
Also reported Council approved the funding of Skyline Park with an anticipated start date of January
2019; and the installation of four clusters of fitness equipment on the Bay Trail is being requested in the
CIP FYI 8-19 budget.
b. Commissioners Reports
Commissioner Matthews announced the Parks & Recreation Foundation's Bocce Tournament event on
May 12th and encouraged team signups.

Subject: Design Approval for the Ray Park Playground Renovation
RECOMMENDATION
Staff recommends that the Parks & Recreation Commission approve the final playground design
and parking plan for Ray Park as recommended by the Ray Park Master Plan Design Committee.
BACKGROUND
In the past several budget years, City Council has approved funds for a Capital Improvement
Project to replace the Ray Park Playground.
Master Plan: Due to the size, complexity and features offered at Ray Park staff felt it was important
to look at the playground design within the context of the overall features of Ray Park. The interest
was to maximize the playable space and identify how the playground fit within the overall context
of the park. The Master Plan is attached. (Exhibit A)
Master Plan Committee: Staff contracted John Cahalan, Landscape Architect to design a Master
Plan to serve as our consultant as we identified how the playground would fit in the overall context
of Ray Park. To commence the Master plan process, in September, 2017 a letter was sent to the
neighbors of Ray Park informing them of the Ray Park Master Plan effort and inviting neighbors to
serve on the Ray Park Master Committee. Staff received eleven applications and chose three
neighbors for the committee. Staff also contacted Burlingame Girls Softball and Lincoln Elementary
School to invite a member from each organization to serve on the committee as well.
The Ray Park Committee included the following members:

The Committee convened on several occasions. The first meeting on November 30, 2017
included reviewing the survey results (Exhibit B), discussing the timeline of the project, reviewing
the site plan identifying needs to provide input to John Cahalan, Landscape Architect to develop a
preliminary bubble diagram.
Subsequent meetings included refining the Master Plan based on the survey results and identifying
the final selection of the playground equipment. (Exhibit C)
Ray Park Master Plan Survey: A link to an online Ray Park Master Plan survey was included in
the neighborhood letter to encourage broad participation. Additionally the survey was posted on
the Parks & Recreation Department homepage, posted on the Parks & Recreation's Facebook
page, on Nextdoor and included in the City of Burlingame eNews. There were 182 responses to
the survey and the results were used to guide the Committee's decisions. (Exhibit B).
Playground Elements based on survey results: The list below includes the playground elements
that were considered high priority based on the community survey as well as feedback from the
Ray Park Master Plan:
1. Climbing Structures
2. Multiple slide options including a curly slide
3. Multiple bays of swings including both tot and strap
4. Horizontal bars (monkey bars)
5. Spinning element
The survey indicated that the equipment include a 2-5 year old play area and a 5-12 year old play
area.
The preferred color scheme was natural and a nature theme was identified as the most popular
theme choice.
Over 21 % of the survey respondents wanted the sand area to be removed because it was dirty.
The final Committee meeting took place on Wednesday, April 11, 2018. Committee members
reviewed the revised design that was rendered based on the significant feedback from the previous
meetings. The Committee approved the design as presented tonight. (Exhibits C and D)
Parking/Safety: As part of the Master Plan and based on the survey results, the parking area
adjacent to the Balboa entrance at Ray Park was considered difficult to maneuver and unsafe. The
comments "more and safer parking" were a key identifier in the survey results.
Dogs: As part of the Master Plan survey, several survey respondents identified the need for a dog
off leash area to be addressed within the context of the Master Plan.
Trees: To maximize the play space, the playground design will require the removal of five trees
including three eucalyptus and two medium sized oak trees. An additional small oak tree would be
removed in the add -alternate parking lot redesign as well. Ray Park has over 65 mature trees. New
trees will be planted elsewhere in the park, including four new trees in the revised parking lot.
Timeline: Assuming that the project's contracting process goes smoothly, the Ray Playground
renovation will commence in the fall, 2018. If no construction delays occur, it is anticipated the
project will be completed by early spring, 2019. Neighbors and Ray Park user groups will be notified
of the project timeline when the contract is issued.

DISCUSSION
Attached is the proposed Ray Park playground design as recommended from the Ray Park Master
Plan Committee, including an add alternate to complete the parking component.
As identified in the survey, the current parking layout is unsafe and too close in proximity to the
existing sidewalk and street. The proposed parking would shift the lot 30 feet towards the softball
field to accommodate a new safety zone and sidewalk and addresses the safety concerns as well
as adds two additional parking stalls.
FISCAL IMPACT
City Council has authorized $850,000 for the Ray Park Playground renovation as part of City of
Burlingame Capital Improvement Program. The estimated construction costs for the playground
portion of the project falls within the budgeted amount. Due to the identified safety concerns with
the parking, the parking portion of the plan will be listed as an add alternate for the current project.
The other phases of the Ray Park Master plan are not part of the current budget and could be
included in future Capital Improvement Plans as monies become available.

The swings are the most valuable equipment in the park. But I can remember growing up
with the v shaped log in the back. We used to call it the speed boat. I think having the natural play
thing there is really great is for children. As a 16 year old and recent child I can vouch for the
importance of this log on my childhood, no matter how silly this may sound.

leagues. It's important to also allow time for open recreational use of the fields on a free and multi -
generational basis.

having super bright lighting all night, have motion detection lighting come on walkways at night so
as not to disturb the neighbors?

simply a mess. Perhaps coaches, parents, etc. need to instruct their players/children to find a trash
can, etc. After baseball "tournaments" the park is a mess from end to end - just horrible. After a
recent opening day at Lincoln where they had a picnic I believe after the first day of school the
park was a mess - the field, pathways, everywhere - doesn't anyone teach their kids to use a trash
can??!! Perhaps putting out more cans would help. Also, am a Senior - and when I am walking
through the park, which is usually around 10:00 A.M. ish or so, I do not want risk injury because
Lincoln kids are running around the park - not their school grounds. It is dangerous and not right. I
realize the school is crowded - but I have earned the right to walk through the park safely - it is a
City park and Lincoln School should not be able to take it over. thank you.

people in the area recreationally run through/around the park. Consider putting exercise
equipment (pull up bars, crunch benches, etc) to make the park a destination for outdoor exercise.
