CALL TO ORDER The duly noticed regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair Milne at 7:01 pm at the Burlingame Community Center, 850 Burlingame Ave, Burlingame. 2. The motion was seconded by Commissioner Lewis and was approved. 5-0-2 (Ardito & Palacio absent) 4. CORRESPONDENCE None 5. PRESENTATIONS a. Burlingame Parks & Recreation Foundation Randy Schwartz, President of the Burlingame Parks & Recreation Foundation, a 501©3 that supports the Parks and Recreation Department, handed out a map to illustrate the locations in the City parks that the Foundation has installed various items such as water bottle filling stations, a corn hole set, chess/checkers tables, dog exercise equipment, and benches in tennis courts. The organization holds fundraisers such as an Annual Bocce Tournament, the sale of foodibeverage sales at City sponsored events, Visits with Santa and the sale of commemorative bricks for playground renovation projects. The money raised goes to the Recreation Division's Youth Scholarship Fund, purchase of items to augment park amenities, and to enhance and develop 1 Parks & Recreation Commission DRAFT Minutes May 16, 2019 recreation programming. Schwartz thanked Supervisor Holtz and the Parks Division for their assistance in installing the items. Schwartz also noted the Foundation is researching the possibility of installing lights for the bocce courts. The organization is also planning a junior golf tournament and an additional annual event yet to be determined. Schwartz handed out business cards that have the organizations calendar of events on one side. 6. PUBLIC COMMENTS Brian Chisholm with Hathaway Dinwiddie, representing Burlingame Point LLC which is the company that is currently developing a portion of Bayfront and is renovating Fisherman's Park presented the plan for the area. Hathaway Dinwiddie in conjunction with BrightView Landscape, designed improvements that will make the park more usable, safer, and more welcoming for the public. Improvements include accessible parking, new trees and seating area. The groups are working with the Bay Conservation and Development Commission and the hope is for completion to be sometime in the fall. 7. OLD BUSINESS None 8. NEW BUSINESS a. User Group Validation Applications - Our Lady of Angels & St. Catherine of Siena Recreation Supervisor Acquisti noted the applications for St. Catherine and Our Lady of Angels were omitted on the agenda for the last meeting and therefore are on the agenda to be reviewed tonight. Acquisti stated all the applicants met the requirements in the Field Use and recommended they be approved for validation. Motion by Lewis (seconded by Matthews): Commission moved to approve the validations of Our Lady of Angels & St. Catherine of Siena. MOTION PASSESD 5-0-2 (Ardito & Palacio absent). b. Installation of Fitness Equipment along the Bay and Lagoon Trails Supervisor Holtz and Recreation Coordinator Rath presented the plan for a fitness equipment course along the Bay and Lagoon trails. The project was initiated in 2015 as a result of numerous inquiries from the public regarding outdoor fitness equipment. The Bay and Lagoon location was chosen for the view and the space available for the equipment. Funding for the project was obtained from the Council in the amount of $200,000. Rath presented the overlook of the fitness "clusters" noting the entire course is about a mile long. Signage will be added to show the overview of the locations of the "clusters" and where in relation each "cluster" is to the other "clusters". Also at each station will be a description how to use the "cluster" and what body parts will be worked. Half of the cluster will be ADA accessible. The Foundation is working with the nearby hotels to be sponsors, which will fund the installation of soft surfaces under the "clusters". To show appreciation for the sponsorship, hotels will have their logos on 2 Parks & Recreation Commission DRAFT Minutes May 16, 2019 city signage for the course. Upon completion of the installation of the course, a map can be accessed on the City website. The Commission agreed the layout was appropriate for the location. c. Proposed Design for Adrian Court Park Elaine Breeze with Summerhill Apartment Communities presented a slide show of their proposed mixed use project in the new Live Work Area in the City's General Plan. The proposed project is located on Adrian Court in Burlingame. The project went before the Planning Commission's most recent meeting and is now before the Park and Recreation Commission to get input on the park design. Part of the framework of the General Plan's Live Work area is to provide open space with the goal of creating a new neighborhood network of parks. The project site area is 2.83 acers and includes 265 units with 3,730 sq. ft. of commercial use and 24,996 sq. ft. of public access open space use. All of the units are studios or one bedrooms with amenities for the residents and the general public. The publically accessible, privately maintained park will include a dog park for both small and large dogs, a bocce court, dining seating areas, turf play area, storm water garden, and "wave" field for relaxation. STAFF AND COMMISSIONER REPORTS b. Parks & Recreation Department Reports Glomstad reported on the following: The Muddy Mile event is on June 1st, the Ribbon Cutting for Ray Park is tentatively set for June 14th and the Washington Playground Park groundbreaking will be set for some time in early July. She is also requesting a committee be formed for the playground at Murray Field. She provided an update on the Community Center project with construction anticipated to start in March of 2020. Skyline Park will be going to Council for contract approval and is anticipated to be completed by September 2019. Also before Council is the contract for Washington Park playground, sports court, and small picnic area renovation. c. Commissioners Reports None 10. FUTURE AGENDA ITEMS None 11. Park Lockers RECOMMENDATION Staff recommends the Parks and Recreation Commission review the proposal provided by Equipped Systems, Inc. to install equipment lockers in two Burlingame parks and to approve a 6- month trial period. BACKGROUND In April 2019, students from the Stanford Masters of Law Program enrolled in a Premier Entrepreneurship course (Leap Launchpad), contacted Director Glomstad to propose their project to create a startup business that would allow for the sharing of equipment in public parks and other spaces. In researching this idea, they asked to speak with park management staff throughout the San Mateo and Santa Clara Counties, specifically about cities hosting an equipment locker within the city's park system. DISCUSSION Parks and Recreation staff met with the representatives from Equipped Systems, Inc. to discuss their business plan and a possible partnership with the City of Burlingame. Their proposal, Exhibit A, is a system that offers a way for park users to have recreation items on -site for easy accessibility. With the use of a mobile app, a community member can locate a nearby locker, rent equipment, and return it to the locker after use. Equipped Systems, Inc. staff will be responsible for the installation, stocking, and servicing of the lockers throughout the proposed 6 month trial. Upon completion of the trial period, the City of Burlingame has the option to have the lockers removed, or take ownership of the mobile app, equipment and lockers. Throughout the trial period, City staff and Equipped Systems, Inc. staff will be monitoring the fiscal impact of the lockers, as well as the use and benefits. 1 Proposed Installation of Equipped Systems, Inc. Park Lockers July 18, 2019 The Parks and Recreation staff have not finalized the locations of the lockers. Options include, but are not limited to Washington, Ray and Cuernavaca Parks. The lockers will be white or gray, and located in areas within each park that are non -obtrusive, yet noticeable (Exhibit B). Installation of the lockers will be completely managed by Equipped Systems, Inc. but with the approval of Parks and Recreation staff regarding specific location. Items that will be considered during instillation include ground grading, concrete pads, and options to secure to the pad. The lockers are powered through batteries, so being near a power source is not necessary. If the proposal is approved by the Parks and Recreation Commission, the next step would be to have the agreement reviewed and approved by City Attorney. FISCAL IMPACT During the trial period, there is no fiscal impact to the City. Throughout the 6 month trial, Equipped Systems, Inc. staff will be monitoring the cost of the lockers and will report findings on fiscal impact. Those findings will help determine a decision about possible next steps. EXHIBIT A. Burlingame and Equipped Proposal B. Map of Parks and Locations 2 &urtinaamp + F_nuinnpr We are offering a solution to give community members a delightful new experience in parks and other communal spaces. We are building a network of internet-connected lockers that lend recreational items, and placing them exactly where the equipment is used. Our users access a mobile app to locate a nearby locker and open its door to retrieve their desired equipment - renting any one of our items and returning it to the locker once they're done. We want to partner with you as one of the first cities to use Equipped Lockers and lend to users of Burlingame's parks. During a 6 month trial, we will install, stock and service our lockers for free. We will share what we learn as a true partnership with Burlingame. Equipped is a team of three Stanford students (Business School, Engineering School and Law School) who know the pain of not having access to recreational equipment when and where they need it. We are passionate about improving everyone's experiences of outdoor and communal spaces. We are confirming a limited number of free pilot locations by the end of May. We are excited for Burlingame to be one of those locations! BACKGROUND In order for the Commissioners to be readily identifiable as Parks and Recreation Commissioners when participating in community events, staff researched clothing options. DISCUSSION Staff is proposing a collared short -sleeve shirt, a cap and a long sleeve zip -up jacket. The shirt is a Sport-Tek Dry Zone Raglan Accent Polo in men's and women's sizes. The color options are black, maroon, forest green, kelly green, true navy, purple, true royal, white, and true red. The jacket is a Sierra Pacific-nylon/fleece. The color options are black/black, navy/black, & charcoal/black. The cap is an Adidas Core Performance Relaxed Cap. The color options are white, black, navy, power red, royal, stone, and vista grey. Each item will have the Parks and Recreation Department logo and Parks and Recreation Commissioner either screened or embroidered. Samples will be available to review at the meeting. BACKGROUND On June 17, 2019, the City Council approved the FY 2019-20 operating and capital budgets. Included in the budget were funds for the Parks and Trees Capital Improvement Program (CIP). DISCUSSION Funds in the amount of $50,000 will be used to continue the automation of irrigations systems throughout the City parks and facilities. In 2019-20, Calsense clocks will be installed at Skyline Park and the Bird Sanctuary and upgraded clocks will be installed at the Police Station, Anza Blvd., City Hall, Cuernavaca, Easton Library, K1 Parking Lot, Main Library, and Pershing Park. Funds in the amount of $50,000 will be used to continue making safety improvements in Mills Canyon. Work will include trail repair and fuel load reduction. Funds in the amount of $1,900,000 will be used to renovate the athletic fields at Ray Park. Work will include laser leveling of the field, new irrigation and sod, ADA improvements to the dugouts, and safety improvements to the parking lot. In addition, funds were transferred from closed projects to the Murray Natural Playground project with a total project cost of up to $325,000. Additional funds were allocated into other various CIP accounts for the future synthetic turf replacement for Murray Field and Burlingame School District fields and for other projects such as Burlingame High School Pool renovation project, miscellaneous paving and resilient surfacing repairs. 1
