These descriptions were prepared in conformity with data received from Mr. Longson, Engineer, and the descrip- tions have been checked. 7e have amplified the re_st�ctions so as to -protect the church property from assessment for the present improvement. In considering the cuestion of how this 'rlas to be done, the thought occurred to the writer that there was a possibility always that present plans do not go through and therefore that later on there might be an attempt to assess the property for work of a similar character and con- tention be made that it should be subject to assessment. There- fore, I have endeavored to phrase this so that no similar work or other work should be assessed upon the property within a reasonable time, which in my judgment would be about five years; hence the five year clause. I have explained to the Church representatives that I do not feel that church property shi)ald be exec,.-ot from future assessment altogether, andf therefore we had to make some limita- tion of time. It seems to me that if this present program goes through there wont be any possibility of any future im- provement that it would be thought would improve the church property or be necessary in the public interest within_ a period of five years.
