HomeMy WebLinkAboutMin - PR - 2003.10.16MEETING MINUTES Joint Meeting of the Burlingame and Millbrae Parks & Recreation Commissions Thursday, October 16, 2003 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chairman Ed Larios at 7:00 p.m. in Conference Room "A" at Burlingame City Hall. ROLL CALL Commissioners Present: Burlingame: Dittman, Erickson, Heathcote, Larios, Muller; Youth Commissioner Webb Millbrae: Bauer, Lynch, Mutto, Grossman; Youth Commissioner Kenny Commissioners Absent: Kahn, Lawson Staff Present: Parks & Recreation Director Schwartz, Recreation Coordinator Milano Others Present: Jake Rouse, Burlingame YAC Chairperson; Muffle Calbreath, Burlingame; Grant Gilliam, Burlingame; Gay O'Brien, 737 Neuchatel, Burlingame. MINUTES Minutes of the Commission's September 18, 2003 regular meeting; the October 2, 2003 special meeting and the October 9 special meeting were all approved as submitted. OLD BUSINESS A. Youth Advisory Committee (YAC) Report — Jake Rouse, Chairperson of the Youth Advisory Committee, reported the YAC recently held a 7th/8th grade dance that had 315 in attendance and a profit of $2,100; the next dance is planned for December 5th; the YAC members will be participating in a Team Building meeting; the YAC beat 24 other competitors to win first place in the Roosevelt School Chili Cook -Off. B. Teen Center Dinner Dance — The Commissioners and Muffle Calbreath discussed the Dinner Dance to be held on November 15th. The posters will be ready tomorrow for distribution by the BHS government classes. The special invitations to the local dignitaries, school officials and donors to the teen center project are being mailed this week. It was suggested to get flyers to the Aquatics Club members. Commissioner Dittman will be obtaining alumni mailing lists. The Commissioners also established a timeline for the event and discussed procedures for the auction items. Re -naming of Burlingame Soccer Field — Chairman Larios outlined the issue, directed to the Commission by Council, of creating policies and criteria to be used for naming City facilities. He stated that the candidates should be selected because of their significant achievements and not because of their popularity; that the issue goes beyond any individual who may be considered because of the precedent that would be set. Commissioner Dittman stated that she would like to see what criteria is used by other cities. Director Schwartz will contact each of the other cities to determine any naming policy, criteria and procedures they may have in place. Larios emphasized that the policy needs to be fair and equitable to any future individuals that would be considered. Gay O'Brien stated that she agrees with the Commissions thoughts to not rush the process; that it makes sense to wait. O'Brien stated that the precedence that would be set needs to be carefully considered. Larios stated that he would like to see each of the other field user groups included in the decision making process. A meeting between a sub -committee of the Commission (Larios, Heathcote and Muller), representatives of the local non-profit field user groups and a member at large was established for October 22nd. A special meeting of the Commission will then be scheduled to take up this issue in time to make a ...� recommendation to the City Council at its November 3rd meeting. B. Burlingame Hall of Fame — Schwartz stated that the idea for the Burlingame Hall of Fame was sparked out of the discussions for naming City fields. Recognizing that the community has hundreds of individuals who have made significant contributions to the City (more than can be honored by naming facilities), the Hall of Fame would serve as a site of permanent recognition. Schwartz also noted that much of the information necessary to begin a Hall of Fame will be similar to that for the Field Naming criteria and recommended tabling this item until the Field Naming criteria is established. REPORTS A. Parks & Recreation Department Report - Director Schwartz reported the following: 1. The City Council recently reappointed Commissioners Heathcote and Kahn, whose terms were set to expire in October. Commissioner Minderman chose not to reapply. 2. In an attempt to continue a full array of programs despite personnel reductions, staff is soliciting proposals for a contractor to conduct the Art in the Park Faire. Proposals are due to the Recreation Center by October 22" d 3. Staff has been receiving several requests to put memorial park benches in the City parks with brass plaques. Staff has developed some fees to be charged for the bench and plaque. After discussion, Commission supported this new program. Parks & Recreation Commission Thursday, October 16, 2003 — page 3 4. Staff is working with the Burlingame Community Theater to incorporate the Theater program into the Recreation Division offerings. The first play, Babes in Toyland, is scheduled for December. B. Commissioner Dittman asked about the status of the Tree Lighting ceremony. Schwartz stated that the event is being planned for Friday, December 5`t' by the City Manager's staff. C. Commissioner Muller stated that the pathway along the Bayside Park ballfield #1 is dark. Staff will investigate if the pathway lights are working. D. Revenue Report - See attached. NEXT MEETING The next meeting of the Parks & Recreation Commission will be held on Thursday, November 20, 2003 at 7:00 p.m. at Burlingame City Hall.
