Intent. It is the declared and acknowledged intention to secure improvement and expansion of the fire alarm system, in strict accordance with attached specifications. 2. .�eneral. The work shall consist of furnishing the necessary labor, materials and equipment specified herein. 3. Bids. Bids will be received by the City Council at the office of the City Clerk of the City of Burlingame, until the hour of Y+�retaC pieeMw_�,_c�rf8 , 1048, when they will then be publicly opened. 4. The bidder shall submit with his bid: a. Bid bond or certified check in the amount of 10� of his bid. b. Evidence to show that he is reularly engaged in the municipal fire alarm business. e. Evidence of his financial soundness ability, experience and past racord in the Municipal fire alarm business, as follows: Financial statement not over 30 days old. Evidence to show that he maintains, in the San Prancisco area, qualified experts experienced in and capable of servicing any or all of the equipment specified herein. The bidder shall state in his bid, the terms of payment, including sales tax. 6. The contractor shall allow the purchaser to use, without extra compensation, any of the equipment included in the contract which may be in position for use previous to completion of the contract. 7. The contractor shall indemnify and save harmless the pur. chaser from all loss, damage, claims, suits or judgments arising from patent infringements on the part of the contractor. 3. The contractor shall be required to guarantee the equipment, materials and work against defects of materials and workmanship for a period of one year after installation. 9. The successful bidder small, within a reasonable period of time after notice of award, deliver to the purchaser a contract covering the work and the entire agreement. Such contract shall be accompanied by a payment bond and a performance bond, each in the amount of 50% of the contract. 10. The purchaser shall have the right to Lacks changes in the amount of the work. If the amount of the work to be done is decreased the contract price shall likewise be decreased; if the amount of work is increased the price shall be increased, Any such changes shall be ayroed upon in writing:; prior to the start of the changed work. 11. All equipment shall be in strict compliance with the rules of the National Hoard of Fire Underwriters for Class B Municipal fire alarm systems, as exprossed in their pw-,r)hlet #73, issue of 1941. It shall be installed in accordance with the same rules. The con- tractor shall _aara.ntee that the new equipment will work in complete narmony with that portion of the existing; equipment which is to be retained in service. All equipment shall comply with detailed specifica- tions given herein. All new interior twin„ shall eonply with the rules of the National Board of Fire 'Underwriters, pamphlet f73. All nevr exterior wiring, shall likewise comply with pamphlet #73 and with the rules of the Cali-fornia Public Utilities Co-miission. a Me purchaser (City of Burl ingwne) will: Provide suitable room or rooms for the installtLtion of the interior equipment. Provide, without cost to the contractor, any structural changes which may be necessary in any existing; building,. The secondary Page #11 of the transformer shall be provided with taps for the selection of various output voltages, so that, after rectification, output voltages of 30, 45 and 60 volts direct current at rated load is available. The rectifier units shall be capable of delivering .150 amperes continuously without overheating. The city will provide eight of the ten required rectifiers. Terminal Strip. There shall be an ebony asbestos terminal strip on the rear of each panel for inter-connectin; wires. Terminals shall be of substantial construction, each marked for identification. Electrical Connections and Wiring. All electrical connections and wiring shall be Of gauge, quality and arrangement as specified for the Master panels. Alarm Line Panel. One of the eight circuits shall be modified to operate as an alarm circuit as described below. The parts in quantity, quality and arrangement shall be identical to those specified for the box Line Panels; Meters, line rheostats, power switch, meter switch, rectifier supervisory relay, line super- visory relay, rectifier and terminal strip. Operating Relaters. The necessary relays shall be provided for retransmitting signals originating in the box circuits. The structural characteristics of the relays shall be the sane as specified for the Box Lino Panels. Llectrical Connections and V11rirw All electrical connections and wiring skull be of gauge, quality and arrangement as specified for the Master Panels. 158--1 High rate rectifier. High Rate Rectifier. To provide for charging the individual line batteries normally supplying current to the box circuits at a Pale #12 rate in excess of the output of the line rectifier and to charge the local battery there shall be a high rate rectifier. The power supply switches on the box panels shall be so connected that only one cir- cuit at a time can be connected to the high rate rectifier. The high rate rectifier shall be of the dry* disc copper oxide type, and shall consist of four (4) 4^ diameter rectifying units, a transformer, reactance coil, terminal panel and fuses mounted on a steel plate. The transformer shall be arranged with taps on both the primary and secondary side to allow for connection to 60 cycle supply circuit of 105, 115, 125 volts and to provide a direct current output of one amperes at 30, 45, 60 volts. 15C--198 cells line battery (all Food existing battery to be used). Line Battery. ueneral: Each cell shall consist of a glass container with a cover sealed on. From this cover shall be susoended both the positive and the negative plates. A connector shall be supplied with each cell to allow for connection to the next cell. The cells shall have a normal discharge capacity of 15 ampere hours at the 0.10 ampere rate. A large space shall be allowed at the bottom of the jar for sediment. Covers. The covers shall be of a non -absorbent insulating material equipped with a vent plug for ventilation and for adding liquid to the cell. :'Oth positive and negative plates shall be suspended from this cover. The cover shall be securely sealed to the glass jar with non-hardenin; sealing; compound. Grease packed bushings shall be used to prevent acid creepage ;around the plate terminal studs. Page #13 I Plates. There shall be one positive and one negative plate per cell. The positive plato shall bo of the "ironclad" type; the active material being retained in slotted rubber cylinders supported by the grid structure. The negative plate shall be of the box grid type with the active material held in place by the grid structure. The positive place shall be 3 1/16" high by 3 7/8" wide. The negative plate shall be 3 1/16" high by 4" wide. Uonnections shall be made to the plates by means of threaded studs projecting through the cover.' These studs shall be of hard alloy, lead burned to the plates. The terminal posts shall be marked and shaped for each identification of polarity. :lard alloy nuts shall be provided for securely clamping the connectors. 15D--1 set local battery. Local Battery. The local battery shall consist of 12 cells of lead -acid battery. These cells shall be of the sealed -in type with the elements and Electrolyte contained in glass jars. They shall be Exide type B19 or equal. `The positive plates shall consist of a lead alloy grid structure supporting perforated tubes of hard rubber. The active material is to be enclosed within the perforated tubes. The negative plates shall be of the "box type" consistiqlof a lead alloy grid structure enclosing the active material between perforated lead plates. The positive and negative plate :-soups shall be suspended from the cover of the jar. The battery shall have capacity to supply power to the, local circuits for a period of at least sixty (AD) consecutive hours sub- sequent to an interruption of the normal power supply discharging to a terrli.nal voltage of 1.75 volts per cell. Page #14 1 - set charge control relays arranged to work in conjunction with the master panel and the hivh rate rectifier. 1 - Test clock of the self-windin.r type, operated by rectified a.c. current and arranged to sound three blows on the fire alarm system at noon. 1 - test register same as for station #2 but so arranged as to be portable and to be provided with a plug; and cord for plugging, into the circuit jacks on the box circuit panels. 1 - Synchronous timer to relate the clock on the existing; time and date stamp. 1 - set two-way voice transmission equipment to consist of receiver, transmitter and operator's remote control unit, together with one main and two auxiliary speakers, the auxiliary speakers to be mounted in the fire station. The voice transmission equipment shall be designed to allow two-way conversation with station #2 and with the fire alarm boxes. Conversation with the fire alarm boxes shall be obtained by means of five amplifying pack sets to be furnished by contractor. The system, to couple, automatically at the pushing of a button an a pack set, the box circuit from which conversation is desired to the talking circuit between stations so that conversation can be carried on from any box to both fire stations. Talking current shall be super -imposed on the fire alarm circuits in such a way as not to interfere with transmission of telegraphic alarms at any time. Cable Entrance to Station #11. The existing; cable entrance shall be revised, providin3 a new cable of at least 21 conductors from the present terminal pole in front of the fire station to the present entrance cabinet. The City will string temporary service wires from the fire alarm room to the terminal pole to free the Page #15 existing cable. Should it prove necessary to do"any exacavatinr, or duct repair incidental to the romoval of the old cable and the Installation of the new, this would be done by City crews. In connection with the new cable installation, a new ter:^inal box shall be installed on the servi:e pole, together with a suitable condait riser from tho box to tho oxistin�_,, cross arms. 15E fake -up Reel. The tape shall run entirely outside the plates where it will not carry lint or dirt into the operating parts. The mechanism of the register shall be of the highest grade workmanship, and the material used shall be first-class and free from all flaws and blemishes. The register shall be for connection into a normally closed fire alarm circuit have a suoervisory and operatiiio current of approximately .100 amperes DC and shall record signals transmitted over the circuit by interruptions of this supervisory current. A box operating under such conditions shall take control of the normal circuit regardless of other boxes which may be operating. The coding mechanism shall be arranged to permit indication at the central office that its mainspring, is unwound or broken and so that regardless of exhaustion of its mainspring, no incomplete signals shall be transmitted. Facilities shall be provided so that authorized persons may transmit manually formulated code si;nals and receive audible in- dication of the transmission of all signals on the circuit. It shall be possible to test all functions without.the trans- mission of any si-.nsl over the circuit or without impairint; in any way the transmission over the circuit of signals from other sources. Provision shall be made for connecting portable telephone apparatus to the circuit for communicating with fire alarm head- quarters. Means for cutting the box out of normal service or rroundini; either side of the circuit as required shall also bo provided. The materials used shall be of first quality and the methods of fabrication and finish shall be the best for the purpose intended. All narts of the box shall be of precision manufacturo and shall be interchangeable with corresponding; parts of other boxes of this type.
