APPROVING SPECIFICATIONS FOR THE IMPROMIENT
AND EXTENSION OF THE FIRE ALARM SYSTEM OF
THE CITY OF BURLINGAME, CALIFORNIA
RESOLVED, by the City Council of the City of Burlingame
that the specifications for the improvement of 'the :Fire Alarm
System and the extension thereof in the City of Burlingame
as the same appear in the document attached hereto entitled,
"Specifications for the Improvement of the Fire Alarm System
of the City of Burlingame, California", be, and the same are
hereby approved;
BE IT FURTHER RESOLVED, that the City Clerk be directed to
give notice and invite sealed proposals cr bids for the work
to be done as in the aforesaid specifications provided
immediately upon the adoption of this resolution and that all
sealed pr°oposals or bids shall be filed with the City Clerk on
or before 5 of clock, noon, f�ugust 95, 1948.

SPACIAL PROVISIONS
1. Intent. It is the declared and acknowledged intention
to secure improvement and expansion of the fire alarm system, in
strict accordance with attached specifications.
2. .�eneral. The work shall consist of furnishing the necessary
labor, materials and equipment specified herein.
3. Bids. Bids will be received by the City Council at the
office of the City Clerk of the City of Burlingame, until the hour of

opened.
4. The bidder shall submit with his bid:
a. Bid bond or certified check in the amount of
10� of his bid.
b. Evidence to show that he is reularly engaged in the
municipal fire alarm business.
e. Evidence of his financial soundness ability,
experience and past racord in the Municipal fire alarm
business, as follows:
Financial statement not over 30 days old.
Evidence to show that he maintains, in the San
Prancisco area, qualified experts experienced in
and capable of servicing any or all of the equipment
specified herein. A list of at least 5 Municipal
fire alarm installations in California, complying with
these: specifications and installed by the bidder, where the
equipment has been in successful operation for at least
a your, and where it may be inspected by the purchaser.

Complete detailed specifications, photographs,
diar~rams, plans, etc. showing;; details of the
equipment which lie proposes to furnish.
5. The bidder shall state in his bid, the terms of
payment, including sales tax.
6. The contractor shall allow the purchaser to use,
without extra compensation, any of the equipment included in the
contract which may be in position for use previous to completion
of the contract.
7. The contractor shall indemnify and save harmless the pur.
chaser from all loss, damage, claims, suits or judgments arising
from patent infringements on the part of the contractor.
3. The contractor shall be required to guarantee the equipment,
materials and work against defects of materials and workmanship for
a period of one year after installation.
9. The successful bidder small, within a reasonable period of
time after notice of award, deliver to the purchaser a contract
covering the work and the entire agreement. Such contract shall be
accompanied by a payment bond and a performance bond, each in the
amount of 50% of the contract.
10. The purchaser shall have the right to Lacks changes in the
amount of the work. If the amount of the work to be done is
decreased the contract price shall likewise be decreased; if the
amount of work is increased the price shall be increased, Any such
changes shall be ayroed upon in writing:; prior to the start of the
changed work.
11. It shall be the responsibility of the bidder to visit
the site of the work and to acquaint himself with any special
problems involved therein.

12. All equipment shall be in strict compliance with the rules
of the National Hoard of Fire Underwriters for Class B Municipal fire
alarm systems, as exprossed in their pw-,r)hlet #73, issue of 1941.
It shall be installed in accordance with the same rules. The con-
tractor shall _aara.ntee that the new equipment will work in complete
narmony with that portion of the existing; equipment which is to be
retained in service. All equipment shall comply with detailed specifica-
tions given herein. All new interior twin„ shall eonply with the rules
of the National Board of Fire 'Underwriters, pamphlet f73. All nevr
exterior wiring, shall likewise comply with pamphlet #73 and with the
rules of the Cali-fornia Public Utilities Co-miission.

Provide suitable room or rooms for the installtLtion of the interior
equipment.
Provide, without cost to the contractor, any structural changes
which may be necessary in any existing; building,.
Receive and store, in e suitable place, all materials and equipment
arriving; on the site prior to the arrival of the contractor's construction
superintendent.
Provide, without cost to the contractor, any excavation permits or
other permits which may be required during, the course of trio work.

charge to any battery when fzlly charged.. Switches shall be of
the cam laver type. The ,paned shall contain the necessary meters
for ascertaining the voltage of any battery, for .xou:id and
interline testing; and with trouble bell and timing relay equipment.
Meters. A voltmeter, scale 0-80 volts, s2nall be provided for
the purpose of measuring the battery voltage of the local battery,
and for ground and interline testing in cooperation with the mound
and interline test switches. An. ater, scale 0-1 ampere shall
provide >r eaxis for reading high rato charge curre��t.
111lot Lamps. Txa sre shall be three (3) pilot lamps similar to
those Parnished on the, line panels. One pilot lamp, inOicatln- when
Vile supply is normal, shall burn continuously and. shall be
ext .ngu.ithed upon failure of the supply. The second pilot lamp,
indicating low voltage of the local battery, shall be illurdnatod
when the local battery supervisory relay contacts close. The
third pilot lamp shall indicate when the local battery is connected
to the automatic high charging circuit.
Power Switch. 'There sell be a power switch si4n.3lar to those
on the line panels arranged If'or connecting the high rate rectifier
to charge the local battery..

Time Dela-_y Relay. A time delay relay shall be interposed
between the line current supervisory relay and the trouble bell
so that the trouble bell will not respond to opening of the circuit

Rectifier Su ervisor`y Fel . 7ne rectifier supervisory relay
shall be connected in the direct current output of the rectifier to
indicate when the output is seriously decreased, thus supervising the
current flow to the line and. battery.
Line Supervisory Relay. The line supervisory relay shall be for

The transformner shall have primary and secondary windings
Insulated one from- the other, to withstand a test potential of at
least 5000 volts, RMS. The 'primary winding of each of the trans-
formers ;shall be arranged with taps for connection to alternating
current supply of 105, 115, or 15 volts, 60 cycles. The secondary

of the transformer shall be provided with taps for the selection of
various output voltages, so that, after rectification, output
voltages of 30, 45 and 60 volts direct current at rated load is
available.
The rectifier units shall be capable of delivering .150 amperes
continuously without overheating. The city will provide eight of the
ten required rectifiers.
Terminal Strip. There shall be an ebony asbestos terminal strip
on the rear of each panel for inter-connectin; wires. Terminals
shall be of substantial construction, each marked for identification.
Electrical Connections and Wiring. All electrical connections
and wiring shall be Of gauge, quality and arrangement as specified for
the Master panels.
Alarm Line Panel. One of the eight circuits shall be modified
to operate as an alarm circuit as described below.
The parts in quantity, quality and arrangement shall be identical
to those specified for the box Line Panels; Meters, line rheostats,
power switch, meter switch, rectifier supervisory relay, line super-
visory relay, rectifier and terminal strip.
Operating Relaters. The necessary relays shall be provided for
retransmitting signals originating in the box circuits.
The structural characteristics of the relays shall be the sane
as specified for the Box Lino Panels.
Llectrical Connections and V11rirw All electrical connections
and wiring skull be of gauge, quality and arrangement as specified
for the Master Panels.
158--1 High rate rectifier.
High Rate Rectifier. To provide for charging the individual
line batteries normally supplying current to the box circuits at a

rate in excess of the output of the line rectifier and to charge the
local battery there shall be a high rate rectifier. The power supply
switches on the box panels shall be so connected that only one cir-
cuit at a time can be connected to the high rate rectifier.
The high rate rectifier shall be of the dry* disc copper oxide
type, and shall consist of four (4) 4^ diameter rectifying units, a
transformer, reactance coil, terminal panel and fuses mounted on a
steel plate.
The transformer shall be arranged with taps on both the primary
and secondary side to allow for connection to 60 cycle supply circuit
of 105, 115, 125 volts and to provide a direct current output of one
amperes at 30, 45, 60 volts.
15C--198 cells line battery (all Food existing battery to be
used).
Line Battery. ueneral: Each cell shall consist of a glass
container with a cover sealed on. From this cover shall be susoended
both the positive and the negative plates. A connector shall be
supplied with each cell to allow for connection to the next cell.
The cells shall have a normal discharge capacity of 15 ampere hours
at the 0.10 ampere rate. A large space shall be allowed at the
bottom of the jar for sediment.
Covers. The covers shall be of a non -absorbent insulating
material equipped with a vent plug for ventilation and for adding
liquid to the cell. :'Oth positive and negative plates shall be
suspended from this cover. The cover shall be securely sealed to
the glass jar with non-hardenin; sealing; compound. Grease packed
bushings shall be used to prevent acid creepage ;around the plate
terminal studs.

Plates. There shall be one positive and one negative plate per
cell. The positive plato shall bo of the "ironclad" type; the active
material being retained in slotted rubber cylinders supported by the
grid structure. The negative plate shall be of the box grid type
with the active material held in place by the grid structure. The
positive place shall be 3 1/16" high by 3 7/8" wide. The negative
plate shall be 3 1/16" high by 4" wide. Uonnections shall be made to
the plates by means of threaded studs projecting through the cover.'
These studs shall be of hard alloy, lead burned to the plates. The
terminal posts shall be marked and shaped for each identification of
polarity. :lard alloy nuts shall be provided for securely clamping
the connectors.
15D--1 set local battery.
Local Battery. The local battery shall consist of 12 cells of
lead -acid battery. These cells shall be of the sealed -in type with
the elements and Electrolyte contained in glass jars. They shall be
Exide type B19 or equal. `The positive plates shall consist of a lead
alloy grid structure supporting perforated tubes of hard rubber. The
active material is to be enclosed within the perforated tubes.
The negative plates shall be of the "box type" consistiqlof
a lead alloy grid structure enclosing the active material between
perforated lead plates. The positive and negative plate :-soups shall
be suspended from the cover of the jar.
The battery shall have capacity to supply power to the, local
circuits for a period of at least sixty (AD) consecutive hours sub-
sequent to an interruption of the normal power supply discharging to
a terrli.nal voltage of 1.75 volts per cell.

receiver, transmitter and operator's remote control unit, together
with one main and two auxiliary speakers, the auxiliary speakers to
be mounted in the fire station. The voice transmission equipment
shall be designed to allow two-way conversation with station #2 and
with the fire alarm boxes. Conversation with the fire alarm boxes
shall be obtained by means of five amplifying pack sets to be
furnished by contractor. The system, to couple, automatically at
the pushing of a button an a pack set, the box circuit from which
conversation is desired to the talking circuit between stations so
that conversation can be carried on from any box to both fire
stations. Talking current shall be super -imposed on the fire alarm
circuits in such a way as not to interfere with transmission of
telegraphic alarms at any time.
Cable Entrance to Station #11. The existing; cable entrance
shall be revised, providin3 a new cable of at least 21 conductors
from the present terminal pole in front of the fire station to the
present entrance cabinet. The City will string temporary service
wires from the fire alarm room to the terminal pole to free the

existing cable. Should it prove necessary to do"any exacavatinr, or
duct repair incidental to the romoval of the old cable and the
Installation of the new, this would be done by City crews. In
connection with the new cable installation, a new ter:^inal box
shall be installed on the servi:e pole, together with a suitable
condait riser from tho box to tho oxistin�_,, cross arms.

case to enclose the train work.
There shall be an automatic loekino device to prevent the take-up
from racing, should t_ie paper accidentally become torn apart.

Puncturing register.
Puncturing Register. The register shall automatically and
permanently record all :31,nals as transmitted over the circuits.
The register snail have capacity for a�nroxi_aately 500 consecutive
blows at one winding. The puncturing operation shall not separate
any clippings from the paper. The controlling magnets shall be
mounted in the base in such a way that they may be easily accessible

and removable without disturbing or dismembering the operating
mechanism. 3eneath the base shall also be mounted the macnet
terminals, arran ed so that tLe circuit wires nay be directly
connected.
The tape shall be held by a neat paper reel, supported outside
by the plates and arranged to allow quick renewal of the tape
without the use of tools. The parts shall be so arranged that new
tape may be easily and quickly installed without opening or exposing
or disturbing the mechanism. The tape shall run entirely outside the
plates where it will not carry lint or dirt into the operating parts.
The mechanism of the register shall be of the highest grade
workmanship, and the material used shall be first-class and free
from all flaws and blemishes.
The register shall be for connection into a normally closed
fire alarm circuit have a suoervisory and operatiiio current of
approximately .100 amperes DC and shall record signals transmitted
over the circuit by interruptions of this supervisory current. The
re_�,istcr shall operate correctly ovor a range of normal current from
.065 to .300 amperes. The resistance of the operating ;magnets shall
be not more than 30 ohms. Tile assembled register shall withstand a
breakdown test of 2500 volts, RIMS, 60 cycles for a period of five
minutes.
The register shall be adjusted for receivirg; signals at the rate
of from four blows per second to one blow per two seconds.

In the event of failure of the non-interference magnet to
function as intended, the coding mechanism shall transmit its
signal, throurh the normal line circuit and the _ground connection
for four rounds. A box operating under such conditions shall take
control of the normal circuit regardless of other boxes which may
be operating.
The coding mechanism shall be arranged to permit indication
at the central office that its mainspring, is unwound or broken and
so that regardless of exhaustion of its mainspring, no incomplete
signals shall be transmitted.
Facilities shall be provided so that authorized persons may
transmit manually formulated code si;nals and receive audible in-
dication of the transmission of all signals on the circuit.
It shall be possible to test all functions without.the trans-
mission of any si-.nsl over the circuit or without impairint; in any
way the transmission over the circuit of signals from other sources.
Provision shall be made for connecting portable telephone
apparatus to the circuit for communicating with fire alarm head-
quarters. Means for cutting the box out of normal service or
rroundini; either side of the circuit as required shall also bo
provided.
The materials used shall be of first quality and the methods
of fabrication and finish shall be the best for the purpose intended.
All narts of the box shall be of precision manufacturo and shall be
interchangeable with corresponding; parts of other boxes of this type.
All metallic parts with which a person testing or operatin.- the
box may come in contact shall be effectively r,ro.inded to the outer
case and all parts electrically connected to the circuit shall be
protected to prevent accidental contact.

The outer case, including; the outer case door, shall be finished
inside and out with one protective primirv, coat and two coats of red
enamel, all oven baked. The door shall be secured to the case by
heavy hinges of non -corrosive material. The door s1u311 be hung bn the
right side of the case and shall be held closed by a spring -bolt lock
responsive to fire alarm box outer door keys furnished with the boxes.
There shall be a number plate showing the code number of the
box. The outer case shall contain an inner case and terminal block.
There shall be an inner case for enclosin-, the operating; equipment.
The case and door shall be of the sable material as the outer case.
The si-nal code transmitting; mechanism shall be a substantially
constructed sprin[; driven train work. The mechanism shall be of the
pre -wound typo and stall be released upon the operation of the starting*,

The main sprint* when fully wound shall have capacity sufficient
for at least 36 revolutions of the signal formulating, cam. The :Main

The train work shall be mounted between heavy bronze pletes.
All pivot and bearing holes sliall be reamed to size. The signaling
mechanism shall be completely enclosed in a moulded glass cover.
All rearing shall be of special bronze, machine cut. All steel
parts shall be fabricated from stainless steel. The magnetic iron
parts shall be protected from rustinw by Parkerizin-, or other special
treatment, and all bronze parts from corrosion by nickel or chromium
plating.
The tap bell shall consist essentially of an operating; magnet,,
and a ,Tong. The hanuaer shall strike the gong upon the deonergizing

All metal parts shall be protected from cast and corrosion. All

increase in line current within the limitation of the current carry-

the outer case.
1511 -- 1 - 10" Coding Gong
Eleetro-;:eehanical Gongs, 10". Shall be of high speed, capable
of sounding correctly coded signals as rapid as a second intervals,
between impulses. It shall be so constructed when fully wound to
correctly code at least 500 impulses at I second timing. It shall
have a sound output equivalent to 70 decibels within a distance of
10 feet. It shall have no exposed terminals being of the plu.- in
type mounting.

Electro-` ochanical Gongs, 6 Inch. Shall be of high speed
capable of sounding correctly coded signals as rapid as a second

Entrance Cabinet -- The cabinet shall be constructed of '12
gauge sheet steel and shall be 73 inches liigh by 36 inches wide by

separated by a barrier. It shall be equipped with two hinked doors
with catches. The top half of the cabinet shall be equipped with a
subplate drilled and tapped for terminal facilities, protective

and flatblack exterior.
15K -- 2 - 5-shelf steel battery racks. The battery rack shall
be constructed of No. 10 sheet steel and have an outside di-neasion of
96 inches lor,; by 83 inches high by 8 inches wide. it slcall have
five shelves spaced 15-12 inches apart, each shelf to be covered with
ribbed glass 7/16 inches thick. Lach shelf shall have a _;uard rail
consisting of a piece of No. 12 chanziel steel bolted at both ends to
the rack end sections. The rack and sections shall be connected with
two 1-inch by 00-inch lengths of co�iduit. The finish shall be non-
corrosive gray enamel.
15% -- 7 Fire Alarm Sox Pedestals. 'l'he pedestal shall consist
of a 48 inch shaft, with demountable head and bolted to a cast iron
base. The head shall consist of a steel backboard into which have
been drilled and tapped four 1/4-inch box mounting holes. The shaft
shall be of No. 12 si.eet steel formed in one piece to constitute a
column open in front and equipped with a door parcel. Tor: -Anal
