WHEREAS, the State of California, through its De-
partment of Public Works, Division of Hi gift a! s, has pre-
sented a second supplemental r-emorandimi of agreement in
accordance with a project statement submitted by the city
for expenditure of tho 1/4 cent gas tax for the 1948
