HomeMy WebLinkAboutMin - PR - 2004.01.22MEETING MINUTES Regular Meeting of the Burlingame Parks & Recreation Commission Thursday, January 22, 2004 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chairman Larios at 7: 1Op. m. at Burlingame Recreation Center, 850 Burlingame Avenue. ROLL CALL Commissioners Present: Dittman, Erickson, Heathcote, Kahn, Larios, Lawson, Muller, Youth Commissioner Webb Commissioners Absent: None Staff Present: Parks & Recreation Director Schwartz, Recreation Supervisor Blondino Others Present: None MINUTES Minutes of the Commission's December 18, 2003 regular meeting were approved as submitted. OLD BUSINESS A. Youth Advisory Committee (YAC) Report — Youth Commissioner Webb reported on several YAC events: Parents Night Out on January 23`d (event was very successful, with 33 participants), 7th & 8th grade dance on March 5 ,Spring concert. B. Community Recognition Program — Schwartz reported that the City Council met at Jim Murray's home on Sunday, December 21St and approved renaming the Bayside Soccer Center to Murray Field per the recommendation of the Parks & Recreation Commission. Schwartz will also be meeting soon with the Council Committee of Council members Baylock and Nagel to discuss appropriate recognition of one-time donors. C. Evaluation of the Teen Dinner Dance — Commissioner Erickson emphasized the need to evaluate why the Teen Dinner Dance was not successful. Commissioner comments included: Erickson: Time of year needs to change, PR was well done, need for a theme Heathcote: Good PR, no support from parents, Walk of Fame idea should help Webb: Publicity needs to be focused at BSD parents, ticket sales should be easier Lawson: Poor economic times, parents dedicated to schools, need for dedicated crew Dittman: Need dedicated committees & chairpersons to be available/talk it up Muller: Not Commissioner's responsibility, saw very few posters, poor economy Kahn: Questions dinner dance format, need more people and state case better Larios: Need purpose to get people involved and form well -planned committees The commissioners decided to focus their attentions during the upcoming meetings on (1) the Walk of Fame event and (2) the approved Community Center plan, rather than the temporary Teen Center. Fall 2003 Parks & Recreation Employee Recognition Program — Director Schwartz discussed a program to recognize Parks & Recreation Department employees. B. Discussion of Potential Change in Youth Commissioner Approach — Due to the difficulty in recent years of filling the two Parks & Recreation Commissioner seats, Schwartz suggested a change in the Youth Commissioner program. After discussion with Youth Commissioner Webb, it was agreed to have one regular Youth Commissioner and have the YAC send a liaison to the Commission on a rotating basis to fill the remaining seat. This plan will also allow more YAC members to become familiar with the Commission. REPORTS A. Parks & Recreation Department Report - Director Schwartz reported the following: 1. Registration for Spring 2004 classes is underway. The registration process was tweaked by staff and well received by the public. 2. The Washington Park playground construction contract with Community Playgrounds was approved by Council on January 5th. Work is scheduled to begin on February 2nd 3. Upcoming Teen activities include two ski trips and an open gym program. 4. The Senior Citizens computer class at BHS is full with seniors and 12 students. The new Bingo & Bag Lunch program is averaging 30 participants and is receiving donated desserts from Molly Stones and the Retirement Inn of Burlingame. 5. Youth Basketball season is underway for 4th/5th and 7th/8th graders, with solid participation numbers. 6th grade basketball will begin in February. Many of the coaches are donating their time to the program. 6. Murray Field is having some extra drainage work performed at a cost of $15,600. AYSO and CYSA have each donated $3,000 to this project. 7. Repairs to the pathways at Village Park will be handled in the Spring. 8. The Summer aquatics schedule has been established for the City and Club programs. The pool's TDS levels are now well under control and the chlorine costs have been reduced. The City is now offering a "bulk" rate for private lessons. 9. The City will be reducing the General Fund budget by approximately $3,000,000 in the 2004-05 budget. Reductions in Parks & Recreation are anticipated to be nearly $450,000. 10. Staff will be placing a box on the Activities Registration Form that allows individuals to donate funds. One of the neighboring cities has such a program and generated $5,000 in donations last year. Commissioners also suggested potential increases to program fees. Parks & Recreation Commission Minutes January 22 — page 3 B. Commissioners 1. Commissioner Dittman asked about the status of the City Budget and the revenue the City has derived from the Hotel Tax. Schwartz reported a slight increase from the same time frame as last year. 2. Chairman Larios reported that the Burlingame High School Football Field still has ruts that were caused by the construction crew during installation. Because of the City's donation to the facility, Larios will be writing a letter to the School District from the Commission asking that the repairs be completed. 3. Larios also requested that the Police Dept. patrol Washington Park during the early morning and evening hours to remind residents of the leash laws and fine those who have been warned previously. (Schwartz contacted Commander Van Etten who will have the Park patrolled.) C. Hand-outs 1. Roster of Council, Commissions and Staff 2. Friends of Mills Canyon Newsletter NEXT MEETING The next meeting of the Parks & Recreation Commission will be held on Thursday, February 19, 2004 at 7:00 p.m. at Burlingame City Hall. The annual Commissioner's Dinner will be held on Friday, March ffh. There being no further business to come before the Commission, the meeting was adjourned at 9:00pm.
