was held on the above date, Meeting called to order at 8:00 borc,. --

Chairman Elartin announced that this was an adjourned meetint from the
regular meeting of January 27, 1958, for the purpose of Initiating pro-
ceedini.,�s to reclassify certain lands wlti;hin. the City, and also for the
purpose of continuing e public hearing on an application for a use per-
mit submitted by Purity Stores, Ltd,
1. Proposal to reclassify Lots 1 through 17, Block 3, Ray Park Sub-
division and Lots 3 through 1.4., Block Ray Park Subdivision,
At the request of Chairman Plartin, the Planning Consultant advised that
the above -mentioned lots, fronting on Albemarle '.day in the Ray Park
area and "backing -up" to 31 Camino Real, are developed as duplex sites
In spite of their location in an apartment house zone, To bring the
land classification in harmony with the use, Mr, nann suggested that a
public hearing be held on the matter of reclassifying the properties.,
Commissioners concurred and a motion was introduced by Commissioner Kindig
that a public hearing be held at the next regular meeting, February 24,
1958, for the purpose of determining if' Lots 1 through 17, Block 30 Ray
Park Subdivision, and Lots 3 through 14, Block 1, Ray Park Subdivision
shall be rezoned ftom R-3 District (Third Residential) (Multi -family) to
R-2 District (Second Residential), Notion seconded by Commissioner
Diederichsen and carried unanimously on roll call of members.
2. PUBLIC HEARING ( continued from regular meeting January 27, 1958 )
SPECIAL PERhIT m Purity Stores, Ltd., - truck servicing installation.
A nearing, continued from the regular meeting of January 27, 1958, was
held on the request of Purity Stores, Ltd:., for a use permit to construct
and operate a truck servicing installation on a portion of their property
located at 1645 Rollins Road, Burlingame,
Mr. R.B. Kavinoky, appearing in behalf of Purity Stores, submitted for
Commission consideration the architeeto s preliminary plan and elevations

In reviewing the plans, Commissioners expressed opposition to Che truck
wash -rack located in an open area visible from Rollins Road.

Chairman Martin advised the applicant that the use permit was granted., pro
vided no appeal was received or?or to Tuesday, _1*ebruary 18. 1958.
The hearing was thereafter declared concluded.

STUDY MEETING
The study meeting, regularly scheduled for this date, was convened at
8:35 p�m, m Chairman Martin presiding.
The following applications were: :submitted for study.
1e RESUBDIVISIOR Lands of Lombardi and Barnes
A request was submitted by Joseph Lombardi and W,G. Barnes to resubdivide
their property into three lots,, said property being contiguous to and
lying westerly of Summit Drive and S ly from El Prado Road,
In reviewing the map submitted by Mr. Lombardia the Commission expressed
some doubt that the proposed third parcel would make a satisfactory build-
ing site, The public action was scheduled for the regular meeting,
February 24, 1958, Commissioners agreeing to inspect the site prior to
that time,
2. RESUBDIVISION d Lot 4. Block 10, Mills Estate No, 3.
Roland Zillmer, owner, and David Aicolaides, builder, appeared to submit
a proposed resubdivision of the above property.

Commissioners reviewed the map and scheduled the application for public
hearing at the regular meeting, February 24, 1958,

Jack Dovey, engineer, representing Ernest Ingold, owner.

4. VARI k0CE - John C. Ray;, D.D.S., for medical building,
A variance application was submitted by John C. Rayq D.D.S.,
315 Santa Clara Avenue, San Francisco, r-equestin6 perajissioto construct
a medical building, consisting of 5 suites, on the. property located at
the northwesterly corner of the intersection of Primrose Road and
Douglas iivenue o said property being zoned R-fir.,
In reviewing the plans., Commissioners discussed with Dr. Ray the require-
ments for adequate off-street parking; also, sugga rted revisions in the
general design of the building.
Members agreed to znsuect the location prior to the time of the public
hearing scheduled for February 24, 1958.
5. VARIAACE ® L. Josephine Lang for Cv2 use (Service Business) in
C-1 District (Retail Commercial � ,,
An application submitted by Teo Josephine Lang,, 1033 Jaeklin.g Drive,
Hillsborough, requested a variance from the zoning; ordinance to permit a
machine shop operation in a building located at 708 Carolan Avenue,
Burlingame,, ( zoned for retail trade).
Frank Conti appeared to represent the applicant and advised that the build-
ing fronts on Carolan Avenue at Oak Grove Avenue. hr. Conti reminded
Commissioners that .Carolan Avenue at this location has not been improved
and, without proper street frontage, the building is not suitable for the
retail business for which it was zoned,
In reply to questions from the Commission, Mr. Conti agreed that there
would be additional automobile traffic in the neighborhood created by the
proposed use but that there was adequate area in the baok of the building,
off Linden Avenue, to handle such traffic.
After some further discussion,, the application was scheduled for formal
consideration at the regular meeting in February.
6. COMMUNICATION - Mrs, Mildred W. Jensen in re: Increase in fence height
A letter dated February 8a 1958, was read from Mrs, Mildred W. Jensen,
632 Vernon Gaya requesting permission to increase the height of the side

aluminum trailer stored in a neighboring yard,

Mrs Jensen was requested to re turn to the regular meeting in February

Chairman. Martin advised that a public hearing would be scheduled for the
February 24 meeting, provided that a variance application were filed in

U. Petra, coa ra ctor£, discussed informally with Commissioners the opera:Etiox
of a contractor'rs storage ;hard on a parcel of industrial property Located
on Rollins Road.
Commissioners reviewed with Mr. Petra the provisions of the ordinance
regulating the proposed use and requested that when the time comes that
he is prepared to proceed with an application, and the required public:
hearing, that a proper site plan be prepared for the information of the
Commission.
9. CAPITAL IMPROVEMENT PROGRAM.
In reply to a communication to the City Council from the P lanniri, Com-
mission concernirr�, authorization to request information direct from de-
partment heads as an aid in preparing a plan for city capital improve-
ments, the City Manger advised the Commission, in a letter dated
February 7a 1958 that the correct procedure would be for said requests
to be processed through the City Manager. The City Manager pledged full
cooperation and assistance in giving consideration to plans establishi.ng,
a Capital Improvement Program,
The City Manager, in attendance, expressed concurrence with the Commission
in the need for a well. -coordinated program of study' to establish and
evaluate the city° s capital improvements. Mr. Schwalm -noted further that
a necessary part of the study would be the determination of revenue
sources to finance such improvements,
After some further discussion, during; which members declared their

willingness to proceed with the program, the; matter was referred to th e
Planning Consultant to prepare and submit for Commission consideration a.
plan of operation,

The Commission discussed the various alternate methods by which the
ordinance could be changed regarding lot frontages and agreed that the
ordinance could be re -written to provide for 0 foot minimum, street

The City Manager participated in the discussion and concurred in the
opinion of the Commission.
The Planning Consultant and the City Attorney i-aere requested to prepare
new material for presentation to the Commission.
20 Define "Motel" and establish parking; requirements„
O'ommissioners considered a proposal to revise the ordinance to provide, a
definition for motels and regulations or motel parking. Agreement was
reached on a definition prepared by the Planning Consultant which in-
corporated the various suggestions offered by Commissioners at previous
study sessions. A parking formula, requiring at least one parking area
for each individual sleeping or dwelling unit and one parking space for
each 400 square feet of floor area TvEhere a. restaurant or other commercial
use is etomhi nsbd with a motel, was accepted as satisfactory,
The matter was referred to the regular meeting,, February 24, 1958, for
formal consideration.
11. PEOPOSED M INIMUh SET -BACK INI3USTRIAL DISTRICTS.
Reference was wade to,a proposed revision in the zoning; ordinance, to
establish a minimum set -back of 10 feet on structures in the industrial
districts, which was recommended by the Planning Commission to the City
Council for adoption and, subsequently, referred back to the Planning
Commission for reconsideration on the basis of establish a 15 foot
minimum,
Commissioners concurred that the original 10 foot recommendation appeared
to be reasonable and the matter was referred to the meeting on
February 24, 1958n for formal consideration.
