Cons, Mann An adjourned regular meeting of the Burlingame City Planning Commission was held on the above date.. Meeting called to order at 8:00 p.m. Vice -Chairman Stivers presiding in the absence of Chairman Martin. Chairman pro-tempore Stivera announced that this was an adjourned meeting from the regular meeting; of May 26, 1958, for the purpose of continuing a public hearing on an application for a resubdivision of the lands of Mr. and MrO W.F. Rhoades, la PUBLIC H.SARIIG (continued .from regular meeting of May 269 1958) RESUBDIVISION - ).ands of Mr. and Mrs. W.F. Rhoades on La Mesa Drive. A hearing, continued from the regular meeting of May 26, 1958, was held on an application submitted by Mr. and. Mrs, W.F. Rhoades requesting per- mission to resubdivide tnoir property, located at the northwesterly terminal of La Mesa Drive, to estaLlish Parcels "A". "B" and "C" . City Engineer kirr9 questioned by the Chair, stated that the map was in order, with thv exception if the matter of water supply to Lots "B" and "C" Mr. Marr advised that to provide an adequate supply, in conformance with the City° s requirements, it will be necessary for the owners to install, at their own expeise, at least. a 4 inch main, approximately 200 feet in length. Chairman MartIA arrived and ansumed the Chair. The Planning; Gonsultant, in Yoply to Commission inquiry, stated that the resubdivision was prober as to lot areas and street: frontage. Mr. Mann called attention to the problem of access to the garage area on Lot "B" and suggested that$ prior to approval of the map, the question be resolved pertaining to a properly reco:ded access easement to Lot "B" . Mr. Jack E. Wear, owner of Lit "B" , was in attendance and advised that at the time tho deeds are recorlad conveying the separated interested in the land, the access easements aF designated on the map, will be recorded. A motion was introduced by Commissioner Diederichsen that the resubdivision of the lands of Mr. and Mrs, W.F. Rhoades be approved, subject to the rem cordation of the ingress and egress easement and a deposit with the City Engineer of sufficient funds for constructing a pipe line - to City speeifi- Commissioner Henderson and carried unanimously on roll call. A DJOURNPiE NT There being no further business, the special meetinf, was adjourned at 8:25 p.m. STUDY METL iG The study meeting, regularly scheduled for this date, was called to order at 8:30 p.m.; Chairman Martin presiding, PUR STUDY 1. RESUBDIVISIUN - Parcel "B", Block 79 dills Estate No. 3 The City Engineer submitted for review a map of a proposed resubdivision of Parcel "B", Block 7, Mills Estate No. 3, property of the California Teachers Association. Mr. LeNore, representative of Coldwell=Banker Company, agent for the owners, advised that the resubdivision proposes to establish Parcel "H"t, with frontage on Trousdale Drive The application was scheduled for hearing June 2�, 1958. 2. RESUBDIVISION - Lots 5 and 6. Block 8, Burlingame Gardens. A proposed resubdivision was submitted to the Commission by David Nicolaid builder, who advised that he desires to build a four unit apartment build- ing on Lot 5 but there is not sufficient area with the present lot lines. The application proposed to shift the common lot line between Lots 5 and 6 to provide more space along the southerly boundary of Lot 5. In reviewing the map, Commissioners questioned Mr, Hicolaides concerning lot dimensions and lot frontages and it was determined that by reason of the proposed resubdivision, Lot 6 would have less than the required street frontage Referring to the City°s regulations concerning lot frontages, Chairman Martin advised Mr; Alcolaides that it would not be possible to proceed on the basis of a resubdivision. Rather, the request must be processed as a vkriance from the provisions of the ordinance code and a proper appli- cation submitted to the office of the City Clerk. Mr; Nicolaides, indicating his willingness to proceed, the matter was scheduled for public bearing at the regular meeting, June 23, 1958. 3. RESUBDIVISION - Portion of Lot 2, Block 1, Unit No. 1 Millsdale Industrial Park. The City Engineer submitted for study a map of a proposed resubdivision of the lands of the Guittard Chocolate Company. -2 Mr. Martin Dink:elspiel, attorney representing the owners, was in atten- dance and advised that tht.N resubdivision proposed to establish Parcel "E" , with frontages on Hollins Road and Broderick Road, The matter was scheduled for hearing,, June 23, 1958. 4. `IjENTATIVE MAP - East M illsdale Industrial Park. Representatives of the Trousdaie Construction Compaay were in attendance and submitted for study the tentative map of the proposed Indust ryial sub- division to be developed in the area east of the Bayshore Freeway. Jack Van Yandt, engineer, advised that approximately 107 acres lie be- tween the Bayshore Freeway and the old Bayshore Highway and an additional 55 acres more or less are located east cf the old highway extending into the waters of the San Francisco Bay. Mr. Van `Landt described the pattern of development, outlining plans for fill, drainage and the street lay -out, In reviewing the map,, Commissioners discussed at length the matter of lot frontages,, with Chairman Martino Commissioners Diederichsen and Kindig expressing opposition to the 60 foot lots proposed by the developer. Chairman Martin recommended at least a minimum width of 100 feet pointing out that sales of multiples of the sixty -foot frontage lot might leave Intervening parcels which would have to be developed with less desirable buildings, while the basic 100 foot frontage would still be a good Indus- trial lot. hr. Brett of Coldwell-Banker Company, real estate brokers, stated that the 60 feet was an arbitrary width, which, past experience had proved,, worked to the best advantage in developing industrial tracts, Commissioners Henderson and Stivers expressed concurrence with the remarks made by Mr. Brett. Commissioners indicated approval of the street pattern with sidewalks on one side and suggested that the sidewalk area be reduced to provide at least 5 feet additional pavement in the streets for easier flow of auto- mobile traffic. Also, the developers :iere requested to provide tree plant- ing spaces on both sides of the street. The tentative map was scheduled for formal consideration at the regular meeting„ June 23, 1958, 5, TENTATIVE MAP - Darius Park Subdivision. Mr. Jack Dovey, engineer, submitted a tentative map of a proposed sub- division In the Mills Estate, lying southeasterly of Mills Estate Sub- division No. 11. The map was previously considered at some length at - the study meeting of May 129 1958, at which time the matter was postponed for a period of 30 days to permit, in the interim, an agreement to be reached between the City Council and the developers concerning the site of the nature study pak in the Mills Estate canyon area.. Chairman Martin announced that there appeared to be no further reason for PC C •q -S8 delay in considering the subdivision map and the hearing was thereafter scheduled for the regular meeting, June 23, 1958p Mr. Dovey mentioned that the deed and related papers pertaining to the park site will be prepared to be submitted along with the final map of the subdivision. bo VARIANCE m Johiu.iA. Gellmann in re: Burlingame Nursing Home. A variance application was submitted by John A. Gellmann, 1012 El Camino Real, Burlingame, requesting permission to build an addition to an exist- ing nursing home located at the above address A letter dated June 9, 1958, was read from Chief Reginald E. Noorby, City Fire Department, advising that the conditions of fire safety on the property will be greatly increased by the proposed new building0 The Planning Consultant, in reply to Chairman Martin, stated that the present use is nonconforming in an R-3 zone. Mr. Gallmann was in attendance and discussed with members his present operation and advised that with the additional building he plans to in- crease the number of patients to 22 and the staff members to 18. The application was scheduled for hearing on June 23, 1958. 7. CONMUdICATION 6 Burlingame Town and Country Realty. A letter dated June 3e 1958, was read from the Burlingame Town and Country Realty requesting p permit to operate a tract office on the property known as Burlingame Oaks (E1 Quanito Acres) The request was scheduled for formal consideration at the regular meeting of June 23, 1958,. 8. RECLASSIFICATION - John Bo Cockcroft Company. John Bo Cockcroft, Burlingame realtor, and Alex Smith, San Mateo realtor, appeared to discuss the possibility of a commercial use on properties located at the southeast corner of the intersection of Bellevue Avenue and El Camino Real ® zoned R-4 (fourth residential), tiro Cockcroft advised that he has been approached by the representatives of a food marketing concern who are interested in establishing in this City, Mr. Cockcroft stated that at the present time there are two old dwellings on the E1 Camino frontages which will be removed to provide an area of 24,000 square feet for the market site and the parking area, extending fron El Camino to adjoining properties an Bellevue Avenue and Chapin Avenue. Mr. Cockcroft agreed to make the necessary application in the office of the City Clerk pertaining to land reclassification and the matter was scheduled for public hearing on June 23, 19580 A DJOURNME L�U There being no further matters for discussion, the meeting was adjourned at I1:00 pom4 Respectfully submitted,
