An a journed regular meeting of the Burlingame City Planning Commission
was held on the above date. Meeting called to order at 8:00 p.m�
Chairman Martin presiding.
Chairman Martin announced that this was as adjourned meeting from the
regular meeting of June 23v 1958, for the purpose I of hearing an appli-
cation submitted by the Burlingame Town and Country Realty company re-
questing per°missi.on to operate a tract office in El Quanito ,acres
Subdivision; also, to continue a public hearing on an application pro-
posing the reclassification of three lots located at Bellevue Avenue
and El Camino Real.
1. COANhUAICATIONS
Burlingame Town and Country Realty Company in re: Tract office,
El Quanito Acres,
A letter dated dune 3. 1958 was read from the Burlingame Torn and
Country Realty Company requesting a permit for the, maintenance of a
real estate tract office in El Quanito Acres Subdivision.
Chairman Martin recognized Mr. Eastman, representing the applicants,
who advised that there is a construction office ort, the property at
the present time, which was built by the developers, Quandt Enterprises,
Inc. The Burlingame Town and Country Realty desire to operate from
this building in their capacity as exclusive sales, agents of the lots
and homes in the tra of .
Chairman Martin questioned Mr. Eastman concerning information which
had come to the Commission that there was a sales representative on
the property at the present time, also an architect's office.
In reply, Mr. Eastman declared that he was not informed on the points
raised by the Chair and was unable to answer to the Commission.
Chairman Martin advised Mr. Eastman that the Commission was not prepared
to take action on the application until a number of questions were
resolved concerning the exact use of the buildings the, occupants, and
the length of time of the use.
The matter was continued to the meetin6 of July 28, 1958, and
Mr. Eastman was requested to convey the feelings of the Commission to
his principals
2. PUBLIC HEARINGS
RECLASSIFICATION m Lots 10, 11 and 120 Block 10, Burlingame Land Company
Subdivision from R-4 District to Cml District.
A hearing was continued from the meeting of June 23, 1958, on an appli-
cation submitted by Dorothea Cockcroft, G. W. Douglas Carver and
Marshal Ho Fishers requesting the reclassification from Fourth Resi-
dential to Retail Commercial of two lots frontiNr, on the south easterly
side of.Bellevue Avenue at El Camino Real and one adjoining lot on
El Camino Real. The reclassification was proposed to permit the parcels
to be used with contiguous properties In the commercial zone on
Chapin Avenue as the site of a super market and parking area for Mayfair
Markets, Inc.
Chairmen Martin recognized John Cockcroft, representing the applicants,
Mir. Cockcroft addressed the Commission and advised that subsequent to
the hearing at the meeting of June 23, 1958, .revisions were made in the
plans and plot lay -outs to eliminate objectionable features which mem-
bers of the Commission had found in the original proposal. hr. Cockcroft
pointed out that an additional parcel fronting on Chapin Avenue had
been included, thereby offering a greater area for the uses of the market
away from the residential zoning on Bellevue Avenue; that the truck load-
ing zone was removed from Bellevue Avenue to Chapin Avenue, and that
parking spaces were increased from 100 to 164. Mr. Cockcroft declared
that the method of processing the application whether reclassification,,
variance, or use permit was left to the discretion of the Commission,
Chairman. Martin requested comments from the Commission.,
In reply to an inquiry from Commissioner Kindig concerning the number of
parking spaces to be located on E1 Camino, Mr, Cockcrroft advised that
there would be 26 or 27.
Commissioner Henderson questioned Mrs Cockcroft concerning the fence
proposed to be constructed along the Bellevue Avenue frontage and was
advised that there would be landscaping and probably an ornamental
screen fence, depending upon the restrictions set by the Commission.
In reply to Commissioner Diederichsen concerning the location of the
building proper, Mr. Cockcroft advised that the building site had been
relocated approximately 50 feet closer to the Chapin Avenue frontage.
At the conclusion of Mr. Cockcroft°s remarks, the Chair invited pro-
ponents to speak. There were no speakers.
The Chair then called upon those in opposition.
Dr. Joseph Lorenz, property owner and resident of Burlingame, raised a
question concerning ingress and egress on Bellevue Avenue and was
advised by Chairman Martin that the plans proposed twolanes on Bellevue

Avenue, the same from Chapin Avenue and none on the El Camino frontage
Dr. Lorenz thereupon stated his objection to the proposal on the grounds
that it would establish a commercial use on Bellevue Avenue.
Cyrus McMillan, attorney identified himself as representative and spokes-
man for all of the property owners east of E1 Camino Real who were in
opposition to the application. Mr. McMullan reported that a petition in
protest, signed by 23 property owners with a 500 foot radius of the site,
had been submitted at the previous hearing. In addition, Mr. McMillan
stated, circulars were mailed to property owners in an area ranging from
1000 to 1500 feet of the site and 120 were returned all protesting the
establishment of a commercial enterprise on E1 Camino Real. (These were
submitted to the Commission and accepted for filing.) Fir. heljillan sub-
mitted a' letter signed by Burlingame merchants - 34 of these were iden-
tified as members of the Chamber of Commerce ® In opposition to commercial
use on the E1 Camino. Mr. McMillan declared that: should the proposed use
be permitted, it would be a spring board to further commercial develop-
ments thereby bringing about a drastic change in the pattern of develop-
ment which has been maintained on the 1 Camino In Burlingame. Phogo-
graphs of Bellevue Avenue were presented, also pictures of a Mayfair
Market operation in Oakland; In conclusion, Mr. McMillan requested that
the Commission protect the residential c.taracter which has existed for
many years on Bellevue Avenue.
Herbert Hymer, property owner of 1417 Bellevue Avenue stated that tt.ere
would be a serious traffic problem created on Bellevue Avenue should the
market be permitted.
C. Coolidge Kreis, representative of the Board of Directors of St. Paul°s
Episcopal Church, advised that the Church was opposed to a reclassifi-
cation of the land but was prepared to set aside objections which might
have previously existed provided that the Commission considered the use
under a variance with restrictions controlling landscaping, illuminated
advertising; signs, construction plans, Mr. Krels suggested further that
traffic control lights on Chapin Avenue and Bellevue Avenue would appear
to be required.
Reverend Foote, pastor of St. Paul's Church, in reply to an inquiry from
Commissioner Stivers concerning the change in the attitude of the Church
group, explained that the present stand was taken in an attempt to be
fair and unbiased., Reverend Foote repeated the remarks of Mr. Kreis that
the Church was definitely opposed to a rezoning.
The following; persons in attendance urged that the application be denied:
Mrs. J. H. Brace, 1415 Bellevue Avenue; Mrs. R.O. Hailso 317 Chapin Lane;
Edna Berkeley, 1437 Bellevue Avenue; M. J. Brizard, 305 Chapin Lane;
Earl Garrison, 1445 Bellevue Avenue; L. E. Preston, 1441 Bellevue Avenue.
The Chair recognized Robert Thompson, attorney, who advised that from per-
sonal experience gained in the planning of shopping centers, he was of
the opinion that the type of market proposed was an asset to a cityRs
business district and an incentive to up -grading of neighboring businesses.
In reply to a question directed to Mr, McMillan by Chairman, concerning
the objectionsof the merchants who had signed the petitions, hr. McMillan
advised they were two -fold: The proposed use would detract from the
natural beauty of E1 Camino; the properties should be developed for apart-
ment or office buildings to bring new business and shoppers to the City.

modifications or suggestions the Commission might consider necessary to
improve the site and better develop the propsrty,
Mr. Cockcroft offered the following final arguments: The properties in-
volved would be used more efficitly and to greater community advantage
If permitted to be developed as proposed - rather than as apartment
house Bites. Mr. Cockcroft declared that approximately 140 dwelling
units would be required to insure to the owners a sound economic invest-
ment. The resultant traff.ic, along with the traffic and parking from
the neighboring apartment houses, would create a far greater disturbance
in the area than the in and out traffic of shoppers and delivery trucks
from the market,, Mr. Cockcroft concluded by pointing out that the
owners would be within their legal rights to construct the market on the
Chapin Avenue properties and, with a permit from the City, use the re --
ruining land for the parking area.
Commissioner Stivers repeated his stand against ,business establishments
on E1 Camino Commissioner Sorberg concurred and commented further
that the City does not require additional super-inarkets but apartment
buildings in locations convenient to the central business district to
bring shoppers and revenue to the local merchantS. Commissioner
Diederichsen stated his opposition to any further supermarkets located
on E1 Camino
After some further discussion a motion was introduced by Commissioner
Stivers that the Commission recommence to the City Council that the
application proposing the rezoning of Lots 10, 11 and 12, Block 10,
Burlingame Land Company Subdivision be denied. Motion seconded by
Commissioner Diederichsen and carried on the following roll call vote:
Ayes: Commissioners: Df ederichsen Kindig, Aorberg, Stivers
Noes: Commissioners: Finger Henderson Martin
Absent Commissioners: gone
Chairman Martin advised the applicants that the Commission action recom-
mending denial of the reclassification would be :Forwarded to the City
Council..

STUDY MEETING
The study meeting was called to order at 10:05 p.m." - Chairman Martin
presiding,
Chairman Martin advised that members of the Millbrae Planning Commission
had requested to meet with the Burlingame Planning Commission for pur-
poses of discussing mutual problems relating to East Milisdale Industrial

Chambers was selected as the time and place. The Planning Consultant
was requested to so advise the Millbrae Commission,,
PROTEST IN RE: Medical -Dental Building w Primrose Road and Douglas Avent
Boris Urusoffa property owner, residing at 1138 Douglas Avenue appeared
to discuss with the Commission an alleged violation of a variance permit
granted Dr. John day under date of February 24, 1958, for construction
of a medical building at Douglas Avenue and Priturose Road.
Mr. Urusoff mainta?ne:d that under the provisions of the variance there
was to be a 10 foc-: setback maintained between the construction and
his property line. Mr. Urusuff stated that the work has been started
and®from all indic,tions, the building; is located within 5 feet of his
property,
In reply to a requt st from Mr. Urusuff, a letter dated July 14, 1958n

Dr. John Ray was 1i attendance and advised that all of the preliminary
drawings and eleva-ions were based upon lot measurements and property
lines which were ci. record in the City°s files. Subsequent to the time
that the variance ias granted, a property survey made by Wilsey and Ham„
engineers, disclosed that the lot was not as represented on the City's
maps. There was lies land area which required ,;hanger to be made in
the construction pans. Dr. Ray stated that the building will be

In reply to ChairulLn MFrtin, City Engineer Harr stated that the original
maps which were r€oorded on the property were not mathematically correct
The preliminary plans ad drawings which were submitted with the ap-
plication and the official Commission minutes recorded at the time of thi
public hearing we:e reviewed. It was the determination of the Commissioi

property,was not discussed at the hearing.

2. SPECIAL PERMIT Patrick J. Mullins - Golf Driving; Ra.r►g0o
An application,, submitted by Patrick J. Mullins,, 1256 Drake Avenue, re-
quested permission to operate a Golf Driving Range on land adjacent to
the Burlingame City Damp,
Mr. Mullins was o-n attendance and advised that he has made arraMSements
to lease a portion of the Burlingame Share Lazed Company property, Cer-
tain improvements will be mad- which will put the site in condition to
be ;used as a golf dri vi.ng .range,
Mr. Alex Smith; representative of the Burl.inga€ a Shore hand Company,
was in attendance acid confirmed Mr. Mullins' remarks concerning the
property lease,
In reply to the Chair, Planning Consultan'c Mann pointed out there were
some problems in connection with the operati.oa: to Will off-street
parking be provided; 2. What arrangements will be made for lighting;
3. Will sanitary facilities be installed.
The application was scheduled for hearing on July 28, 19580 at which
time Mr. Mullins was requested to submit -a further drawing of the
property and additional details concerning parking, fill, type of build

requested permission to improve a vacant parcel, located at 10 park Road,

4. `IARIAACE a Burlingame Motor Company: New and used car recondi l oning.
A variance application was submitted by Burlingame Motor Company r-cq-._iest-
ing permission to use the rear portion. of a building located at
27` Avenue for reconditioning of new and used cars.
Jerry Bromberg, preal ,crt Burlingame Motors, was in a ttendanee and advise
,4h�Et his company has executed a lease on the building to be used for
car sales and servicing. A paint booth will be constructed and all of the
servicing operations will be confined to the rear of the property. New
and used car sales will be conducted on the front portion. Mr. Bromberg
pointed out that this is the same use which had been conducted on the
property for many years. by previous occupants
The hearing was scheduled for July 28, 1958.
ADJOURNMENT There being no further matters for discussion, the meeting
