A regular meeting of the Burlingarra City Planning Commission was held
on the above date. Ynoting called to order at B:00 P.M,,, Chairrxai

A hearing, continuted froin the special meeting of September B, 1958,
was held on the request of Patrick J. Mullins, 1256 Drake Avenue,
Burlingame, for a special permit to operate a Golf Driving Range on
property ov.-.med by the ai)xlingawe Shore Land Company, adjacent to the
Burlingame City Dump.
Mr. Mullins, in attendance, advised that a nuniber of changea had 1been
made in the lay -out of the driving range, to rfzet he requirements of
the Califor-inia Highway Depa.-tfmnt. A revised drawing -v-vas submitted
to the Conmission.
Mr. lilullins stated: that a woven stucco--.refence, 4-5 1"eet in heig'nt

The City E'nginee:.4 advised that plans for sevier and water connections
and the drainage had not vet been submitted to his office for ver-3 fi-
ca.ti on.
There vms some discussion concerning position of hood lights, sanitary
facilities and park-ing, at the conclusion of which a motion was intro-
duced by Commissioner Diederichsen that the special permit be granted
subject to the following: (a) Ingress and egress, lighting and layout
to be as indicated on the revised plot plan submitted under date of
9/22/55; (b) Fencing as indicated on said plot plan and supported by
50 Foot poles of single pole construction (e) Toilet Facilities in-
stalled; (d.) Water, and sewer connections and drainage system to meet
the requirements of the Cityas Engineering Departmey t; (a) Parlldn ;
area to accommodate a minimum of 41. cars; ( ) El.ectrical conduits to
be located widexrgeroum d4,
Motion as above* stated, seconded. by CamumissLoner Horberg and car:=a.ed
unanimously on roll call of members present.
Chairman Martin advised. the applicant that the pe nilt tf�As granted

and Cre s cent Air enue .
A letter dated September 45F 1955 from Harry E. and Ann C. Hormi.ng,
owners of property located at 1533 Howard A.sen.ue, advised that the
petitioners were desirous of obtaining ar? R-2 zoning (second ros -
dentia.l) rather than the H-4 originally i eq:xested.

The folloi,&rZ comments were rinde in opposition: R. V. OhIlson, 1626
Howard Avenue, expressed the opinion that there ware '7,.reas throughout
the City more appropriate to multiple family use than any portio-n of
the Burlinga=- Fark distr-ict. Mr. OhI son declared t).-lat zoning vio-
lations would not be, controlled by reclassl fi cation and urged that the
application be denied.
Miss Catherine Lawlor, 1525 Howard Avonue, protested that the area
did not warrant a. change fxnoinia its single far-olly zoning.
Chairman Martin invited comments from members of the Commi-soic-n-
Comir.issioner Kindig expressed the opinion that thE)re ware ol';be,Z- dis-
tricts within the City - In addition to that under d1scussion - where
a change in zoning might be war-eanted and recommended a thorough study
of the City's zoning pattern, prior to any action 'by the Commission.
Commissioner Henderson reported that he had parso:aally surve-yed the
properties on Howard Avenue as well as those adjolnfng, and it zould.

1. City Council in re: Purchase of city ropert2, by Person & Wik
A letter dated September 5g 1958, was ream from the City Clerk adv.-1-a-
ing that the firm of Person & i"Uk, Inc., desires to purchase a stx: ip
of land at the corner of Broadway and. the Psayshore Service Road, pre-
sently owned by the City. The City Coaancal requested a reco-ii Qen.dai;ion
from the Planning Co=dssion.
A leis ver written under date of July 30, 1958, was read from. Person &
Wik advising that said strip could be used 6o advaa to.Ee in developing
their property.
A plot plan submitted to the Commissl on described the area.
In reply to the Commission, the City Mnginee-, advised that then City
was not considering i.raprovenients at; the loc.at? on at- the present
however, a strip at least 1.0 feet wide From tha cure facing should be
retained for possible future use. Mr. 1 rp stated that there ,as a
drainage problem in the area which should be resolved.
The Planning Consultant reported that he 'land visited the ' ocation. a-ac
studied the traffic problems and in his opinion the City woudd not �h

Chairman Martin expressed the opinion that, tnere would be a need for

wishes to subdivide. It would not, be possible to develop the pro-
perty which lies w thJn the City of Burlingame.
A motion was introduced by C.cim issioner Henderson, seconded by
Commissioner Norberg that the Commiss'lon r000mmend to the City Coun-
cil approval of the petition for annexation. Motion carried unani-
mously.
UNFINISH&D BUSIMESS
1. Capp tal T ro�;e� �uc��;oc a Ira reply to an inquiry from Chair�-
man martin, the Planning Consultant agreed to extend an invitation
to the City Manager to attand the study rwating of the Commission on
Tuesday. October 14th, for an informal review of the Capital Improve-
ment Program.
