I. -and Company Subdivision, was submitted to the Commission for formal
consideration by Cyrus do heMIllan, attorney,, representing the owners:,
The Kingsway Corporation and Mr,, Go Douglas Carver. The resubdivision
proposed to chan6e existing log; lines of the above -mentioned properties
by combining portions of Lots 10 and 12 with a portion of Lot 8 to es -
tablish Parcel "A19 and provide a site for construction of an office
building and off-street parking area, The remaining portions of lots
to be divided into Parcels "Bt° and "CR J each fronting on Chapin Avenue,
and Parcel t0171 fronting on El Camino Deal
Mr. McMillan spoke in behalf of the applicants and pointed out that the
resubdivision will affect the land classification on part of the
property, removing the rear portions of Lots 10 and 12 - which will be
improved for parking and part of the building - from residential to
commercial use
In commenting on Mr. McMillan's remarks, Commissioner Henderson
questioned the advisability of transferring residential property to
commercial use by means of a resubdivision action.

Chairman Martin refereed to a special permit, granted by the Planning

mission and those in the audience who were interested, that Pla w_i%

Mr. Mann &,Avisea tha? at the; time the application was bafore the CJ.ty
Council for final determination there were .a number of points discussed
which were not a part of the original applicalLioa to the Planairag Com-
mission. mission. The plans which were submitted to and approved by the Com-
mission were subsequently found to be incorrect as to property boun-
daries. The fence proposed along the westerly property Line was lo-
cated within a transmission line right-of-way owned by the Pacific
Gas & Electric Company and in violation of their restrictions on struc-
tures permitted therein. In addition to this, the applicant indicated
that he would be agreeable to planting trees along; the easterly boun-
dary, if the City so desired.
Mr. Mann stated that the City Council heard a number of arguments I
favor of and opposed to the development and were unanimously abreed
that conditions of the use were sufficiently changed to require fur•-
tt�er study by the Commission.
Chairman Martin referred to the minutes of the Plannin6 Commission
meeting of September 22„ 1958, and noted that the terms of the permit
were predicated upon a plot plan submitted by Fir., Mullins and accepted
by the Commission on that date
Chairman Martin recognized Robert Thompson, attorney, representing
Nero Mullins, -rho advised that the plans had been revised to site. the
west fence away from the high-tension wires,,, thus increasing the
distance between the fence and the travel lanes of the Freeway and

Mr. Thompson referred to the previous remarks concerning eventual par:4:
and recreation developments and maintained that the golf" driving range
was a consistent use as opposed to certain industrial uses which the
ordinance would permit in the area.
Pictures of a driving range located in San Carlos were submitted to
the Commission by hr. Arnold, also a small model to show the height of
the fence-, along the, freeway side of the property, in relation to an
automobile.
In reply to questions from Chairman Martin, fir, Arnold aridFair, Brown
agreed trzat the objections of their respective Commissions were from
the standpoint of aesthetics and directed against the height of the
fence
Planning Consultant Mann advised that he had spent some tjme observ-
ing the flight of golf balls 1n an effort to reach a conclusion which
would be of value in determining the height of the fence and suet-
mitted the information to the Commission.
Mr. Mann stated that since the time the application was heard by the
City Council two matters were brought to his attention by individual
members of the Council.
Piro Mullins had discussed with the Park and Recreation
Commissions the possibility of leasing two acres of

th.e adjoining city owned land but the offer was ae ver
formally submitted to the Council
Chairman Martin commented that he personally was very much intera8ted.
In the future development of the park and recreation facilities sug-
gested by members of these commissions and, In his opinion. the use
proposed by lira hullins would have the affect, of saving the land for
the city. Chairma,_,n martin suggested that Mr. Mullins endeavor to
lease the two acre parcel from the city fox, a period to run concur-
rently wf r h his lease on the Burlingame S' ore Land Company p-: opemy,
Mrs 11ann advised that another point- mentioned by a member of the
City Council was that Mrs Mullins agree to a sip, months cancellation
clause in the event the lend should be: purchased by the city.
.After considerable discussion,, the mr`a'tte. was continued to an ad-
journed meeting to precede the study meeting on January 12, 1959,
cat which time final determinatyon would be made concerning fence
heights, lighting and landscaping.
2. PILL CONTROL PROPOSED FOR TIDELAND PROPERTIES
A communication from the City Manager dated December 19, 1958, request-
ing the Planning; Commission to study ,Ajays and means of regulating
dumping and filling operations on privately owned properties along the
Bay front was read and referred for consideration at a. future stud*
meeting,
3. POLICY ESTABLIShED RE Z014LIG AAD BUILDLiG ORDLiANCES>
Planning; Consultant Flann- stated that the City Council has adopted the
report prepared by Colonel Rooth proposing a series of recommenda-
tions to control zoning and building violations. The: Planning Com-,
mission has been charged with the responsibility of revising the 1951
Pacific Coast Uniform Buildtg Code, as far as the Code applies to the
City of Burlingame,, and instructed to study the possibilities of ex-
panding multiple family zonings within the City.
The Planning Consultant expressed the opinion that these matters akould
be considered at special study meetings and offered the suggestion
that preliminary study worst be accomplished on a committee basis where
designated members of the Planning; Commission would meet with repre-
sentatives of the City departments and local building organizations.
Commissioners indicating approval of the suggestion, Chairman Martin
stated that appointments of committee representation from the Planning
Commission would be postponed temporarily to permit interested mem-
bers an opportunity to volunteers
