Meeting called to order at 8:00 p.m.; Chairman Martin presiding.
FOR STUDY
to RESUBDIVISIOA - Lands of Atlantic Life Insurance Company.
An application for a resubdivision of the lands of the Atlantic. Life In-
surance Company was submitted for Commission study. Mr, E. J. Viner,
Trousdale Construction Company, representing the applicants, advised that
the resubdivision proposes to establish two separate parcels (Parcel "A"
and Parcel "B" ) in what is now the unk'recorded acreage in the Mills Estate
Subdivision,
Mr. Viner stated that Parcel "B", consisting of approximately 4 acres,
Is to be sold to the Peninsula Temple Sholom, presently located in San
Mateo. The remaining acreage, designated as Parcel "A". will eventually
be developed as the next,subdivision.within the Mills Estate.
A letter dated December 7, 1957, was read from the Trousdale Construction
Company advising that in accordance with the terms of the Agreement of
Sale executed between the Atlantic Life Insurance Company and the
Peninsula Temple Sholom, the seller has agreed to construction of all im-
provements in the proposed streets which will bound the southeast and
westerly sides of the site, presently designated as Parcel "B".
Mr. Fields, representative of the Peninsula Temple group, addressed Qom@
missioners and advised that the 4 acre site is being purchased with the
understanding that a temple will be erected thereon. In the event that
the church use is not approved, there is provision in the purchase agree-
ment that ti6 seller has the option to repurchase the land
Considerable discussion followed during which hembers impressed upon
Mr, Fields and his 0011ea6-ues that approval of the resubdivision appli-
cation does not convey approval to the proposed use of the land,
A separate and complete application must be submitted concerning the use,
Mr. Leonard Michaels, architect, advised that the great amount of detail
work in preparing his plans, as well as problems concerning lack of suf-
ficient water supply to the site necessitated a delay in presenting the
use permit applicat_

tion comes before the ComL,,_ ssion the matter of the street improvements
be made a part of said permit;
After some further discussion, the resubdivision application was
scheduled for public hearing at the w_xXt regazlar meeting of the Commission
to be held December 23, 1957r
The following matters were brought to the attention of the Commission by
the Planning Consultant:
1. Referring to a variance which the Commission granted to hr. Morton
Rude concerning a proposed apartment building at Trousdale Drive and
Marco Polo Way, Mr. Mann advised that the construction plans were re-
vised eliminating the necessity for the variance. The building; is being
constructed in conformance with City codes and not variance.
2. Referring to the development of R-3 vees in an area presently zoned
C-3 in the hills Estate Subdivision, Mr. Mann suggested, to prevent
future difficulties, that the Commission initiate proceedings to rezone
from C-3 District (Professional Business) to R-3 District (Third Resi-
detial) the following properties: Lots 1 to 15, Block 10, Mills Estate
Subdivision No. 3,
3. Zoning ordinance - Section 1957 - "Setbacks on Bayshore Highway
Commissioners were requested to give some thought to the matter of amend-
ing this section, taking into consideration that the section was originally
written into the Code prior to the existence of the Bayshore Freeways
4, Ten foot setback - Rollins Road. biro Mann requested that considera-
tion be given to the matter of establishing a ten foot setback line in
the industrial area along Rollins Road, from the north side of Marsten
Road to Mills Creek.
Chairman Martin recognized City Manager Schwalm, in attendance, who dis-
cussed with members the advisability of establishing a program of capital
Improvement projects. Members expressed willingness to cooperate and
agreed to devote time to the problem at a study meeting within the near
future.
