Meeting called to order at 9130 p.m.; Chairman Martin presiding.
The Chair presented Councilman Johnson, who with Councilman Thayer,
is newly appointed representative from the Council to the Planning
Commission.
1. EL WANITO ACRES - FRED A. QUANDT Development in Burlingame Hills.
In response to the Chair, the Planning Consultant stated that past dis-
cussions had tentatively clarified certain variances from the Subdivis-
ion Ordinance requested by the developer, as to the length of the cul-
de-sac, elimination of sidewalks, and street width. The placement of
utility poles must be determined before Mr. Quandt can present a tent-
ative map and proceed with application to the City Council for annexation.
Mr. Lee Ham submitted plans and costs of three alternate utility service
patterns:
1. Poles in the street right of way.
2. Poles in the rear of the lots.
3. Utility services underground.
Commissioners concurred that plan No. 2 dhould be eliminated and either
plan No. 1 or No. 3 would be satisfactory.
Mr. Quandt and Mr. Ham advised that the projeat could not bear the cost
of plan No. 3 and requested approval of the poles in the street right
of way.
In response to the Chair's invitation, Mr. 0. A. Rieman, 2705 Summit
Drive, expressed strong oppositi6n to the installation of utility poles
above ground.
In.further discussion, the Commissioners agreed to accept a tentative
map at the next regular meeting, incorporating the variances as -.request-
ed with the utility poles placed in the street right of way.
2. VARIANCE - Russell Realty Company, 1465.Burlingame Avenue, to
establish private parking lot at S.W. corner of
Burlingame Avenue and El Camino Rea - Zone
The Planning Consultant reported that the parking facilities would be
primarily for the Realty Company and its clients, with some rental
spaces available to neighboring merchants. Ingress and egress would be
on Burlingame Avenue.

In response to the Chair, Mr. Russell stated that he would plant an
8 foot shrubbery along the frontage on E1 Camino Real and also request-
ed permission to install an identification sign.
The Commission agreed to set a public hearing for the next regular
meeting and to inspect the site.
3. VARIANCE - Norma-E. Moore, 1408 Edgehill Drive, to operate a school
for tutoring purposes at 1505 Howard Avenue - Zone R3.
The Planning Consultant stated that the use requested is R4 in an R3
zone.
Mrs. Moore advised that at her present location, 909 Capuchino Avenue,
her enrollment is 35 students. The maximum at the new location would
be 50 - from the third grade to the ninth grade. Classes are held Mon-
day through Friday, between 9:00 a. m. and 2:00 p.m., and the children
are presently transported in school equipment. In the coming year, a
commercial bus line may be employed for this service, eliminating park-
ing problems.
The Commission agreed to conduct a public hearing at the next regular
meeting and to inspect the property.
4. RESUBDIVISION - Land of Tom Chapman, 10 Hillside Circle.
Mr. Chapman presented a map of his property and advised he is consider-
ing the possibility of resubdividing into three lots, also converting
two small existing structures into larger residences.
The Planning Consultant reported that the parcel is presently in the
County and Mr. Chapman must apply for annexation.
Commissioners concurred that the request appeared feasible and agreed
to inspect the location before the formal application was presented.
5. APARTMENT HOUSE - Northwest corner of Chapin Avenue and El Camino
Real.
Mr. Richards discussed informally with the Commissioners the possibility
of erecting a deluxe apartment building at the above site. The corner
lot, with a frontage of 150 feet on El Camino Real, is now zoned R4.
However, Mr. Richards stated the parcel is only 50 feet deep and he
would plan to utilize the adjoining two lots on Chapin Avenue making a
parcel 150 x 150 feet. It would be necessary to extend the R-3 zoning
to the two lots on Chapin Avenue.
There being no further matters for discussion, meeting regularly ad-
journed at 11:40 p.m.

Meeting called to order at 8:00 P.M.; Chairman Martin presiding.
The Chair announced that the first order of business was postponed
from the regular meeting of April 23, 1956:
1. Special Permit requested by C. L, Figari, 151 St. Charles Avenue,
San Francisco to erect a second unit on the property at 2007—
Clarice Lane, Mills Estate Zone R-1 f or use as a Hobby oom and
electrical train layout.
Mr. Figari submitted to the Commission the architect's sketch of the
structure revised to a 700 square feet coverage and situated 8 feet
from the rear fence.
In answer to questions from the floor, Mr, Figari advised that the
electrical equipment used would not interfere with radio or television.
Commissioner Stivers stated he could see no objection to the proposal
and moved that the Special Permit be recommended to the City Council,
seconded by Commissioner Diederichsen.
On the question, Commissioner Henderson objected to action on the
Permit until final plans were available fro Commission approval.
In response to the Chair, Mr. Figari advised he required a ceiling
height of at least 716" or 81 (foot). He stated the roof would be
constructed of whatever material would be least objectionable to the
neighboring property owners. He had planned a shingle roof with a
pitch of 4-1/2" to the foot.
Commissioner Henderson thereupon moved that the motion before the
Commission be amended to include the stipulations of heigZt 716" and
shingle roof pitched 4-1/2" to the foot.
Amendment lost for lack of a second.
Roll call on motion to recommend approval on the application:
AYES: COMMISSIONERS - Stivers, Diederichsen
NOES: COMMISSIONERS - Kindig, Henderson, Martin

Moved by Commissioner Henderson that the application be postponed to
the regular meeting of May 28 when completed plans shall be submitted
for Commission approval, seconded by Commissioner Kindig and unanimous-
ly carried.
The Chair announced that this was the time set for certain public hear-
ings, notice having been published as required.
HEARINGS:
1. RESUBDIVISION - Portion of Lands of R. F. Etienne Properties, Inc.
(postponed from Regular Meeting, April 23, 1956)
The map of the Resubdivision on a parcel of land bounded on the north by
lands of the City of Burlingame, on the south by lands of Roberts or
others, on the east by Marston Road and on the west by Rollins Road, was
presented to the Commission.
The City Engineer stated that the map had been approved by his office.
The improvements have been completed and the property is now being
filled.
Commissioner Henderson thereupon moved that the resubdivision as sub-
mitted be approved, seconded by Commissioner Diederichsen and unan-
imously approved on roll call.
2. RESUBDIVISION - Acreage in Easton Industrial - portion of lands
of B. I. and Teresa Bearint.
The map of the Resubdivision was presented to the Commission.
Dr. Bearint stated that the Resubdivision was requested for sale pur-
poses.
In response to the Chair, the Planning Consultant stated that the Resub-
division is proper.
Commissioner Diederichsen thereafter moved that the application as sub-
mitted be approved, seconded by Commissioner Stivers and carried unan-
imously on roll call,
3. RESUBDIVISION - Parcels B&CL Block 8 Mills Estate No. 3; requested
by owners J. B. Oswald, et al.
The map of the Resubdivision was presented to the Commission and Mr.
Oswald advised that the request is for sale purposes.
The Planning Consultant advised the Commissioners that the resubdiv-
ision was proper, and it was thereafter moved by Commissioner Kindig
that the resubdivision be approved as submitted, seconded by Commissioner
Diederichsen and unanimously approved on roll call.
RECESS': Moved by Commissioner Henderson that a ten minute recess be
dedlared, seconded by Commissioner Diederichsen and unanimous-
ly carried.

RECONVENE: The meeting was reconvened at 9:20 P.M.
Commissioner Stivers paid tribute to recently retired Planning Com-
missioner James Mitchell and moved that a letter be sent to Mr. Mitchell
expressing the appreciation of the Commission for his many years of
service to the City, seconded by Commissioner Diederichsen and unan-
imously carried.
The Chair appointed Commissioners Diederichsen and Henderson as a
Committee with the Planning Consultant to study the Commission budget
for 1956-57 and requested a report at the next regular meeting.
The Chair expressed the appreciation of the Commission to former
Chairman Roy Henderson and Secretary W. H. Diederichsen.
There being no further business, the meeting was regularly adjourned
at 9:30 P.M.
