Meeting called to order at 8:25 P.M.; Chairman Martin presiding.
Commissioner Diederichsen was excused due to a previous co:mni.ttment.
Minutes of the regular meeting of June 25, 1956, approved as written; minutes of
the study meeting of July 9, 1956, corrected under "Final Map - Burlway Industrial
Park", second paragraph, to show "Planning Consultant suggested that any poles set
in the rear of the lots would serve surrounding properties when developed" and
approved as corrected.
PETITIONS
1. RESUBDIVISION - Tentative Map, Block 27, Mills Estate Subdivision No. 5.
Lee Ham, Engineer, presented the map and explained that the nature of the terrain
prevents development of this portion as originally planned. It is now proposed to
revert Block 27 to acreage and proceed with the work beyond this point.
City Attorney Karmel stated that the resubdivision as presented is proper but the
developers are still obligated to complete the work in the remaining portion in
accordance with the "Agreement for the Improvement of Mills Estate No. 5".
There being no objections presented, Commissioner Henderson moved to recommend
to the City Council acceptance of the Tentative Map "Resubdivision of Block 27,
Mills Estate No. 5" without prejudice to any rights of the City under the "Agree-
ment Accepting Mills Estate No. 5", seconded by Commissioner Kindig and unan-
imously carried on roll call of members present.
2. TENTATIVE MAP - A Revision of a Portion of Tentative Map No. 5 Mills Estate,
Covering All of the Undeveloped Area of Mills Estate,
Westerly from Mills Estate SubdivisionsNo. 5 and No. 7 to
the Skyline Boulevard, Including a Portion of Mills Estate
Subdivision No. 5.
Lee Ham, Engineer, presented the map and advised that the revised plan is necessary
to overcome construction difficulties presented by the rocky terrain and to permit
the deed. opment to progress to the Skyline Boulevard. Mr. Ham stated further that
the changes. requested by the Commission in the street lay -outs to eliminate the
steep grades and afford easier circulation of traffic have been made, also pro-
visions made for a ten foot walk way into the Park area. It was further determined
that all conditions with reference to the Park site and the firehouse site or fire
road were the same as originally promised by the Trousdale Construction Company.
In response to Commissioner Norberg, it was agreed that provision should be made
for an approach to the Park from the south.
Members thoroughly reviewed the Map and there being no objections presented, Com-
missioner Kindig moved to recommend to the City Council acceptance of the Tentative
Map "A Revision of a Portion of Tentative Map No. 5, Mills Estate", subject to the
following:
1. An offer by the owners of a fire road or alternatively a firehouse site
together with a park site of 4.2 acres MoL, which offers are the sub-
jects of letters of the Trousdale Construction Company, on file, dated
March 7 and March 14, 1955;
2. Two pedestrian walk ways at the Park site, one between Lots 6 and 7 and
one between Lots 23 and 24, Block 43;
all without prejudice to any rights of the City under the "Agreement Accepting
Mills Estate No. 5.,' seconded by Commissioner Henderson and unanimously carried on
roll call of members present.
3. FINAL MAP - Burlway Industrial Park - A Proposed Subdivision of an Eight Acre
Parcel of Lowrie Paving Company, Inc., Lying Between the Bayshore
Freeway and the Old Bayshore Highway.
City Engineer Marr stated that the map had been verified by his office and included
the provision of the approved Tentative Map relative to the fifteen foot front set-
back for buildings, as previously stipulated by the Commission.
There being no objections presented, Commissioner Stivers moved that the Final Map
"Burlway Industrial Park" be recommended to the City Council for approval, seconded
by Commissioner Norberg and unanimously carried on roll call of members gxesent.
4. RESUBDIVISION - Tentative Map, Block 1, Lots 2,394 - Mills Estate No. 1.
Mr. Lee Ham, Engineer, presented the map and explained that the block had originally
been divided into three large parcels. The proposal now is to make the property
attractive to smaller merchants by establishing ten lots with 100 foot or better
frontage and two lots with 50 foot frontage, all on E1 Camino Real.
Planning Consultant Mann advised that the proposal covers less than a five lot parcel
but the Subdivision Ordinance applies. Construction of additional sewers within the
property lines requires the supervision of the City Engineer and it will be neces-
sary for the owners to dedicate to the City the area to carry the sewer line.
Mr. Ham stated further that plans have been discussed for the provision of a private
easement along the back of the properties to serve delivery trucks. Members
further reviewed the map and there being no objections presented, Commissioner Hen-
derson moved to recommend to the City Council approval of the Tentative Map
"Resubdivision of Block 1, Lots 2,3,4, Mills Estate No. 1", seconded by Commissioner
Norberg and unanimously carried on roll call of members present,
COMMUNICATIONS
1. Park Commission re: Landscaping Program
A communication dated July 16, 1956, from the Park Commission requesting copies of
all maps and plans affecting landscaping or tree planting within the City was
referred to Planning Consultant Mann for reply.
2. Park Commission re: Landscaping In Industrial Areas
A communication dated July 16, 1956, from the Park Commission opposing street paving
in Industrial areas which prevents landscaping, also objecting specifically to the
paving of the 4-1/2 foot strip between sidewalk and property line at the Rude
Building, 1862-1864 Rollins Road, was referred to the Planning Consultant for acknowl-
edgment.
Members further concurred that Coldwell Banker Company, real estate agents for the
area, be requested to advise future tenants of the City's agreement with the sub-
divider providing for street tree planting and suggested to City Engineer Marr that
the matter be brought to the attention of the owners of the Rude property.
3. City of Chico re: Offstreet Parking Requirements
A communication dated July 12, 1956, from the City of Chico Planning Commission re-
questing information on parking requirements specified in the zoning ordinance of
the City of Burlingame was referred to the Planning Consultant for reply.
4. City of Mountain View re: Civic Center
A questionaire from the City of Mountain View Planning Director with reference to
Civic Center lay -outs and library sites was referred to the Planning Consultant for
reply.
The Planning Consultant advised the Commissioners that Fire Inspector Howard Pearson
in a verbal report on an inspection and fire drill conducted at the 3-R Sumner
School, E1 Camino Real and Palm Drife, as stipulated by the Commission in granting
the Variance for the School, declared the operation complied with the safety re-
quirements of the Fire Department.
There being no further business, the meeting was regularly adjourned at 9:50 P.M.
