Consult. Mann Martin Norberg D1r.Pub.Wrks. Marr Stivers Councilman Thayer Meeting called to order at 8:10 P.M.; Chairman Martin presiding. FOR STUDY 1. RESUBDIVISION OF PARCEL "B", BIDCK 7, MILLS ESTATE NO. 3 Mr. Jack Doney of Wilsey & Ham presented the map and explained that the proposal was to establish parcel "d" of one acre MoL at the corngr of Ogden Drive and Trousdale Drive. Commissioners reviewed the plan and finding it satisfactory agreed to set a public hearing for the August 27 regular meeting. 2. FINAL MAP - MILLS ESTATE NO. 9 The Planning Consultant advised the Commissioners that Mills Estate No. 9 lies westerly from Mills Estate No. 7 and includes the area of Mills Estate No. 5 re- cently resubdivided as well as two additional blocks. In response to the Chair, City Attcr ney Karmel stated that the Commission may act on the map as presented. All problems relative to Vacation of Streets and Abandon- ment of Easements, where Mills Estate No. 5 conflicts with No. 9 must be resolved when the map is presented to the City Council. The City Engineer was requested to verify the map before the August 27 regular meet- ing. 3. VARIANCE - Alfred and Leonard Moskovitz dba Burlingame Investment Company to operate Real Estate Investment Offices at 1321 Bayswater Avenue, westerly portion of Lots 5A and 5B, Block #3, Town of Burlingame, Zone R-3. Mr. Dudley of Ross Properties addressed the Commission in behalf of the applicants and presented plans showing the alterations proposed for the building if the re- quest is approved. He stated parking facilities would be provided in the back of the property. It was determined that of the six lots on this street, -three are now zoned commercial and Members agreed to set the public hearing for the August 27 regular meeting. 4. VARIANCE - Robert Pringle as Pringle Construction Company to permit less than the required number of garages and/or carports for a 31 unit apartment house. Mr. Pringle advised the Commission that construction will start soon on a 31 unit apartment house on Lots 2 and 3, Block 10, Mills Estate No. 3, to house nurses of the Peninsula Hospital staff. A survey conducted among the nurses had disclosed automobile owners to be in the minority, consequently, although the space is avail- able for the additional carports, the builders felt eleven carports and ten ad- ditional parking spaces to be ample. Planning Consultant Mann reminded the Commissioners that the Ordinance specifies a carport or garage for each unit. Following a thorough discussion, Members agreed to set a public hearing for the August 27 meeting and, if the application is ap- proved, a time limit might be set to permit the Commission to determine at a later date whether additional carports should be provided. 5. PARKING LOT DESIGN - BLOCK 8, MILLS ESTATE NO. 3 Robert V. McAni.nch and James B. Oswald presented the plan of the proposed parking area, designed to accommodate approximately 360 cars, for the shopping center now under construction at the above location. After considerable discussion relative to the proposed elimination of sidewalks at the area along the El Camino Service Road and to the layout of the parking lanes, Commissioners agreed to take action at the August 27 meeting. It was further sug- gested that the comments of the Police Department be solicited. 6. SUGGESTED NAME FOR DIVIDING STREET BETWEEN BURLINGAME AND MILLBRAE - MILLS ESTATE The Planning Consultant was requested to suggest the name Sierra to the Millbrae Planning Commission as the first preference of this Commission with Mariposa as a second choice. 7. REAL ESTATE BILLBOARDS The Planning Consultant presented a proposed amendment to Section 1854, Sign Ordinance, altering size limitations on real estate advertising signs. The amendment would provide for a maximum of 36 square feet on such signs in C1, C2, and C3 districts as well as M1 districts. Commissioners concurred that this size would not be satis- factory in the "C" districts and requested Mr. Mann to present a revised amendment providing sWate limitations in the "C" districts. 8. MARCO POLO WAY THROUGH STREET Mr. Robert Pringle requested the Commission to give consideration to the establish- ment of Marco Polo Way as a through street and Members agreed to conduct a hearing at the meeting of August 27, 1956.
