A roll call was made of the members present.
A special meeting was called to order at 9:05 P.M. by Chairman
Henderson by the consent of all answering roll call.
1. The Map of the Millsdale Industrial Park No. 3 was
considered for adoption.
Commissioner Simonds moved that the Map be approved as
presented, seconded by Commissioner Martin and unanimously
carried.
There being no more business for discussion, the meeting was
adjourned at 9:15 P.M.

The meeting was called to order at 7:45 P.M. by Chairman Henderson.
In the absence of Commissioner Diedericksen, Chairman Henderson
appointed Commissioner Stivers acting Secretary.
1. Mr. Elmer Skinner, who at the regular meeting of the Commission
on February 28, 1955 applied for reclassification of property
known as 1204 El Camino Real (lot 2, Block 17, Burlingame Grove
subdivision) from R-3 to C-1, further addressed the Commission.
Mr. Skinner again contended that the property had been under a
commercial classification since time of initial construction and
added that it was the only business rezoned to R-3 when the
overall zoning plan was instigated some 12 or 14 months ago,
which he feels is discriminatory.
Mr. Skinner further presented a set of plans of the remodeling
and a picture showing the signs to be used.
Commissioner Martin suggested that the signs be modified in size
and Mr. Skinner agreed that they should be in proportion to
the size of the front of the building.
Chairman Henderson upon inquiry was advised by Mr. Skinner that
the structural changes within the building would be few, that
the remodeling would be more or less restricted to the front
of the building.
It was agreed by the Commission that this matter be held for
action at its next regular meeting on March 28, 1955.

2. Chairman•Henderson read a letter from Gates and Etienne,
Realtors, 308 El Camino Real, Burlingame, requesting an
audience to submit a proposal for a new commercial venture.
Mr. Gates was present and submitted plans and architectural
drawings for a restaurant with drive-in facilities which it
is proposed to construct on the corner of Chapin Avenue and
El Camino Real, on the north side of Chapin. Egress and
ingress would be off Chapin Avenue. On behalf of his client,
Mr. Gates wished to be assured that this type of venture
would be accepted by the Commission beforo making an extremely
heavy financial investment.
Chairman Henderson expressed the opinion that any enterprise
that would stimulate Chapin Avenue would be very welcome.
The Commission was generally agreed that the drawings revealed
probabilities of traffic problems due to the limited approach
area.
Commissioner Mitchell suggested that the Police Department be
contacted for their opinion and advice.
After a general discussion Chairman Henderson requested that a
more detailed description of the lot be provided and that
special attention be paid to the traffic situation with the
idea of remedying some of the difficulties which presented
themselves.
3. Chairman Henderson read a letter from the firm of Wilsey & Ham,
engineers for developers Atlantic Life Insurance Company and
Millwood Development Company, joint owners, requesting that
the final Map for Millsdale Industrial Park No. 3 be considered
at the Study Meeting and that A special meeting of the
Commission be called immediately following adjournment in
order to expedite the development of this industrial property.
City Engineer Marr advised that he had checked the data and
that the Map conformed with the terms of the Subdivision
Ordinance.
City Attorney Karmel advised that there were no legal
restrictions.
Chairman Henderson announced that a special meeting would be
called to discuss this matter when the Study Meeting had
adjourned.
4. Chairman Henderson read a letter from the Millbrae Chamber of
Commerce inviting members of the Burlingame Planning Commission
to attend its "Salute to Industry" No -Host luncheon honoring
firms soon to locate in the Millsdale Industrial Park, to be
held at the Carriage House Restaurant on Wednesday, March 16,
1955.

Chairman Henderson recommended that a further discussion be
planned for some time within the next month.
There being no more business for discussion, the meeting was adjourned
at 9:05 P.M.
