Meeting called to order by Chairman Henderson at 8:00 P. M.
Minutes of the regular meeting of February 28th corrected: "Commis-
sioner Martin voted NO on motion to change rules on resubdivisions
in order that Commission may act on them at study meetings."
Minutes approved as corrected.
Minutes of Special Meeting, March 15, 1955, approved.
Minutes of Study Meeting, March 15, 1955, corrected: Commissioner
Mattock expressed an objection to 'horizontal signs of exceptional
length". Minutes approved'as corrected.
FIRST ORDER OF BUSINESS:
Application of Elmer Skinner re: Rezoning Lot 2, Block 17, Burlingame
Grove.
Secretary Diederichsen read an application submitted by Elmer and
Leona R. Skinner, 220 Fell Street, San Francisco, for reclassification
of property known as 1204 E1 Camino Real, from R-3 to C-1. Present
structure - reinforced concrete building, steel truss roof. Building
is at present being fully modernized for its continued use as an auto
repair and brake and wheel specialists shop.
Secretary'Diederichsen read a letter from Four Wheel Brake Service,
submitted by Elmer and Leona R. Skinner requesting reclassification
be granted. Photographs were submitted to the Commission showing im-
provements made on the property in question.
Commissioner Stivers moved that the Commission recommend approval be
granted to the request for reclassification, seconded by Commissioner
Mitchell, and unanimously carried.
Commissioner Mitchell stated that insofar as he could determine there
was no provision in the present zoning ordinance that limited the
nature and type of business that could be conducted on E1 Camino Real.
Planning Consultant Mann stated the present ordinance provides only
the restriction that has been placed on all business in the district
in which it lies.

Chairman Henderson suggested that this matter be taken up at the next
study meeting and any other pieces of property that might be in the
same category as the property at 1204 E1 Camino Real.
SECOND ORDER OF BUSINESS:
Application of Associated Pacific Builders re; Rezoning Lot 31,
Block 6, Burlingame Grove.
Secretary Diederichsen read an application submitted by James P.
White, agent for Associated Pacific Builders, 1701 Davis Drive, Bur-
lingame, for reclassification of vacant property on the north side
of Lincoln Avenue, 138.751 east of E1 Camino Real, from R-1 to R-2.
Secretary Diederichsen read a letter from Hannah J. Dhue, expressing
approval of such reclassification.
Chairman Henderson asked for comments of those in the audience inter-
ested in the application.
Mr. James White addressed the Commission. He stated his Company would
prefer to build a Triplex instead of a Duplex originally planned on
the property. He presented a drawing of the proposed Triplex to the
Commission for its consideration, pointing out his Company felt the
Triplex would conform more easily to the 3 story apartment building
which adjoins the property in question.
Planning Consultant Mann advised that the notices which have been
sent to the affected property owners show the application for reclass-
ification as R-1 to R-2. If a Triplex is to be constructed, the re-
classification would be from R-1 to R-3 and the affected property own-
ers must be notified accordingly and the application must be resub-
mitted. Commissioner Mitchell moved that the Commission recommend
that the request for reclassification be denied, seconded by Commis-
sioner Stivers, and unanimously carried.
THIRD ORDER OF BUSINESS:
Application of James F. White and John-F. Roffinella re: Re -subdiv-
ision of Lots 8 and 24, Kenmar Terrace.
Secretary Diederichsen read a letter from Director of Public Works
Marr dated March 22, 1955, stating that the proposed resubdivision is
requested by the owners of the property and involves merely the mov-
ing of the common line between Lots 8 and 24,'in northeasterly direc-
tion. Mr. Marr advised his office has checked the proposed map and
It was found to meet the requirements of the sub -division ordinance.
Mr. Marr recommended that the Commission pass favorably on the resub-
division.
Secretary Diederichsen read the Notice of Hearing of Application for
Change of Lot Lines from the Office of the City Clerk. Commissioner
Diederichsen moved that the proposed resubdivision be approved, sec-
onded by Commissioner Mattock and unanimously carried.
NEW BUSINESS:
Chairman Henderson advised the Commission that Mrs. Charlotte Johnson,
Secretary of the Library Board, wished to address the Commission.

Mrs. Johnson presented a formal request to the Commission that it give
consideration to the matter of a library site in the Mills Park area.
Planning Consultant Mann advised Mrs. Johnson that the major difficulty
In considering a site for a library in the Mills Park area is the lack
of a suitable location. Mr. Mann suggested that perhaps an area in the
canyon could be utilized for a library.
Chairman Henderson suggested to Mrs. Johnson that she and Library Board
members attend the next Study Meeting of the Commission on April llth
at 7:30 p. m., at which time the Commission will have available the maps
of the Mills Park area for the Board's consideration.
Commissioner Simonds suggested that the President of the Library Board
and one Board member meet with Director of Public Works Marro before
the Study Meeting in order to be familiar with the canyon area.
UNFINISHED BUSINESS:
Alfred Marion re: Uhfinished structure - 1213 Mills Avenue.
At the request of the Commission, Mr. Marion was present at the meet-
ing. In response to inquiries of the Commission, Mr. Marion advised
that the structure above his garage was built for use as a rumpus room
and it would not be used as an apartment unless a change in zoning reg-
ulations permitted its use.
Commissioner Martin stated that in conformance to the Uniform Building
Code, it was beyond the jurisdiction of the Commission as long as the
structure is not occupied as an apartment.
Mr4.Marion advised the Commission that the outside of the structure
would be completed within a period of six months.
A letter dated September 5, 1951, was read from the Building Inspector
to the City Council advising that construction had been ordered stopped
because of the erection of partitions giving the appearance of living
quarters.
J. A. Branson, attorney representing Mr. Marion advised that the contro-
versy over the issue had begun at the time the Council received a let-
ter from the Building Inspector and since that time, partitions have
all been removed with the exception of one which is necessary to support
the roof. Building Inspector Watson confirmed the statement.
Commissioner Simonds called attention to a letter on file, dated Sep-
tember 18th, 1951, from the Council to Mr. Marion, requesting Mr. Marion
to state in writing that the structure would be used solely as a rumpus
room. Commissioner Simonds advised that such a reply was received un-
der date of September 27, 1951, and in his opinion it is a Council mat-
ter, rather than that of the Planning Commission.
Commissioner Martin stated that in view of this communication of the
Council to Mr. Marion, dated September 18, 1951, and Mr. Marionts reply
in a letter dated September 27th, it was his opinion that Mr. Marion
be allowed to proceed.
At the request of Chairman Henderson, Commissioner Stivers dictated
the following memo to be directed to the City Council:

"As we understand it, the City Council has referred this matter to the
Planning Commission. We have held several meetings and several hear-
ings with lengthly discussion. It now appears to our satisfaction that
the partitions 'which created the objections have been removed. We have
the assurance of the owner, Mr. Marion, that he has no intention of us-
ing the structure for an apartment, or any other presently illegal use,
until it is so zoned."
The above memo, together with the minutes of this date, pertaining to
the Al Marion unfinished structure, was directed to be presented to the
City Council.
NEW BUSINESS:
1, Planning Consultant Mann presented to the Commission for its brief
consideration and future study, a map of a proposed subdivision pres-
ently outside the limits of the City of Burlingame but which will be
annexed in connection with engineering work now going on. The area
is in the County on the west side of the Skyline Boulevard and Mr.
W. Thompson is the builder.
2-A Secretary Diederichsen read a communication from the City Clerk's
office in regard to a letter from the Northern California Outdoor Ad-
vertising Council. This letter was referred to the Planning Commis-
sion from the City Council.
2-B Secretary Diederichsen read the letter from the Northern Califor-
nia Outdoor Advertising Council dated March 17, 1955, regarding the
proposed zoning plan passed by the San Mateo County Planning Commis-
sion which would prohibit outdoor advertising on the Bayshore freeway
and on any highway designated as a future free14ay in the unlandscaped
sections which are zoned for manufacturing and commercial purposes.
Planning Consultant Mann stated the letter refers to laws that affect
the portion of the Bayshore Freeway that is outside the boundaries of
Burlingame. At the present time.. Section 1933 of the Zoning Ordinance
prohibits billboards in the M-1 districts. So far as Burlingame is
concerned there are no billboards to be permitted on each side of the
Bayshore Freeway in the city limits.
3. Planning Consultant Mann suggested the Commission spend a short
time on the study of the Proposed Sign Ordinance. The following
changes were thereafter considered;
Page 2 - Paragraph "Incombustible material! temperature of 12000
is open to question.
Planning Consultant Mann pointed out there is nothing in the Ordin-
ance that covers signs placed inside windows.
Page 1 - "Canopy" - insert "plastic" after "metal".
City Attorney Karmel was requested to study Section 1853, paragraph b.
Further consideration of the Proposed Sign Ordinance was postponed
until a future date.
Meeting adjourned by Chairman Henderson at 10:00 P. M.
