Mann Martin City Clerk White Stivers The regular meeting of August 22 adjourned to the above date was called to order by Chairman Henderson at 5:00 P.M. HEARINGS 1. CHANGE OF LOT LINES - LOTS 1 and 2, GLENWOOD PARK, MARY M. DOEPFNER, 55 EL CAMINO REAL Director Public Works Marr presented to the Commission a tentative map in support of the request to merge the two lots so that the resulting parcel may be zoned R-3. The Commission advised Mrs. Doepfner that it would not be possible to take action on her request at this meeting. Notices must be sent to the property owners in her neighborhood informing them of the appli- cation; also, a final map must be submitted to the office of the Director Public Works for verification. Action on the application was scheduled for the regular meeting of September 26. 2. AMERICAN LEGION HALL, 990 BURLINGAME AVENUE Mr. A. E. Van Bolt presented to the Commission a sketch of proposed alterations to the front of the Legion building. The Commission agreed it could see no objection to the plan as sub- mitted by Mr. Van $olt but suggested to him he arrange a meeting with the Park and Recreation Commissions for their consideration of the proposal. 3. NICK WAGNER - PROPOSED USE OF VACANT LOT AS PARKING AREA EL CAMINO REAL - SOUTH OF INTERSECTION OF BAYSWATER AVENUE AND EL CAMINO REAL - LOT 3-C, BLOCK 3, TOWN OF BURLINGAME Mr. Nick Wagner, proprietor of a beauty salon at 1369 Bayswater Avenue, discussed with the Commission the possibility of using the above men- tioned parcel as a parking lot. Mr. Wagner stated the lot is con- tiguous to the rear portion of his Oroperty at 1309 Bayswater Avenue. The additional parking spaces would alleviate a congested parking problem in the area as he planned, in addition to spaces for his own use, a certain number of rental spaces for neighboring business con- cerns. The Commission informed Mr. Wagner it would not be receptive to his plan of entrance on Bayswater Avenue and exit on E1 Camino Real. Planning Consultant Mann agreed to visit the site with Mr. Wagner and endeavor to work out an acceptable proposal for presentation to the Commission. RECESS: A recess was called by Chairman Henderson at 9:30. CALL TO ORDER: Meeting reconvened at 9:35 P.M. HEARINGS (cunt.) 4. SIGN ORDINANCE For the information of the Commission, Planning Consultant Mann read a letter addressed by him to Harold Atkinson, Planning Director, San Mateo, outlining certain provisions of the proposed sign ordinance. The letter was placed in the files. Mr. Robert Buckley of the Tidewater Associated Oil Company addressed the Commission. At the request of the Western Oil & Gas Association, Marketing Ordinance Committee, Mr. Buckley submitted for the con- sideration of the Commission a phrase covering plastics to be incor- porated in the definition of "Incombustible Material". The sugges- tion was noted for inclusion.. Mr. Alan G. Anderson, secretary of the Municipal License Tax Association, San Francisco, and Mr, Jack Faulkner of the Ameo Neon Sign Company, East Palo Alto, voiced objections to certain provisions of the ordinance. In the general discussion various suggestions for changes were outlined. The following sections were thoroughly discussed and additions and suggested corrections were noted for inclusion: Sections 1851, 18522 1853, 1854, 1858. City Attorney Karmel reported to the Commission he had received a communication from the counselor of the firm of Foster & Kleiser setting forth objections to the prohibitions of billboards in a com- mercial or industrial area. Mr. Karmel stated further the repre- sentative of Foster & Kleiser had advised in the event a recommenda- tion is made favorably by the Commission with respect to the pro- posed ordinance they would be inclined to ask the City Council to re- lax the present stringent provisions of the ordinance. Planning Consultant Mann raised the point that the prohibition of billboards is not in the proposed sign ordinance but is part of the zoning ordinance. Mr. Karmel reiterated his previous remarks concerning the possibility of litigation and his reservation to determine whether or not a de- fense should be made. Planning Consultant Mann was requested by the Commission to incor- porate in the ordinance a formula covering a course of action on signs that might be proposed for M-1 districts bordering on resi- dential areas. Action on the ordinance was scheduled for the next regular meeting. 5. TENTATIVE MAP"SMI THCREST OAKS SUBDIVISION' FORMERLY SMITH SUBDIVISION Secretary Diederichsen read a communication from the Planning Com- mission, County of San Mateo, outlining a meeting to be held on September 21, 1955,,at 9:00 A.M. for consideration of the above map.
