Others Present Mayor Simonds City Engineer Marr Acting City Attorney Burress Karmel Planning Consultant Manr The meeting was called to order at 8:10 P. M. by Chairman Mitchell. The minutes of the study meeting of February 11, 1954, were read and approved. In the matter of Unfinished Business - Mr. Buel Proffitt introduced Mr. W. G. Hatcher of the Dixie Wax Paper Co. to tell their plan of operation. He assured City Engineer Marr upon inquiry, among other things, that the only refuse that might get into the drains would be small scrapings of wax that had splattered on the floor. No vot- ing was done as this was just an inquiry before submitting their ap- plication for a permit. In the matter of communications, a letter was received from Theo. G. Meyers, requesting that a portion of Valdivia Way be closed off because of a traffic and nuisance hazard. A map was given to Mr. Marr for study and the matter will be brought up at the next study meeting. Planning Consultant Geo. A Mann, explained to the audience the re- zoning plan for Millsdale area. He explained that he had taken up the matter with Wilsey & Co. engineers, and as a result he desig- nated the boundaries and sections for M-1, C2 and C-3 as proposed. The Commission indicated they were not in favor of further residen- tial development in Millsdale #1. There was some discussion and comments by Planning Consultant Mann and Planning Commissioner Mattock regarding the Green Belt. It was suggested that the Green Belt be shown on the map as a Park. It was moved and seconded that the zoning map as presented by fir. Mann be approved. All Commiss- ioners present voted in favor of it, making 'it: unanimous. Next, was Mills Estate No. 1, the area between the Southern Pacific Railroad and E1 Camino Real. City Engineer Marr advised that the s;Zb-divider had asked that we pass on both the: tentative and final maps at this time for street lay -out. Mr. Chas. Blair, representing the sub -divider, stated they would meet all the requirements to make the maps legal, but only wanted an approval of the street lay -out. City Engineer Marr did not approve of the drainage plans as they appeared on the map. The traffic problem was discussed at great length by Mr. Blair, who stated as far as the sub -divider is con- cerned they have plans to install signals at Trousdale and Murchison Drives where they cross El Camino, also they were working on a plan to widen'the highway. Mr. James Himmel made several attempts to put across an idea that the drainage canal should be large enough to take care of anything that might occur in the next 50 years and that the main canal.be on the dividing line and maintained by both Millbrae and Burlingame. It was finally agreed upon to vote on the tentative plan for street lay -out only, which would enable the sub -divider to go ahead and spend the time and money necessary to work out the other details of traffic, drainage, fill, etc. that would make -it possible for them to prepare a map that could be submitted to the Commission and the Council and the Recorder's Office. It was made a motion by Planning Commissioner Rooth and seconded by Commissioner Mattock that the map be approved for street lay out purposes only. The motion was carried by a vote of 4 to 1. The next matter on the Agenda was Mills Estate No. 3. This was up for tentative approval only. Planning Consultant Mann and Engineer Marr discussed the widening of certain streets and recommended that Trousdale Drive and so much of Murchison Drive as is within the limits of Burlingame be 84 feet wide streets. It was decided to have further study on this issue so it was set over for the next study meeting. The meeting adjourned at 11:25 P. M. Respectfully submitted CHARLES W.
