The meeting was called to order at 8:15 P.M. by Chairman Protein Hen- derson. Prior to the meeting, Chairman protem Henderson made a statement to those present in regard to the reasons postponements were granted for the hearing on Millsdale No. 1. He pointed out; that it was first postponed because many interested people wished to attend functions of public schools, and would like also to attend hearing on Millsdale No. 1. The second postponement was granted at the request of the de- veloper who wished to present to the Commission a comprehensive plan for the development of the property. This was in reply to Council- man Morgan's public criticism of the Commission. The minutes of the last meeting were approved. HEARING Chairman protem Henderson announced that this was the time set for public hearing for petition for variance and reclassification for property at Howard Avenue and E1 Camino Real on which Safeway pro- posed to build a new store. Mr. Joseph Branson presented the proposed plan of Safeway Stores: (See description of property and text of petitions in letter on sub- ject by Herbert K. Mite dated May 17, 1954.) City Engineer Marr spoke in favor of the proposals, stating that plans of. Safeway called for bridging of drainage culvert which will pass under proposed building. Mr. Landborn of Safeway Stores con- firmed plan for bridging. City Planner Mann spoke in favor, pointing out that additional park- ing space will be gained, and that changes will place building fur- ther from El Camino which is an advantage. Mr. Branson informed Commissioners that they have word in writing from American Trust Company that they are waiving reversionary inter- est in the event the property is sold to Safeway. In response to ;question from the floor, City Engineer Marr stated storm drain was built three years ago and was designed and built of sufficient size. City Planner Mann stated that this is a better plan than that formerly approved, and emphasized that there would be a five foot planted area on E1 Camino Real, and no access or egress on that street. The following motion was made by Commissioner Mitchell and seconded by Commissioner Martin; "To Rezone the Particular Area Shown on Map as Parcel A. from R3 to Cl, Map No. 54115 as described by metes and bounds on the petition," and unanimously approved. The following motion was made by Commissioner Mattock, and seconded by Commissioner Mitchell; "To grant a use permit and variance for a parking lot for all that area included in the described Safeway pet- ition now zoned A3 and Cl, subject to all the stipulations in the prior variance, especially a five foot planted area to be properly maintained and that no ingress or egress be permitted on the El Camino frontage", and unanimously approved. As requested by the City Council the Planning Commission informally recommends that it would favor the City making that portion of the property now owned by the City available to Safeway Stores for thier. project. They also suggest that the City require waiver of reversion- ary interest in writing from American Trust Company. Commissioner Diederichsen read a letter from Georgiana Gray, signed also by Florence Gray Knapp, requesting that the Commission take under consideration the rezoning of their property. Chairman protem Hender- son asked if a representative of the Gray family was present, and upon finding_that-there 7was; requested .that he inform -his family that the Commission would be pleased to take up the matter if they would file a formal petition. VALDIVIA WAY: Plans were submitted by Mr. Ham for consideration by the Commission for resubdividing certain lots created by the abandon- ment of Valdivia Way. Chairman Henderson stated the map would be taken up in the next study meeting, and acted upon at the meeting of June 24 - The Burlingame Women's Club with Building Inspector Watson requested rezoning of their property for a private club., Chairman Henderson pointed out that, before this could be acted upon, they must have the City Clerk notify all residBhts within 500 feet. The procedure was explained to the representatives present, and to Building Inspector Watson. They were then asked to comply, and be represented at the next study meeting. UNFINISHED BUSINESS: Final Map for Mills No. 3 presented to Mr. Ham. The area includes from E1 Camino Real to the west, adjacent to the Burlingame Intermed- iate School and proposed so as to include C-3, R-3 and R-1 zoning.
