'1he meeting was called to order by Chairman Roy Henderson at 8:00 P.M.
The minutes of the regular meeting of July 29th, and the study meeting
of August 12th were approved as printed. The minutes of the Special
Meeting of August 19th were approved with one correction noted - sub-
stituting the name Mitchell as being present and Commissioner Mattoc]F
as being absent.
The first subject to come before the Commission was the issuance of a
permit to conduct a Chiropractor's office to be located at 1239 Oak
Grove Avenue. The use permit was denied upon a motion made by Com-
missioner Simonds, and seconded by Commissioner--Stivers, and unanimous-
ly approved on roll call of members.
The second subject: Variance to allow construction of a storage room
over a garage at 1241 Laguna Avenue - Lot A, Block 15 - Burlingame
Grove. The approval was granted on motion by Commissioner Stivers,
seconded by Commissioner Mattock and unanimously carried.
The third subject: Special permit to allow a boarding home to be
located on portions of Lots 23 and 241, Burlingame Park #5, commonly
known as 915 El Camino Real. Said boarding home to be operated by
Mrs. Helen McGee. It was moved by Commissioner Diederichsen and
seconded by Commissioner Simonds that the special use permit be
granted, and unanimously carried.
The fourth subject: Subdivision parcel on properties of Etienne Indus-
trial Tract, unrecorded, fronting on Marsten Road. After a general
discussion on the subject, it was moved by Commissioner Simonds and
seconded by Commissioner Stivers that the subdivision be approved, and
unanimously carried.
It was the opinion of the Commission that the City Clerk should advise
all County bodies as to the proper meeting nights of the Commission in
order that communications to be received by the Planning Commission
arrive in ample time to be presented at our regular meetings. `

Commissioner Mattock moved that the Planning Commission meet on the
2nd and 4th Mondays of each month, and the matter was approved. Also,
a communication from the City Council was read expressing approval
of the Monday night meetings. The first meeting to be held under the
new schedule will be on Monday, September 13th, 1954-
General Discussion: Planning Consultant George Mann presented the
Commission with a suggested formula which would, with some change,
meet the problem of channeling certain matters through the respective
offices for the'purpose of a more efficient manner of handling the
problems of issuing permits, variances and building permits, etc.
On this same subject, it was suggested that Mayor Atwater call a
meeting of the City Engineer, City Attorney, :Building Inspector and
others to meet with the Planning Commission to work out a more favor-
able procedure in handling the subject.
After a general discussion and there being no further business, the
meeting adjourned at 9:40 P. M.
