RESOLVED by the City Council of the City of
Burlingame that the attached Agreement for publishing all
legal notices for the year beginning July 1, 1951 and ending
June 30, 1952, shall be entered into with the Peninsula
Newspapers Incorporated, a corporation.
BE IT FURTHER RESOLVED that the Mayor be, and he is
hereby authorized to execute said agreement for and in behalf
of the city and that the City Clerk attest the same.

was introduced and adopted at a regular meeting of the Burlingame
City Council held on June 13, 1951 by the following vote:

A G R E E M E N T
THIS AGRLEITMNT made on this 18th day of June, 1951,
by and between the City of Burlingame.. a municipal corporation,
hereinafter called the city, the party of the first part, and
the Peninsula newspapers incorporated, a corporation, owner
of the Burlingame Advance, a newspaper of general circulation,
printed and published in the City of Burlingame, State of
California, hereinafter called the publisher, the party of
the second part.
W I T N E S S E T H
VMEREAS, the City published a notice inviting bids
from all newspapers of ineneral circulation printed and
published in the city to contract for the publication of all
lercal notices for the fiscal year beginning July 1, 1951 and
en.dinr- June 30, 1952; and
VIHEREAS, the publisher submitted its bid in writing,
setting forth therein the cost and rate per square, which the
City Council deemed to be a fair and adequate price for the
cost of publication of all legal notices;
NOVI, TIEREMRE, in consideration of the premises of
the requirements of law and the covenants and agreements herein
contained to be kept and performed, the parties hereto agree
as follows:
1. That all legal notices for the fiscal year beginning
July I, 1951 and ending; June 30, 1952$ shall be published in
the Burlingame Advance, printed and published in the City of
Burlingame and owned and controlled by the party of the second
part.
2. The cost for the publication herair. provided Shall be
„11.35 per square for the first insertion and ?>0.75 per square
for subsequent publications of the same notice.
The square as herein used shall be defined as "9 lines of 6
point type" and all notices herein provided to be published
shall be in 6 point type unless otherwise ordered.
IN WITNESS WHEREOF, the parties hereto have executed
by agreement by and through its duly authorized officers, the
day and year first above written.

Honorable Sirs:
In conformity i°.ith your advertisement for bids for
the publication of city legals for the City of Burlingame
during the fiscal year beginning July 1, 1951, and ending
June 30, 1952, we present our bid herewith;
The Burlingame Advance and Star has the largest net
paid circulation of any newspaper in Burlingame and reaches the
largest number of citizens and taxpayers. The average daily
circulation of The Advance, as certified by the Audit Bureau of
Circulations,for the six months ending march 31, 1951, is 11,620.
The Audit Bureau of Circulations is the recognized
publication auditing firm of the nation, and regularly this firm
audits the paid circulation of The Advance and more than 1000
leading newspapers and magazines in the nation. Its reports are
accented as authentic by all official agencies and national and
local advertisers and advertising agencies.
The Advannce '_s the only newspaper in Burlingame entered
as second class mail matter in the United States Post Office.
- The Advance is a quality daily newspaper with a subscrip-
tion~price of a.25 per month or �15.00 per year.
As a quality newspaper it carries the respect and
confidence of its readers and has been established in Burlingame
for 45 years.
The Advance is one of the largest employers in the
City of Burlingame, with 83 full-time employees, 169 carrier
dealers, and a large number of part-time employees. 'ode hold
contracts with four A. F. of L. newspaper trade unions. Our
record of 45 years continuous publication attests to our relia-
bility as a responsible bidder.

The Advance rate for publication of legal notices for
the City of Burlingame for the coming fiscal year is $1.35 per
square for the first insertion of any notice and $ .75 per square
for subsequent insertions of the same notice.
This is a slight increase over the rate charged last
year. The increase was made necessary by the extremely heart'
increased costs of operation in the newspaper industry. This is
the sane rate charged to the County of San Mateo, the State of
California, the United States Government, and to private attorneys
for any legal notices published in our newspaper.
The Advance also has shown an excellent increase in
circulation over last year, making it even more desirable as an
advertising medium for the City of Burlingame.
The object of the laws requiring publication of legal
notices in cities of the sixth class has been held by the courts
of this State to mean the necessity and desirability of reaching
the largest number of people in the locality affected. The
Advance accomplishes this objective to the greatest degree of any
publication in the City of Burlingame.
The City Council of a city of the sixth class is vested
with the right to choose the bid which best serves the purposes
desired, which in this case Avuld mean reaching the largest number
of citizens at the lowest cost to the city, in the manner pre-
scribed by law.
We respectfully solicit the legal notice publishing
contract of the City of Burlingame for the coming fiscal year.
