Regular Meeting of the Burlingame Parks & Recreation Commission
Thursday, November 18, 2004
The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chairman
Larios at 7:02 pm at Burlingame City Hall, 501 Primrose Road.

MINUTES
The minutes of the September 16, 2004 Commission meeting were approved as submitted.
PUBLIC COMMENTS - None
OLD BUSINESS
A. Field Use Policy — Director Schwartz reviewed the draft of the Field Use Policy, which
includes the edits and additions made by the Commission at the September 2004 meeting. The
policy will (1) assist the Parks & Recreation Department in prioritizing field space for existing
non-profit organizations, new youth sports organizations that may form in the future, groups
interested in extending their current seasons, groups interested in conducting camps; and (2)
will serve as a referral document for the Commission when hearing appeals.
Kjell Bostrom spoke about the CYSA soccer program. CYSA's annual season runs from
August 1 st to July 315t. Although league play is divided into Fall and Spring seasons, only one
registration fee is charged to each player. CYSA has been working cooperatively with AYSO
to avoid scheduling conflicts and offer training camps to the public. Recreation Supervisor
Blondino conducts two scheduling meetings each year, with all of the field users, in order to
assign practice and game times.
Schwartz stated that Staff would draft a list of each current field user's regular and secondary
seasons of play and would bring that list to the Commission's next meeting for review.
Commissioner Heathcote asked if the policy could be reviewed after the first year of use to
determine its effectiveness. Staff agreed that, if the policy was adopted, a first year review
would be a prudent step.
Commissioner Muller made a motion to "Adopt the Field User Policy and review it after the
first year". The motion was seconded by Commissioner Dittman and passed unanimously.

B. Pershing Park Playground Rehabilitation — Commissioners Heathcote and Lawson
discussed the progress of the Pershing Park Playground Rehabilitation project. The
Playground Committee has agreed upon the equipment and design. The playground will
feature a web -like netting that children will be able to climb. Construction is scheduled to
begin in early spring.
C. Community Recognition Policy —Schwartz reported that the City Council adopted the
Community Recognition Policy on October 180'. This policy, originally drafted by the
Commission, establishes procedures for naming of facilities and a Walk of Fame.
D. Ca itp al Improvement Project Update — Schwartz updated the Commission on two Capital
Improvement Projects.
1. Recreation Supervisor Blondino is working with structural and electrical engineers
on the Bayside Park Ballfield #1Lighting Project. Because of staff reductions, the
construction work was delayed and is now scheduled for September or October of
2005.
2. Parks Superintendent Tim Richmond, project manager for the Bayside Park
Restroom & Snack Shack project, is working with Callander Associates because of
their familiarity with the landfill area beneath Bayside Park. The project calls for a
new restroom and snack shack building to be constructed in a location proximate to
ballfields #l, #2 and #3 and addresses the ADA issues of the current restroom and
the eventual widening of Airport Blvd.
E. Public Art Policy — Commissioners Kahn & Lawson reported on the progress of the Public
Art Policy Committee. The policy will establish guidelines for donations of art to the City
or donations of money to purchase art. Artwork that is to be placed in or around the
Library will be directed to the Library board for recommendation to Council; in City parks
or recreation facilities to the Parks & Recreation Commission; on other City property to
the Beautification Commission. The Commissioners discussed the Selection/Acceptance
policies.
NEW BUSINESS
A. Key Indicators for Parks & Recreation Department — Director Schwartz asked the
Commissioners for their input on a draft list of key indicators for the Parks & Recreation
Divisions. The Commissioners edited several of the indicators and added a few. The
Department will track these items in the upcoming year. Commissioner Dittman requested
the items come back to the Commission in a year, so the indicators themselves can be
reevaluated. Commissioner Heathcote discussed the proposed reporting format.
B. Non -Resident Fees for Class Registrations — Schwartz discussed a growing trend within
the municipal recreation industry to eliminate non-resident fees and stated that this issue
may come before the Commission within the upcoming months.

C. Meeting with City Council — The Commission agreed to meet with the City Council on
February 17, 2005 at 6:00pm, prior to the Commission's regular 7:00pm meeting.
D. Status of December 2004 Meeting — The Commissioners agreed to meet as scheduled on
December 16, 2004.
E. Youth Advisory Committee (YAC) Report — YAC officers Ann Bruni and Grant Gilliam
reported that the YAC has recently conducted a very successful 7a'/8d' grade dance and is
planning another dance, a trip to Laserquest, a family BINGO night activity, a Parents
Night Out event, a flea market and a City wide talent show. The YAC will also be serving
food at a local food kitchen during the holidays. Chairman Larios asked if the YAC would
be willing to host a seminar for parents and children on drug awareness that would include
individuals and representatives of agencies associated with drug abuse. Bruni and Gilliam
discussed several reactions students may have in attending a drug abuse or education
seminar. The YAC representatives will discuss the seminar with school representatives
and student body organizations and report back to the Commission at the December
meeting.

C. Former Parks & Recreation Commissioner Tom Nyhan contacted staff in November,
pledging a gift of $5,000 in his estate to be left to the City of Burlingame for the
construction of a band stand in Washington Park
D. The City recently completed a facilities masterplan. The consultant and the Department
Head team have both listed the Recreation Center as City facility most in need of
replacement — see attached report
E. Letter from Alta Loma parent describing potential incident between BIS and Alta Loma
flag football players — attached
NEXT MEETING
The neat meeting of the Parks & Recreation Commission will be held on Thursday, December 16, 2004 at
7:00 p.m. at Burlingame City Hall.
There being no further business to come before the Commission, the meeting was adjourned at 9:07 pm.
