Burlingame Parks & Recreation Commission
Thursday, July 17, 2003
The regular meeting of the Burlingame Parks & Recreation Commission was called to order by
Chairman Ed Larios at 7:00 p.m. in Conference Room "A" at Burlingame City Hall.

MINUTES
Minutes of the Commission's June 19, 2003 regular meeting were approved as submitted.
OLD BUSINESS
A. Youth Advisory Committee (YAQ Report — Youth Advisory Commissioner Webb
reported that YAC is selling hamburgers and cheeseburgers at the Music in the Park
concert series.
B. Teen Center Dinner Dance — Commissioners Kahn and Lawson displayed the poster and
flyer for the Dinner Dance that will raise funds for a Teen Center. The event, "Blast from
the Past", will also be advertised on the Burlingame and Millbrae cable television
stations, at local high school football games and to the local service clubs.
C. Status of Burlingame Golf Center (BGC) — Chairman Larios reported that the City
Council signed a five-year Agreement with VB Golf to allow for the facility to remain
open without cost to the City. VB Golf will be paying the City $50,000 for the lst and 2na
year, $60,000 for the next three years. Burlingame residents shall have a right to
purchase range balls at a minimum 20% discount, when purchasing value cards of $50 or
more at BGC and the golf teams at Burlingame Intermediate School, Burlingame High
School and Mills High School will be allowed continued use of BGC at no cost.

PUBLIC COMMENTS
Bill Sharer stated that his wife has been corresponding with staff since November 2002 regarding
the Washington Park Tennis Courts, the Washington Park tennis courts will be taken over by
construction and the courts are used on a regular basis. Sharer suggested that the City negotiate
with the School District — the team can use only two courts for practice and not have any home
matches. He also asked where are the legal documents from the residents regarding moving the
portables closer to the fence. The tennis courts at Laguna do not have an available toilet and
adults should not use the courts at Ray Park because they are too close to the students at Lincoln
School. Sharer also suggested negotiating with North Park Apartments for use or their tennis
courts or placing the portables on the softball or baseball fields.
Director Schwartz confirmed the correspondence with Cecilia Sharer, that the courts are not
currently occupied by the portables and that the School has not yet requested specific dates for
use by the School teams.
Larios asked how the courts were shared three years ago when the BHS courts were being
rebuilt. Schwartz stated that the girls' tennis team played their home matches at Washington
Park courts without incident.
Schwartz invited the tennis players to leave their email addresses to receive updates, if the courts
are requested by the School. Schwartz stated that the commissioners could not discuss the item
at this meetl because it was not agendized, but that staff would put it on the agenda for the
September 18 Commission meeting.
Jim Lund asked Chainnan Larios why residents were complaining about the soccer field, when
that is San Mateo Union High School District property.
Nancy De Ita stated that the Peninsula Conflict Resolution Center could be called in to help
mediate or facilitate an agreement with the tennis players and the High School.
Matt Roman talked about the civic pride of the tennis players and the amount of senior citizens
that use the courts.
NEW BUSINESS
A. None
REPORTS
A. Parks & Recreation Department Report — In addition to the attached report, Director
Schwartz reported that Recreation Supervisor Mike Blondino arranged for the USA
National Elite and Australian National softball teams to practice and play an exhibition
game in Burlingame. The teams will also be staying for six days in a Burlingame hotel.

B. Commissioners
1. Commissioners Heathcote and Lawson reported that the Playground Committee
met today and selected a design and manufacturer for the Washington Park
playground equipment. The architect will now complete the design plans that
includes a resilient surface and sandbox area, while eliminating A.D.A. barriers.
The project is being funded with grant money from Proposition 12.
2. Commissioner Kahn reported that the lights at the Golf Center have been on past
the 10:00pm deadline for the past week. (After checking, staff has determined
that the lights were from the Soccer Center, not the Golf Center.)
3. Commissioner Erickson asked:
a. about the construction work underway at the Burlingame High School
football field. Staff reported that the work is correcting a drainage
problem and would be completed within a month.
b. about the sediment in the BHS pool. Chairman Larios stated that this was
a result of the construction work on the back field.
C. if scuba classes could be held at the Aquatics Center.
4. Commissioner Muller noted that skunks were in the parking lot and field at
Bayside Park, that people are walking their dogs and playing golf on Bayside #2
and asked about the recent staff reductions for Parks & Recreation. Staff
responded that the Parks Division has lost four maintenance positions, while the
Recreation Division has lost an Aquatics Coordinator, Building Maintenance and
Recreation Supervisor positions.

NEXT MEETING
The next meeting of the Parks & Recreation Commission will be held on Thursday, September
18, 2003 at 7:00 p.m. at Burlingame City Hall.
There being no further business to come before the Commission, the meeting was adjourned at
8:05 p.m.
