HomeMy WebLinkAboutMin - PR - 2003.06.197 04 MEETING MINUTES Burlingame Parks & Recreation Commission Thursday, June 19, 2003 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chairman Ed Larios at 7:03 p.m. in Conference Room "A" at Burlingame City Hall. ROLL CALL Commissioners Present: Dittman, Erickson, Heathcote, Kahn, Larios, Lawson, Minderman, Muller; Youth Commissioner: Warden Commissioners Absent: Youth Commissioner Webb Staff Present: Parks & Recreation Director Schwartz Others Present: Muffie Calbreath, 1113 Rosedale Avenue, Burlingame; Joe Galligan, 2404 Easton Drive, Burlingame; Millbrae Parks & Recreation Commissioners Terry Bauer, Peter Grossman, George Lynch MINUTES Minutes of the Commission's May15, 2003 regular meeting were approved as submitted. OLD BUSINESS Prior to Old Business, City Council member Galligan spoke of Youth Commissioner Warden's accomplishments to dedication to the City in the past few years. Warden, attending her last meeting as a Youth Commissioner, will be attending Pitzer College in September. A. Youth Advisory Committee (YAC) Report — Youth Advisory Commissioner Warden reported that the YAC sold cotton candy at Art in the Park (raised $700 profit), had a party for a YAC member who will be moving with her family to Michigan and will be selling hamburgers and hot dogs at the Music in the Park Concerts each Sunday in July in Washington Park. B. Senior Resources Handbook — Commissioner Kahn informed the Commissioners that the 2003-04 Senior Resources Handbook has been printed, presented to Council and is being distributed throughout the community. Kahn thanked Commissioner Dittman for laying out the Handbook so that it could be printed and placed on the internet, as well as Sue Glick and the students of Burlingame High School who updated the information on the agencies listed in the Handbook. A senior citizen or caregiver can locate the Handbook in the Parks and Recreation section of the City's website (www.burlingame.org). The Handbook lists information for nearly 150 local agencies and the website can link individuals directly to over 50. Parks & Recreation Commission Thursday, June 19, 2003 — page 2 C. Teen Center Dinner Dance — Schwartz introduced George Lynch, Chairman of the Millbrae Parks & Recreation Commission, who stated that a Teen Center is the Millbrae Commission's first priority and that the commissioners are 100% behind the project. A committee, headed by Lynch and Burlingame Commissioner Kirk Heathcote, was formed to raise funds. Muffie Calbreath discussed the dinner dance event that the committee is planning. The commissioners then discussed the organization of the dinner dance. D. Burlingame Golf Center (BGC) — Schwartz reported that staff and VB Golf are in the process of negotiating an agreement that would allow for the facility to remain open without cost to the City. The major points to the agreement are: VB Golf shall operate BGC for five years, with additional five-year terms listed at the option for either parry to cancel. 2. VB Golf will maintain BGC, including landscaping, lighting, nets, etc. 3. The City will provide utility connections to the facility and is responsible for the maintenance of the clay cap and the major permanent structures. 4. VB Golf will pay the City $50,000 for the I" and 2nd year, $60,000 for the next three years and approximately 20% increases for following terms. 5. Burlingame residents shall have a right to purchase range balls at a minimum 20% discount, when purchasing value cards of $50 or more at BGC. 6. The City shall have the right to use the driving range for City events and fundraisers at no cost to the City for range balls or use of the short game area. 7. Golf teams at Burlingame Intermediate School, Burlingame High School and Mills High School will be allowed continued use of BGC at no cost. PUBLIC COMMENTS - None NEW BUSINESS A. Discussion of Summer Meeting Schedule — The commissioners agreed to cancel the regular Commission meeting scheduled for August due to vacation schedules. REPORTS A. Parks & Recreation Department Report — In addition to the attached report, Director Schwartz reported the following: 1. Summer program began this week, with attendance very strong in preschool, youth and teen programs. 2. The City is in the process of seeking proposals from businesses or individuals '1 interested in leasing out the Depot. Parks & Recreation Commission Thursday, June 19, 2003 — page 3 B. Commissioners 1. Commissioner Dittman asked staff to check on the irrigation system at Ray Park as she has observed a large amount of water in the surrounding gutters. 2. Commissioner Heathcote asked about the success of the wine and beer booth at Art in the Park. Schwartz stated that the booth brought in nearly $3,000 of profit that was split between the City and Chamber of Commerce, with no incidences related to the sale or use of alcohol in the City park. 3. Commissioner Muller asked about a rumor that she heard that the City is considering eliminating the Parks maintenance workers. Schwartz stated that this item was once put on a list of "Wild Ideas", but has never been seriously considered or analyzed. Schwartz pointed out that having City employed Parks Maintenance Workers allows the City to control the level of quality to the Parks and is important component of the City's emergency operating plan. In emergency situations, Park Maintenance Workers have been called upon to assist with tree hazards and Public Works' responsibilities. 4. Commissioner Kahn asked about the loss of positions that the Parks & Recreation Department will be facing. Schwartz stated that four Parks Maintenance Worker positions, the Recreation Building Maintenance Worker, the Aquatics Coordinator and the Recreation Superintendent have been eliminated from the 2003-04 �-- budget. 5. Commissioner Minderman stated that the Billie Sue tournament recently held at Ray Park by the Burlingame Girls Softball program was exquisite, with no impact on the residents neighboring the Park. C. Revenue Report - See attached. NEXT MEETING The next meeting of the Parks & Recreation Commission will be held on Thursday, July 17, 2003 at 7:00 p.m. at Burlingame City Hall.
