HomeMy WebLinkAboutMin - PR - 2003.04.17MEETING MINUTES Burlingame Parks & Recreation Commission Thursday, April 17, 2003 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chairman Ed Larios at 7:02 p.m. in Conference Room "A" at Burlingame City Hall. ROLL CALL Commissioners Present: Dittman, Erickson, Heathcote, Larios, Minderman, Muller; Youth Commissioners: Warden Commissioners Absent: Kahn, Muller, Youth Commissioner Webb Staff Present: Parks & Recreation Director Schwartz Others Present: Claire Green, KCSM; Jerry Leri, 2701 Hillside Drive, Burlingame; Don Pope, 1617 Marco Polo Way, Burlingame; George Lynch, Millbrae Parks & Recreation Commission MINUTES Minutes of the Commission's March 20, 2003 regular meeting were approved as submitted. OLD BUSINESS A. Youth Advisory Committee (YAC) Report — Youth Advisory Commissioner Warden reported that the YAC dance in March was very successful and that the YAC currently has approximately $7,000 in their account. Upcoming events include the cotton candy sale at Art in the Park, a youth concert at the end of May, Dive -In Movies in June and September and a Disneyland trip on May 2°d & 3rd. YAC members participated in the YAC Attack on April 12`t . where approximately 100 YAC members from Peninsula cities gathered and discussed new ideas, programs, etc. B. Senior Resources Handbook — Commissioner Dittman displayed a draft copy of the Handbook, a compilation of community resources of interest to senior citizens or their caregivers. Commissioner Erickson suggested selling advertising space to local businesses suited to senior citizens. After a discussion of distribution sites, the commissioners agreed to print and distribute 500 copies and consider advertising for future printings. PUBLIC COMMENTS A. Jerry Leri asked if senior citizens were represented on the Commission. Director Schwartz reported that the Senior Commission was folded into the Parks & Recreation Commission and Commissioner Kahn came from the Senior Commission. B. George Lynch complimented the City of Burlingame and the Parks & Recreation Dept. on how well organized the website is and how easy it is to navigate. C. Don Pope asked if Burlingame and Millbrae are still combining softball leagues. Schwartz stated that the two cities have merged their top two leagues due to low enrollment, but the solution has been well received by the players. Jazz by the Bay — Commissioner Erickson introduced Claire Green, Producer at KCSM radio and coordinator for Jazz on the Hill in San Mateo. Green stated that Jazz on the Hill has a $100,000 budget ($50,000 for talent, $50,000 for production) and attracts approximately 10,000 people. She stated that a Burlingame Jazz event would need $25,000 for start-up costs, would have difficulty finding corporate sponsors, would need 4-6 months to find artists and needs to avoid conflicts on similar jazz events in Monterey and San Jose. Instead, Green suggested a catered dinner dance show event where donations and donated items are recognized and solicited. The commissioners discussed past ideas for fundraisers and brainstormed new ideas. After discussion, Commissioner Minderman moved to hold a Dinner dance event on Saturday, November 8`h. The motion was seconded by Commissioner Lawson and it passed unanimously. Chairman Larios appointed the committee of Commissioners Erickson, Heathcote, Kahn and Lawson (Minderman — alternate) to help organize the event and asked Millbrae Commissioner George Lynch to co-chair the committee with Heathcote. Larios also asked staff to contact the Sheraton Hotel to check on availability. REPORTS A. Parks & Recreation Department Report — In addition to the attached report, Director Schwartz reported that a proposal was submitted today to renegotiate the agreement with VB Golf to operate the Golf Center. B. Commissioners 1. Commissioner Erickson asked about a recent problem at the Aquatic Center. Schwartz reported that a prior problem at the facility caused a boiler failure in March that forced a two -week closure of the facility. During that time, City and District staff also took care of other routine maintenance issues, such as replacement of some of the water to lower TDS levels. 2. Commissioner Dittman asked if the addresses of the Youth Commissioners could be removed from the City's website. 3. Dittman also asked when the Jazz on the Avenue is held. Schwartz said that the Chamber of Commerce will be holding this year's event in August rather than September. 4. Dittman asked how sharing the Parks & Recreation Director is going. Schwartz stated that the project is working adequately at this point, but that the bigger test will come on July lst when both departments lose staff members. Schwartz also said that in May and June staff, commissions and councils will be asked to begin participating in a process to evaluate the long-term organization of the two parks & recreation departments. Parks & Recreation Commission Thursday, April 17, 2003 — page 3 Chairman Larios questioned the benefits to Burlingame in any proposed merger with Millbrae's Parks & Recreation Department. He also expressed concern over losing more jobs in Parks & Recreation than in other City departments and stated that other departments have been allowed to expand administrative levels in recent years. 5. Larios also asked about a trimming project of City trees. Schwartz stated that many of the City's trees have been raised over roadways to match Caltrans regulations. C. Revenue Report - See attached. NEXT MEETING The next meeting of the Parks & Recreation Commission will be held on Thursday, May 15, 2003 at 7:00 p.m. at Burlingame City Hall.
