PARKS & RECREATION COMMISSIONS
Thursday, January 8, 2003
I. CALL TO ORDER / PLEDGE OF ALLEGIANCE
The special January meeting of the Burlingame, Millbrae and San Bruno Parks and
Recreation Commissions was called to order by Chair Nigel, San Bruno Parks and
Recreation Commission, at 6:45 p.m., Wednesday, January 8, 2003. Chair Nigel served
as Moderator for the evening. The Pledge of Allegiance was led by Chair Nigel.
H. ROLL CALL & INTRODUCTIONS
Chair Nigel introduced the Directors from each city: Randy Schwartz, Burlingame;
Karla McElroy, Millbrae; and Larry Mazzuca, San Bruno. Each Director introduced their
Commissioners and Staff in attendance:
A. Burlingame
Commissioners: Chair Larios, Heathcote, Kahn, Larios and Lawson. Youth
Commissioners: Warden and Webb. Staff. Schwartz. City Representative: Mayor
Coffey.
B. Millbrae
Commissioners: Chair Parish, Bauer, Lustenberger, Lynch and Ruiz. Staff. McElroy,
Reliford, Wride, Marshall and Kaplan. City Representative: Mayor Larson.
C. San Bruno
Commissioners. Chair Nigel, Fenech, Sr., Greenberg, Lara, Medina and Vice
Chair Stanton. Youth Representative: Krsulich. Excused: Cook and Zelnik.
Staff. Mazzuca, Munns, Bradshaw, Perazzo, Brewer and Floore. City
`— Representative: Mayor Franzella. Transcriber: Pamela Floore.
M. CITIZEN PARTICIPATION / DISCUSSION
Lorry Greenberg, 2481 Fleetwood Drive, San Bruno, addressed the Commissions and Mayors,
and said that she expected them to be a liaison between the schools and citizens.
IV. NEW BUSINESS
A. Commissioners and Council Worldng Together — Panel Discussion
1. Mayors — Opening Remarks
2. "How can Parks and Recreation Commissions most effectively communicate
issues and concerns to their City Councils?"
Each Mayor addressed one aspect of this question. Some key elements from the
discussion:
➢ The City Council needs the Commissioners in their areas of expertise,
along with feedback. (Coffey)
➢ Commissioners need to know their City Council Members by reading
minutes, asking questions, etc. (Coffey)
➢ Keep the lines of communication open. (Coffey)
➢ Due to the economic challenges, Commissioners need to think "outside of
the box", share ideas, lend an ear to the public that walk in the door and
help bring forces together (i.e., work with the schools). (Larson)
➢ Get out and work with the constituency, streamline issues and report
findings. (Franzella)

3. Open Question and Answer Session
Some of the questions raised:
Your thoughts regarding co -sponsoring and jointly supporting one another's
recreation programming efforts?
➢ All for it! (Franzella)
➢ Tendency to be territorial, however we can reach out and try collaboration.
(Larson)
➢ We don't have drawbridges in between towns. A joint effort is currently
being done by some departments (i.e., Fire Dept.). (Coffey)
Would voters be willing to support bond measures to enhance park and
recreation facilities and programs?
A bond issue was successful in the Library initiative [in Millbrae]. (Larson)
➢ The only way to go. However, San Bruno had an unsuccessful bond issue
in their Library initiative. (Franzella)
➢ The driving range is an example. Burlingame residents are given a
discount. (Coffey)
What is your philosophy about commitment to Recreation?
➢ Your passion is the same as someone else's in another department. Be
realistic, money is an issue. (Larson)
➢ If people want it, the City Council will respond to it, and try to find the
money. (Coffey)
➢ We are committed to Recreation. (Franzella)
Several Commissioners commented, as well:
Ruiz: Sees the Parks and Recreation Commission role as establishing priorities for
what the cities' needs and then bringing back issues to the City Council; recommended an
annual meeting with the City Council; and said that programs need to be self-sufficient or
they can't exist.
Greenberg: Asked about a centralized library; felt that volunteers weren't given enough
credit for all of the time spent.
Parish: Thought that the value of Parks and Recreation and the community needed to be
communicated.
Krsulich: Was concerned about citizen apathy, especially the youth.
Bauer: Asked about revenues from the BART project; suggested that City Council
"spearhead" projects.
Lynch (and Larson): Dealing with forces out of our control.
Nigel: Sensed a lot of frustration in the room due to economic challenges; every thing is
within our power but some things are out of control; don't give up-
B. C.I.P. Projects Status Reports — Each City
A handout was distributed with each city's C.I.P. listed.
I. Burlingame — Randy Schwartz stated that one purpose of sharing the C.I.P. lists
is to identify potential collaborative projects between neighboring cities.
2. Millbrae — Karla McElroy said that Millbrae's C.I.P. Priority List had not
changed from last year. The top four are: Community Center with a focus on the
Senior Center, Gym, Teen Center and the Soccer Field.
3. San Bruno — Jerry Bradshaw reviewed San Bruno's Improvement and
Maintenance C.I.P. Larry Mazzuca said that San Bruno has begun a Parks and
Recreation Master Plan that is anticipated to take six months to complete. It will
address sports field issues and usage, swimming pool, parks, etc.; it is
challenging and do -able.

In conclusion, Director Mazzuca said that is was helpful that so many "cross -boundary
relationships" were already established; the problems encountered by each city were no different,
and we'll find solutions.
V. ADJOURNMENT: With no other business to be conducted, Chair Nigel thanked everyone
present and adjourned the meeting at 8:34 p.m.
