RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
ESTABLISHING 2002-2003 APPROPRIATION LIMIT FOR
CITY OF BURLINGAME PURSUANT TO
ARTICLE XIH B OF THE CALIFORNIA CONSTITUTION
RESOLVED by the CITY COUNCIL of the CITY OF BURLINGAME that:
WHEREAS, in November 1979, the voters of the State of California approved proposition 4, the
Gann Appropriation Limit Initiative, which states that beginning July 1, 1980, all state and local
government budgets are limited to a formula based upon the 1978-79 budget, plus adjustments for cost of
living and population changes, and specific exceptions for service charges, federal and state grants,
reserve funds, etc.; and
WHEREAS, the State Legislature adopted Goverment Code Section 7900, implementing
Article XIII B of the California Constitution, and Proposition 111 adopted in June 1990 provides new
adjustment formulas; and
WHEREAS, in accordance with these State laws, the City of Burlingame has prepared
documentation establishing the 2002-2003 appropriation limit, and has made this documentation available
to the public in the proposed 2002-2003 budget for more than fifteen (15) days before this resolution was
adopted, .
NOW, THEREFORE, IT IS HEREBY RESOLVED as follows:
1. For 2002-2003, the City of Burlingame's appropriation limit is $44,566,707.
2. The Adopted Budget for 2002-2003 includes $13,443,306 in appropriations that are subject to
limit, and proceeds of taxes of $29,156,585.
3. For 2002-2003, the City of Burlingame is within the limits of Article XIII B of the California
Constitution.
