HomeMy WebLinkAboutMin - PR - 2002.09.19MEETING MINUTES Burlingame Parks & Recreation Commission Thursday, September 19, 2002 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chairman Ed Larios at 7:02 p.m. in Conference Room "A" at Burlingame City Hall. ROLL CALL Commissioners Present: Dittman, Heathcote, Kahn, Larios, Lawson, Minderman, Muller; Youth Commissioner Warden Commissioners Absent: Erickson Staff Present: Parks & Recreation Director Schwartz Others Present: None MINUTES Minutes of the July 18, 2002 regular meeting of the Commission were approved as submitted. OLD BUSINESS A. Community Center & Temporary Teen Center Update Director Schwartz updated the commissioners on the progress of the Temporary Teen Center. At the September 16, 2002 meeting, the City Council directed staff to enter into negotiations to lease the property at 783 California Drive. Chairman Larios talked about the program uses of the facility. Schwartz stated that negotiations will be held within the next week and will be presented to the City Council in October. Schwartz explained funding options for the facility, involving subleasing a portion of the facility to a private vendor, leasing the Depot, reallocating Capital Improvement funds or increasing fees. Commission Muller cautioned against increasing fees, pointing out the fine line of charging for services already paid for through their taxes. Commissioner Heathcote noted that a newspaper article cited a Council member as referring to the planned long-term facility as a Teen Center rather than a Community Center. B. Youth Advisory Committee (YACI Report Youth Advisory Commissioner Warden reported: (1) the YAC will conduct a dance on September 20th, (2) the YAC has held their first meeting of the school year and Lauren Harber was elected President for a second term, (3) a teen concert will be held in Washington Park on Saturday, September 28t' and (4) Youth in Government Day will be held on October 21St. Director Schwartz said that information about the second Parks & Recreation Youth Commissioner will be made available at Youth in Government Day and applications will be brought to the November meeting. C. Senior Resources Handbook Commissioner Dittman presented a sample of the new format she has developed for the handbook. Commissioner Kahn discussed the distribution points. Dittman reported that the handbook should be ready for copying by the October meeting. Parks & Recreation Commission Thursday, September 19, 2002 — page 2 PUBLIC COMMENTS There were no comments from the public. NEW BUSINESS A. Commissioners Muller and Dittman told staff that many individuals have been either on the field or on the inside lanes of the track at Burlingame High School during adult soccer games. Their concern is for the safety of the individuals who are either watching the soccer games or participating in unscheduled track practices. Staff stated that the game officials should be moving these individuals and that staff should be notified of repeat occurrences. If this continues, those individuals will be asked to observe from the stands, practice their track in a safer area or leave the facility. A. City's Financial Status — Director Schwartz presented a Powerpoint presentation outlining the City's 2001-02 financial summary, reductions made to the budget, current financial status, a four -pronged budget strategy being implemented City-wide. In response to questions, Schwartz also stated that, at this time, no programs will be cut for budgetary reasons. Staff will also continue to look for new programs, especially human service programs for teens and senior citizens. B. Parks and Recreation Division Report In addition to the attached report, Schwartz read portions of a letter from the City Manager to Mr. and Mrs. March of 1569 Newlands Avenue. The letter states that the Parks and Recreation Commission will review the matter of the Avon Walk fundraiser using Pershing Park as a rest area and will develop a recommendation for the City Council. Schwartz indicated that the event organizers will probably approach the City in early Spring for a permit and the item will be placed on the Commission's agenda at that time. C. Commissioners 1. Commissioner Kahn said that she recently took the Italian class at the Recreation Center and that the instructor was fabulous. 2. Commissioner Dittman requested the area surrounding the Washington Park playground equipment be washed down. 3. Chairman Larios commented that the grass at the Dog Park is not in good condition. Schwartz responded that staff has checked with many other cities that have dog parks and none have been successful in growing or maintaining grass. 4. Kahn stated that the pathway to, and the area around, the restroom at Bayside Park Field 41 are very dark. Staff will check to make sure that the lighting system works and the timer is properly set. 5. Larios mentioned that two seats on the Commission expire in October. The two commissioners, Lawson and Erickson, will be contacted by the City Manager's office and will be invited to an interview with two Citv Council members, if they are interested in staying on the Commission. NEXT MEETING The next regular meeting of the Parks & Recreation Commission will be held on Thursday, October 17, 2002 at 7:00 p.m. at City Hall.
