RESOLUTION NO. 5-51
CIVIL DEFENSE AND DISASTER RESOLUTION
WHERLkS, Ordinance No. 503 of the City of Burlingame
relating to civil defense and disaster provides that the civil
defense and disaster organization, the distribution of civil
defense poy.ers and duties, the assigrmient of functions and
services and the recruitrilent, direction and training of
personnel shall be prescribed by resolution adopted concurrently
with the adoption of said ordinance, now, therefore, be it
RESOLVED, by the City Council of the City of Burlingame
as follows:
Section 1. The civil defense and disaster organization
of .this city shall be as here inaf ter more particularly described
and as shown on the attached chart marked Exhibit ii and entitled
"Suggested 1,lodel Local Organization of Civil Defense." Said
Exhibit n, including all information shown thereon, is as much a
part of this resolution as if the materials and information set
forth by said exhibit were all fully described herein.
Section 2. DIVISION OF OP PLLTIN(x MiiVICES. There is
hereby created a Division of Operating Services. O'or the purpose
of civil defense planning and organization, the chief of each
operating service �Iithin this division shall be responsible to
the director through the assistant director of civil defense and
disaster.
ithin this division, there shall be the following civil
defense and disaster services;
(1) f Ire :service;
(2) law enforcement service, which shall include the
plant protection service;
(3) engineering service, �,v hich shall include special
utility service, shelter protection and rescue service;
(4) health services, which shall include special weapons
defense; and,
(5) mass care service (emergency welfare service.)
The director shall appoint a chief of each such service,
except as hereinafter provided. The chief of the i'ire Depart-

went of the City of Burlingame shall 5e chief of the fire service.
The Chief of Police of the City of Burlingame shall be chief of
the law enforcement service. The city Iangineer of the City of
Burlingame shall be chief of the engineering service.
Section 3, DIVISION OF SPECIAL SERVI' a.
There is hereby
created a division of special civil defense and disaster
services. This division shall be under the direction and control
of a deputy director of civil defense, who shall be appointed by
the director. For the purpose of civil defense and disaster
planning and organization, the deputy director is responsible to
the director through the assistant director of civil defense and
disaster.
'lithin this division there shall be the following services;
(1)
mutual aid plans;
(2)
evacuation service;
(3)
transportation service;
(4)
warden- service;
(5)
communications service, v.,hich shall include civil air
raid warning;
(6)
supply service;
(7)
nu tj
,lic affairs and information service;
(8)
training service;
(9)
personnel service, Which shall include the recruitment
of civilian auxiliaries to mili -ar4,T activities; and,
(10) general adrnini strati.on service.
The director shall appoint a chief of each such service who
shall be responsible to the deputy director of the Division of
Special service. The Director may appoint the same person as chief
of two or more services.
Section 4. The City Attorney shall serve as the legal
dvisor to the director oi- civil defense and to the civil defense
rgani za tion.
Section 5, AI:ERICAIT RED FIROS S. The American Red Cross in
the City of Burlingame will, in natural disaster, furnish food,
lothing, shelter, registration and information service, supple-
ntary medical service when requested and rehabilitation to
ndividuals and Families affected by the disaster.
In war -caused disaster, the American Red Cross will
fu?nish only food, clothing and shelter to affected individuals
and f an. ilies.
The American red Cross will provide funds with which to
finance all its relief operations during natural disaster. Civil
defense financing will be provided by public or private agencies
other than the Red Cross for Red Cross functions and war -caused
disasters.
The director shall be responsible for arranging, through
the chairman or the local ;ed Cross chapter, :L'or the participa-
tion of the Red Cross in civil defense as a part of the mass
care service in case of war -caused disaster, and for the re-
lationship between the reed Cross and the civil defense organiza-
tion in case of natural disaster.
Section v. DUE'IraS. The civil defense and disaster duties
of the deputy director and the chiefs of operating; services and
special services shall be as described in "United ~Mates Civil
Defenses' National Security Resources Board Document 128, dated
Septeriber 8, 1950, copies of which shall be filed in the office
of the city clerk for use and examination by the public. Such
dutie s as described in " United States Civil Defense" may be
changed from time to time by the director by written adminis-
trative orders, particularly for the purpose of conforminU to
recorrrnendations of the state director of civil defense or sub-
seauent modifications recormiended by the federal civil defense
administrator. Upon recommendation of the civil defense and
disaster council of the City of Burlingame, such duties shall be
changed in accordance with such recommendations,
