HomeMy WebLinkAboutReso - CC - 020-1952RESOLTLJTION NO. 20-52 A RESOLUTION AI FIDING THE 121INUTES OF THE ZIET'ING OF THE CITY COLTMIL OF THE CITY OF BURLINGA 1E HELD ON THE 18TH DAY OF 1952. WHEREAS, at a regular meeting of the City Council of the City of Burlingame, held on the 18th day of Februar7, 1952, a recommendation of the Planning Commission of said City of Burlingame that Lowrie Paving Company be granted permission to construct and operate an asphalt plant in the City of Burlingame was considered by said City Co-umcil, and, upon motion made by Councilman Simonds, seconded by Councilman Love, and unanimously carried by re7, lar vote, said City Council rejected the recommend- ation of said Planning Commission; and WHEREAS the reasons upon which this City Council acted in rejecting said recomi-endation of the Planning Commission of said city were not fully incorporated into the minutes of said meeting, and this City Council desires to cause said minutes to contain a record of said reasons; NOW, THEREsIFORE, BE IT RESOLVED that the minutes of said eting of this City Council be amended as follows: That this City Council has received information from the tatement of Lowrie Paving Company that, in the event of the onstruction of the asphalt plant contemplated in its application, t will produce one hundred twenty (120) tons of asphalt per hour, nd that, in the course of the operation of such asphalt plant, e hundred twenty (120) tons of material i°;ill be transported into aid plant each hour and one hundred twenty (120) tons of the inished asphalt paving product will be transported out of said sphalt plant each hour, causing the movement of two hundred forty s 240) tons of material per hour; At least ninety-five percent (95') of the material used in the manufacture of asphalt paving material consists of mineral aggregate of varying sizes and a large part of such mineral aggregate is dust; The transportation of such mineral aggregate into such asphalt plant will necessarily cause large quantities of dust to arise from trucks transporting such mineral aggregate, and in the handling of such mineral aggregate, and introducing the same into and through the asphalt plant, such dust will be carried into the homes of persons residing in the City of Burlingame and such dust will, during the course of the operation of such asphalt plant, accumulate, inconvenience, and annoy occupants of said homes; further, such dust will also gather upon the exteriors of resid- ences and other buildings, be, -riming the same and causing much hardship and expense to the citizenry of the City of Burlingame; and such dust will settle upon and injure plants and shrubs in the public pari,s and in private yards of persons residing in the City of Burlingame; The members of this City Council have observed asphalt Plants located within the San Francisco Bay Area and the operation of such plants, and know that great quantities of dust and soot - laden smoke are emitted from said plants and carried into the air and can enter places where persons reside. Large numbers oftrucks, necessarily required in the transportation of mineral aggregate and solid or liquid asphalt into such plant and in the transportation of asphalt paving material out of such plant will burden traffic on the Bayshore Himhway and other public streets in the City of Burlingame and will seriously interfere with traffic normally passing through said city and cause traffic hazards.
