HomeMy WebLinkAboutReso - CC - 042-1952RESOLUTION NO. 42-52 CONFIRMING AND ADOPTING AMENDMENTS TO THE RULES AND REGULATIONS OF THE POLICE DEPARTMENT OF THE CITY OF BURLINGAME WHEREAS, there has been submitted to the City Council certain proposed amendments to the rules and regulations of the Police Department of the City of Burlingame as confirmed and adopted September 4, 1945; and WHEREAS, the City Council is of the opinion that the said rules and regulations should be amended as proposed: NOW, THEREFORE, BE IT RESOLVED AND ORDERED: Rule No. 73 - Appointments - shall read as follows: Rule No. 13 APPOINTMENTS No person shall become a member of the Department unless he shall be a citizen of the United States, of good character for honesty and sobriety, able to read and write the English language, and if not a resident of the City of Burlingame at the time of his appointment, must become such within one year after his appointment. Every member of the Department must meet such rules, requirements and regulations as may be prescribed by the City Council and the Civil Service Commission. BE IT FURTHLR RESOLVED, that Ruleā€¢ No. 14 shall be amended and read as follows: Rule No. 14 CHIEF OF POLICE The Chief of Police shall be the Chief Executive Officer of the Department and shall have full control, management and direction of all officers, members and employees of the Department in the lawful exercise of his functions, with full power to detail any of them to such public service as he may direct, with full Power to suspend or discipline any member, subject to the limita- tions of this power imposed by the City Council or the Civil Service Commission. He shall mkintain and enforce the Rules and Regulations, and rigid discipline, so as to secure the utmost efficiency in said Department. All directions of the City Council and the Civil Service Commission will be communicated to the members of the Police Department through the Chief of Police, and all members of the Department must communicate with the City Council or the Civil Service Commission through the Chief of Police. In the absence of the Chief of Police such officer of the Department as he may designate and appoint shall be in charge of the Department; a notification thereof given to the City Council. Such officer shall be charged with all the duties required of the Chief. BE IT FURTHER RESOLVED, that Rule No. 16 - Captain of Police shall be amended and shall read as follows: Rule No. 16 CAPTAIN OF POLICE The Captain shall be the first assistant to the Chief of Police and shall perform duties as may be assigned to him by the Chief of Police. He shall make investigations and make written reports thereof. He shall assist the Dhief of Police in maintain- ing the morale and integrity of the Department. BE IT FURTHER RESOLVED, that Rule No. 17 - Lieutenant of Police be amended and shall read as follows: Rule No. 17 LIEUTENANT OF POLICE The Lieutenant of Police shall be in charge of the Police Station and all Personnel. He shall be the administrator and executive of the Department. All records and reports shall be under his supervision. He shall perform such other duties as may be assigned to him by the Chief of Police. BE IT FURTHER RESOLVED, that Rule No. 20 - Patrolman and Section 1 thereof, shall read as follows: )3) _ Rule No. 20 PA TROLMA N Sec. 1. Each patrolman, unless excused by a Superior Officer shall report in the squad room at the station at least I£ifteen (15) minutes prior to the time of his regihlar assignment, Ifor the reading of orders, reports and inspections.
