HomeMy WebLinkAboutMin - PR - 2010.12.16MEETING MINUTES Regular Meeting of the Burlingame Parks & Recreation Commission Thursday, December 16, 2010 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair Eaton at 7:12 pm at Burlingame City Hall, 501 Primrose Road, Burlingame. ROLL CALL Commissioners Present: Commissioners Absent: Staff Present: Others Present: PUBLIC COMMENTS None Eaton, Hesselgren, Shanus, Baum, Bulotti, Griffith, Castner-Paine None Director Skeels; Administrative Secretary Helley None MINUTES The Minutes of the November 18, 2010 regular meeting were approved. Welcome of New Commissioners - Chair Eaton welcomed the three new Commissioners. Each Commissioner introduced themselves and gave a brief description of their main interests in the community. Comments from the Chair — Eaton stated he had met with Mayor Nagel and Councilman Deal. At this meeting, it was stated the Council would like to see the Parks & Recreation Commission look for ways to be more pro -active such as developing a fund for the Parks & Recreation Department; resolving the dog off -leash issue; promoting sports at all levels and assign a Parks & Recreation liaison with City Council. Eaton suggested for the year 2011 for the Commission to choose 2 or 3 areas to focus on in addition to the items brought forth by the public and staff. OLD BUSINESS A. Dogs off Leash in Public Parks — Skeels refreshed the Commission's minds on the issue - In May 2010, the Commission received a petition from citizens with a request to have additional dog -off leash hours in the evenings at Washington Park. At the August meeting, the Commission reviewed and recommended to Council to allow dogs off -leash for the additional hours of 6pm to park closing (9:00pm). Council returned the item to the Parks & Recreation Commission for further review. They also requested the Commission, provide widespread noticing to residents, look into possibly making one of the under-utilized parks, such as Victoria Park, available for dogs off leash, and that there be enforcement of the off - leash law. The Commission formed a sub -committee to meet with residents and interested parties to discuss the issue in further detail. Chairperson appointed Commissioners Hesselgren, Castner-Paine and Bullotti to the sub -committee. The sub -committee will have an interim report for Commission for the January meeting and a final report for the February meeting. Signne in City Parks — Staff Report — Skeels refreshed the Commission's minds on the issue — In late May/early June 2010, the Commission received a letter from a local non-profit group advocating for banners to be allowed to be hung at certain city parks, specifically Bayside Park. This option would allow non-profit groups the opportunity to advertise community- building event. In August, the Commission requested staff recommendation regarding guidelines on the issue. In October, Director Skeels reported the process of the Planning Department reviewing any recommendation from the Commission prior to City Council reviewing the item. The staff report presented included the following: 1) Park location, banner placement & size; 2) Duration of hang time & fee; 3) any additional requirements (Full staff report attached). After discussion, Commission directed staff to include two additional possible hang locations at Bayside Fields #1 & 2 on the 3ra & Ist baseline respectively and Murray Field fence separating the field from the parking lot. The Commission concurred with all other items in the staff report. REPORTS/HANDOUTS Staff Reports 1. Monthly Report — Attached 2. Staff Recruitments — Skeels reported the recreation department is recruiting two full-time coordinator positions to fill two and a quarter vacant positions. The first recruitment, which will handle aquatics, elementary after school sports and contract classes, will be completed prior to the end of the year. The second recruitment, due to begin after the start of the new year, will handle other contract classes and fill the need for a evening building attendant. 3. Burlingame School District Agreement — Skeels reported the success by Councilman Brownrigg for successfully closing the agreement with the City and the District. The agreement covers fees for fields, crossing guards and recreation programs held on school campuses. 4. Correspondence - None Commissioner Reports Commissioner Shanus inquired of Skeels the timetable for replacement of the Bayside sign at the entrance to the park. Skeels reported that Supervisor Disco was looking into the replacement cost and locating funds for the replacement of the sign. Commissioner Hesselgren noted the generator used during the installation of the T-Mobile cell tower at Washington Park was still running and present. She inquired as to when it was due to be removed. Skeels noted he would check with Supervisor Disco regarding the timeline for removal of the item. Hesselgren also reported: 1) the walkway in the west end of Washington Park is poorly lit and very broken up. As she was walking on the path last evening, she came across a lady who had just tripped and fallen down on the path; and 2) graffiti on the fence in the walkway between the parks yard and the tennis club property.
