Regular Meeting of the Burlingame Parks & Recreation Commission
Thursday, August 19, 2010
The regular meeting of the Burlingame Parks & Recreation Commission was called to order by
Chairperson Castner-Paine at 7:00 pm at Burlingame City Hall, 501 Primrose Road, Burlingame.

MINUTES
The Minutes of the June 17, 2010 regular meeting were approved as corrected —Commissioner
Castner-Paine reported — " The Citizens Environmental Council - Burlingame presented a
workshop on "How to get rid of your lawn" in the Lane Room of the Library June 16 as part of
its Green Speaker Series. Frank Niccoli of the Village Gardener explained the simple methods
of lawn removal and presented hundreds of examples of drought resistant plantings that can
replace it. On October 16, I will be presenting a workshop on drought resistant gardening, which
will focus on planning and implementing hardscape, lawn replacement and drought resistant
plantings at the Burlingame Recreation Center."
OLD BUSINESS
A. Temporary Si rg_iage in Cites - Commission discussed possible sites of Murray Field and
lower Bayside Park fence and possibly the snack shack. Also discussed was limiting the
number of signs displayed and length of time displayed at a given time. Signs would be by
permit and available to non-profit groups only.
B. Consider Request for Extending Dog Off -Leash Hours in Washington Park — Commission
felt that 4 pm was too early and that Washington Park is busy at that time. Also discussed
was the possibility of allowing evening hour dog off leash hours at Cuernavaca, Village Park
and Ray Park. Staff commented the requirement of notifying the neighbors of any
discussions regarding this item. Staff also commented on the constant use of Village Park by
sports groups for practices through to park closing hours.
MOTION by Eaton (seconded by La Mariana): Commission recommends that Council
consider allowing the extension of the Dog -off Leash Policy to include the hours of 6 pm
to park close at Washington Park in the current designated area for morning hours.
MOTION PASSED 7-0.

C. Burlingame Golf Center Discussion of Use — Commission discussed the concept of a small
ball field being placed where the current putting greens are. Skeels suggested inviting the
original architect to attend a future meeting to talk with Commission regarding possibilities.
NEW BUSINESS
A. Consider Renaming Bayside Park — Commission discussed the fact that Bayside is strictly a
sports field. The Park has no play structure and therefore the Commission is considering
renaming the area either Bayside Fields or Bayside Sports Complex. The current sign at
Bayside Park is cracked. The sign needs to be replaced and the name change can be made at
the same time.
MOTION by Castner-Paine (seconded by La Mariana): Commission recommends to
City Council the renaming of Bayside Park to Bayside Fields. MOTION PASSED 7-0.
B. Field User Policy Review — Following a presentation by Supervisor Barry, discussion
involved ratio of residents per group, the definition of a resident, seasonal dates, priority and
ability for an organization to grow from year to year. Commission formed a sub -committee
to meet with the user groups and staff to discuss the proposed changes to the draft document.
The sub -committee includes Commissioners Shanus, Hesselgren and Fisher and will report
back to Commission at the September meeting.

5. Community Education of City Commissions Powers and Duties — Skeels explained
description has been posted on the city website of each city commission's areas of advisory
capacity to the City Council for to purpose better informing the public.

Commissioner Reports
Commissioner Shanus reported of a volunteer group that helped clean up Bayside Trail and
thought the same group could be solicited to help with the intermediate afterschool sports
program. Shanus requested this be a discussion at the next meeting.
Commissioner Hesselgren reported of the "bog -like" conditions in Washington Park near the
walking paths behind the Recreation Center. Skeels stated he would check with the parks
department on the watering schedule and find out if it can be reduced to eliminate the "bog -like"
condition.
Commissioner Eaton inquired about the possibility of the City providing more trash cans at
Osberg and Franklin fields. Eaton has also noticed a lot of raccoons and wondered if there were
any reports from citizens or concerns about increased raccoon population in the area.

NEXT MEETING
The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday,
September 16, 2010 at 7:00 p.m. at Burlingame City Hall.
There being no further business, the meeting adjourned at 10:00 pm.
