Regular Meeting of the Burlingame Parks & Recreation Commission
Thursday, March 25, 2010
The regular meeting of the Burlingame Parks & Recreation Commission was called to order by
Commissioner Castner-Paine at 7:06 pm at Burlingame City Hall, 501 Primrose Road,
Burlingame.

PUBLIC COMMENTS
There were no public comments
MINUTES
The Minutes of the February 18, 2010 regular meeting were approved with the following
addition under Commission Reports 1. (starting with the third sentence) ...."Hesselgren also
inquired as to why sod has been planted at the large picnic area in Washington Park and what the
cost was of the planting". Minutes were approved as changed.
OLD BUSINESS
A. Cuernavaca Park Update — Skeels reported he spoke with the architect, John Cahalan,
regarding the development of the picnic area at Cuernavaca Park. Budget concerns will be
taken into consideration upon the preliminary plans for the area.
B. Horseshoe Pit/Bocce Ball Court Update — Skeels reported he spoke with the architect, John
Cahalan, regarding the development of the Horseshoe Pit/Bocce Ball Court at Washington
Park. Staff will report to Commission when further information is available.
NEW BUSINESS
A. Field User Fees Increase — Skeels reported that City staff and school district staff were
directed by their elected bodies to increase revenues from field use fees, while prioritizing
resident user groups. Staff has spent the last eight months gathering input from the various
groups affected by the change in fees.

Mutto reported that direction received from Council and City Manager was to increase the
field user fees. As Staff began preparing possible fee increases it was determined that
Burlingame School District would be improving their two fields and the school board would
be looking at an increase in fees. It is the desire of the Burlingame School District to have
the Burlingame Parks and Recreation Department continue scheduling their fields when
they reopen in mid -April. Over the past six months there have been numerous meetings
regarding the fee increases with the two plus two committee, which is a committee,
compromised of two City council members, two Burlingame School Board members, the
Superintendent of Schools, the City Manager and staff from both agencies. Staff from both
agencies have met as well. City staff met with the user groups in January with a tentative
proposal. Feedback was taken from that meeting. The fees were set to reflect a lower
resident and non-resident fee than what was presented in January but included an hourly fee.
Hourly fees are currently being charged by many other cities and is used as a way to make
the user groups more accountable for their permitted time on the fields. Implementation of
the fees is scheduled for July 2, 2010.
Discussion among Commission included the following points
1) Annual review of fees
2) Fairness to all sports groups
3) Do current fees cover the cost of a field maintenance worker?
Chairperson Castner-Paine opened the floor to public comments on the Field User Fees Increase
The following spoke to Commission on the Field User Fees Increase item — Eric Farley, Bennet
Weintraub, Joe Markey, Brian Shanahan, Dusko Rosic, Norman Epstein, Cristos Goodrow,
Carol Terrones, Hank Sauer, Chris Dunning, James Yan, Donna Colson and Eric Nuss.
Concerns and comments from the public included the following:
1) Equitable distribution of field space to all organizations
2) Majority feels that the fees are justifiable and reasonable
Castner-Paine closed the floor to public comments.
Commission discussion included the methodology used to determine the fees. All agreed that
once there is an accurate history of use then the methodology used will be more meaningful and
the fee amounts can be revisited annually. Commission confirmed the fields will still be open
for drop -in use by the public as well.
MOTION by Shanus (seconded by Hesseliren): Commission recommends to Council to
accept the fees for Field Use as determined by City staff. MOTIONPASSED 7-0-0.

3. Commissioners Training Workshop — Skeels recommended that the Commissioners consider
attending the workshop as it relays valuable information.
4. Intern — Amber Nagel — Skeels introduced Amber Nagel, the current intern for the Recreation
Department. Nagel is scheduled to graduate in May from SF State with a degree in
Recreation, Parks and Tourism. She has developed a class for the Burlingame Recreation
Department called "Little Hikes for Little Tikes" and has advertised and taken registration
for the program to take place in April of 2010. Her next project will be developing a
sponsorship program for the Recreation Department.

NEXT MEETING
The next meeting of the Parks & Recreation Commission is scheduled to be held on Wednesday,
April 14, 2010 at 7:00 p.m. at Burlingame City Hall.
There being no further business, the meeting adjourned at 9:30 pm.
