HomeMy WebLinkAboutMin - PR - 2010.01.21MEETING MINUTES Regular Meeting of the Burlingame Parks & Recreation Commission Thursday, January 21, 2010 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Commissioner Shanus at 7:00 pm at Burlingame City Hall, 501 Primrose Road, Burlingame. ROLL CALL Commissioners Present: Carlton (arrived @ 7:40pm), Fisher, La Mariana, Eaton, Hesselgren, Shanus Commissioners Absent: Castner-Paine Staff Present: Recreation Superintendant Mutto; Administrative Secretary Joleen Helley Others Present: Hank Sauer, 840 Fairfield Rd. Due to Chairperson Castner-Paine's absence, the Chair will be Commissioner Shanus until Commissioner Carlton arrives. MINUTES The Minutes of the December 17, 2009 regular meeting were changed to read under Public Comments — Alessandra Shanus - (starting with the fifth sentence) .........."When asked by the Commission why this was the case, Alessandra stated she did not know. She reported further the participant number for the group was reduced from last year and noted that with the smaller group the members were able to become better acquainted with each other. Commissioner Fisher inquired to how the group creates awareness about the group itself and its activities. Alessandra reported that the group makes use flyers and Face book groups to send out information and invitations to events." Minutes were approved as changed. Superintendant Mutto requests that the order of the agenda be changed to allow for a quorum for Items 4.B. and S.A. Due to the absence of Chairperson Castner Paine, Commissioners Eaton and Shanus having to recuse themselves from the items and Commissioner Carlton unable to arrive at the meeting until late, moving the items to the end of the agenda will allow for a quorum to have discussion on the items. OLD BUSINESS A. Extending Reservable Picnic Areas to Village/Ray Parks — Staff has reviewed the sites and only recommends that only 3 of the 5 tables at Village Park be reserved at a time. Ray Park only has 2 tables and staff recommends those be kept open for drop in use. Ray Park is heavily used on many weekends with girl's softball that it would be difficult to enforce a picnic permit as well as the impact on the neighbors. Following a brief discussion, Commissioner La Mariana moved that the Commission accept staff recommendation; seconded, Hesselgren. Motion carried 5-0-2 (absent/Castner-Paine, Carlton) Parks & Recreation Commission Minutes January 21, 2010 — Page 2 REPORTS/HANDOUTS Staff Reports 1. Monthly Report— Mutto reported that the City has received a final agreement from Pacific Fine Arts to do Art in the Park on June 12/13, 2010. The Recreation Division will have little oversight of the activity. 2. Correspondence — Mutto stated that the Recreation Division received an email from the Burlingame School District informing that Franklin and Osberg fields will be completed by the beginning of March 2010. 3. Field User Fees Status — Mutto reported that staff has met with user groups to discuss the fee increase. The proposed increase was $10 per resident player to $15/$30 per non-resident player to $100 plus a $1 hour per field charge. Burlingame resident groups were okay with the proposal while non-resident groups were concerned that they would be unable to pay the new fees. Staff is still working with the Burlingame School District and the groups to try and look at alternative proposals. 4. Senior Participation in Recreation Programs — Mutto handed out reports on senior participation in Recreation programs. She explained there has been a decline in participation and suggested it was due to fewer senior in the community and or wanting to participate in "senior" programs. 5. Golf Center Reports — Mutto reported the Golf Center contract expires in 2013 and, per the contract they will be paying the City $100,000 this year. As far as the proposed Convention Center the Council gave the developers a one year time line to come up with a more definitive study/proposal. At this time Council has not asked Park and Recreation Commission for any input. 6. Bayside #2 Water Treatment Plant Update — Mutto reported the plant is waiting for State approval of the loan to begin the project. The start date is tentatively May 2010. 7. Bayside #3/4 Turf Project Update — Mutto reported the City has received a report on the options for artificial turf of Bayside #3/4. Staff is reviewing the report that contains two options. Further details will be available upon completion of staff review 8. Bayside #3 Fence Replacement — Mutto reported that Burlingame Youth Baseball Association will be putting in a new back stop, fencing, and backboard, pad and wings on the sides for protection during practice throwing. Also installed will be a chain link storage cage next to the current shed which will store chalkers, drags, etc. Commissioner Shanus asked if there was on opportunity to have the Parks Department fix the skin on Bayside #1 as it is in bad shape or if the department would work with the user groups to fix it. Mutto will talk to Supervisor Disco regarding the matter and report back to the Commission. Commission Carlton arrived @ 7.40 pm; Commissioners Shanus and Eaton recused themselves from these agenda items. Commissioner Carlton then returned the meeting to regular order of the agenda. PUBLIC COMMENTS — Hank Sauer, representing all youth of Burlingame, noted the use and value of our fields has been brought to his attention over the last couple of years. Mr. Sauer spoke of the limited use of San Mateo Union High School District Fields and the increased use on City fields. He wants to be sure that the value is not just money but the value to the kids and residents. Other groups with smaller percent of residents compete with resident groups. As the demand for field use becomes greater, he wants to be sure that large groups of non-residents do not take over the fields. He does not mind the groups using the fields as long as it does not override the Burlingame resident groups. He stated that non-resident groups should not have priority over resident groups during each season. Vice -Chair Carlton thanked Mr. Sauer for his comments. Review Field User Policy — Staff recommends due to the continued negotiations on field fees and Burlingame School District that any changes or amendments to the policy wait until these issues have been resolved. Following a brief discussion, Commissioner Fisher moved that the Commission accept staff recommendation to wait to make changes until the issues have been resolved; seconded, La Mariana. Motion carried 4-0-3(recused/Shanus, Eaton)(absent/Castner-Paine). NEW BUSINESS A. User Group Application Review — Mutto explained that two user groups are up for renewal, Coyotes Lacrosse and Burlingame Soccer Club. At this time, Staff recommends giving them a one year accreditation by waiving rule #III, E, #2, which states the team using the facility is compromised of at least 50% Burlingame residents. After a short discussion, Hesselgren moved that Commission accept staff recommendation to approve the two applicants for a term of one year with the request that the two groups try to increase their resident participation in this next year; seconded La Mariana. Motion carried 4-0- 3(recused/Shanus, Eaton)(absent/Castner-Paine). Commissioner Reports 1. Commissioner Shanus asked staff what was the status of the Horseshoe Pits/Bocce Ball courts. Mutto stated that staff would report back to the Commission at the next meeting regarding the status. NEXT MEETING The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday, February 18, 2010 at 7:00 p.m. at Burlingame City Hall.
