HomeMy WebLinkAboutMin - PR - 2011.10.20MEETING MINUTES Regular Meeting of the Burlingame Parks & Recreation Commission Thursday, October 20, 2011 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair Eaton at 7:00 pm at Burlingame City Hall, 501 Primrose Road, Burlingame. ROLL CALL Commissioners Present: Eaton Hesselgren, Shanus, Bulotti, Griffith, Castner-Paine Commissioners Absent: Baum Staff Present: Director Skeels; Administrative Secretary Helley, Office Assistant Borba, Supervisor Barry Others Present: Ian Milne, Joe Dito, Lily Lau, William Evans Chair Eaton requests that the order of the agenda be changed to accommodate those present for New Business Item B. Burlingame Girls Softball — Use of Ray Park Request. He requests the order allow New Business Item B. Burlingame Girls Softball — Use of Ray Park Request to be placed after Public Comments. Request approved, Baum not present. Staff Presentation — Supervisor Barry has been with the City of Burlingame for fifteen years. He currently supervises two coordinators and is in charge of the women's adult softball league, coordinates the Music in the Park series, represents the department in the Emergence Operation Center group, schedules the fields and tennis courts; supervises staff that coordinates the Aquatic Center, is the City's Elementary School liaison, allocates the SMUHSD fields and works with the local user groups on field allocations. PUBLIC COMMENTS There were no public comments MINUTES Commission moved approval of minutes to the September meeting. Motion carried; Baum not present. OLD BUSINESS A. Cuernavaca Park DoE Off Leash — Commissioner Hesselgren inquired if the Youth Advisory Committee has been contacted to assist in the distribution of the surveys in the neighborhood around Cuernavaca Park. Director Skeels stated that group was to meet later this week and he would contact her after to set up a meeting with them. Hesselgren noted that upon verification of assistance she would then complete the dates on the survey and would then be prepared to move forward on the project. B. Art in the Park — Skeels reported, Pacific Fine Arts, the current organization that runs Art in the Park, does not wish to continue to run the event. Skeels has brought the subject to Commission one last time to solicit ideas, thoughts etc on whether to make the efforts to continue the event. Commission agreed that the event no longer has a community family event and felt it was time to let the event rest. Other suggestions were made to perhaps join with the Chamber of Commerce's Art on the Avenue event, combine the event with the Music in the Park series or to find a new type of event to sponsor. NEW BUSINESS A. Rotation of Chair Status — Skeels reported that Council will announce the appointments at the November 7, 2011 meeting. The chair rotation will occur at the November meeting. B. Burlingame Girls Softball —Use of Ray Park Request - Commission received proposals from Burlingame Girls Softball (BGS) to use Ray Park's softball fields on Sundays during the 2012 season. Ian Milne, representing Burlingame Girls Softball, gave a brief history of the organization. The League has asked the City permission for increased flexibility in the use of the fields based upon the increase of registrations in the Burlingame Girls Softball program. The girls softball Spring playing season runs from the first weekend in March to the second weekend in May. The fall season runs from the first weekend in September to the first weekend in November. Current Ray Park field Policy for Sundays during the spring and Fall Seasons: • Spring - Burlingame Girls Softball is allowed to use the fields only for practices and make-up games during the hours of 10:00am to 6:OOpm • Fall - No practices or games allowed. Proposed New Ray Park field Policy for Sundays during the spring and Fall Seasons • Spring - Allow Burlingame Girls Softball to schedule up to two regular games per field and to practice during the hours of 10:00am to 6:OOpm. • Fall - Allow Burlingame Girls softball to schedule up to two regular games per field and to practice during the hours of 10:00am to 6:OOpm Commission agreed the neighbors should be heard from and asked staff to notice the surrounding neighbors of the upcoming meeting. Commission would like to obtain a balance of community use versus league use of the park. The Commission will discuss the request before reaching a decision at their November 17, 2011 meeting. Any members of the public will be allowed to speak on the issue. The meeting will take place at Burlingame City Hall, 501 Primrose Road, Burlingame, at 7:00 pm. REPORTS/HANDOUTS Staff Reports 1. Monthly Report — Distributed 2. Conflict of Interest Reminder 3. Bayside Sign Update — Skeels reported the sign is in queue at the county workshop. Once completed, the parks crew will install the sign. 4. Burlingame Aquatics Club Transition — Skeels gave an update 5. Correspondence — There was no correspondence. Commissioner Reports Commissioner Castner-Paine raised concerns about the process used in discussing commission agenda items and reaching consensus agreement. Next Meeting The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday, November 17, 2011 at 7:00 p.m. at Burlingame City Hall.
