Regular Meeting of the Burlingame Parks & Recreation Commission
Thursday, June 16, 2011
The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair
Eaton at 7:03 pm at Burlingame City Hall, 501 Primrose Road, Burlingame.
ROLL CALL
Commissioners Present: Eaton, Hesselgren, Shanus, Baum, Bulotti, Griffith, Castner-Paine
Commissioners Absent: None
Staff Present: Director Skeels; Administrative Secretary Helley
Others Present: Patricia Harding, City Librarian; Susan May, Library Foundation
PUBLIC COMMENTS
There were no public comments
MINUTES
Commission adopted the May 19, 2011 regular meeting minutes were approved.
OLD BUSINESS
A. Dogs off Leash in Public Parks — The sub -Committee reported on the June public meeting.
Approximately 147 surveys were received with 11% in favor of additional dog off leash hours in the
park. The majority of the negative experiences of abuse of the current leash law occur mid -day.
Minimal enforcement of the leash law during the mid -day hours seems to be the issue. Commission
raised the suggestion of a flyer with guidelines be made available at the park to be handed out by a
citizen if they feel a dog owner needs to be made aware dog owner etiquette.
Motion by Castner-Paine (seconded by Bullotti): "The Commission recommends to Council to
expand dog off leash hours at Washington Park to include 6-7.30 pm properly signed and
enforced. Commission further recommends a three month trial of evening hours 6-7.30 pm. "
Motion passed unanimously, 7-0.
B. Foundation Formation — Commission welcomed Susan May, President of the Library
Foundation and Pat Harding, City Librarian. The Library foundation is a non-profit organization
formed during a capital campaign to build a new library. May noted to the Commission that one key
element in a foundation required is a strong group of people with contacts, the ability to donate time
and bring in new members. Members join when they have a passion for what the foundation
represents and supports. The foundation consists of a nominating committee that invites volunteers
to become members. Most of the work is done by subcommittees that host events etc to raise funds.
Foundation contributions enhance what the City provides for the department. The purpose of a
foundation is to "Preserve and Enhance" current programing.
NEW BUSINESS
A. Status of July Meeting — Commission moved to meet in July and consider the status of the
August meeting at the July meeting.

Staff Reports
1. Monthly Report
2. Bayside Sign Update — Skeels reported that San Mateo County is in the process of making the
sign for the entrance to the fields.
3. Burlingame Aquatics Club Transition — Skeels reported an agreement has been reached and
approved by Council. The Club will have an eighteen month transition period in which they will
take over programming and maintenance.
4. Ray Park Basketball Court Re -orientation — Skeels reported the plan to add basketball hoops to
the Ray Parks courts to allow for a full court or half court game. The fence will be raised to limit
errant basketballs.
5. Art in the Park Report — Skeels reported the event went well. Commission would like a group
running the event that is more "kid friendly".
6. Correspondence —There was no correspondence
Commissioner Reports
Commissioner Hesselgren wanted to acknowledge the summer camp counselors for being
diligent about cleaning up the patio after the kids. The park has less litter floating around than
the previous year from the camp activities.
Commissioner Baum noted that the work on the football and soccer field at Burlingame High
School has not started and may not start until October 1st
Next Meeting
The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday,
August 18, 2011 or September 15, 2011 at 7:00 p.m. at Burlingame City Hall.
There being no further business, the meeting adjourned at 8:55 pm.
