Regular Meeting of the Burlingame Parks & Recreation Commission
Thursday, April 21, 2011
The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair
Eaton at 7:01 pm at Burlingame City Hall, 501 Primrose Road, Burlingame.

PUBLIC COMMENTS
There were no public comments
MINUTES
Commission adopted the February 21, 2011 regular meeting minutes and the March 24, 2011 regular
meeting minutes were approved with the following edits: correct "Vice -Chair Hesselgren" to "Chair
Eaton" and add the presentation by staff Kevin Buchanan.
Presentation by programming staff: Mike Noce, Recreation Coordinator, spoke about the
programs he oversees for the department which includes the aquatics program, elementary school
sports and special interests classes for ages six and up. The aquatics program serves about 2,200 kids
and 100 adults through swim lessons. The pool is open for lap swim year round and recreational
swim from mid -June to mid -August and is in joint use between the high school district and the City
with Burlingame Aquatic Club as a tenant. The elementary school sports program has 350
participants. The program utilizes volunteer parent coaches, paid referees/scorekeepers & gym
monitors. Mike also handles special interest classes and has introduced new classes such as a
Spanish language class, a Chicken in your Backyard class, a Lawn be Gone class, a Digital Photo
class, a Greek cooking and veggie cooking class, a math class, sewing class, a sign language class
and he is currently seeking a Italian language teacher.
Commission thanked Mike for his presentation and all the work he puts into the programs for the
benefit of the public.
OLD BUSINESS
A. Dogs off Leash in Public Parks — The sub -Committee will distribute a survey to the neighbors
of Washington Park. Upon compilation of the results a public meeting will be held at the Recreation
Center for further discussion and input by the public. The sub -committee hopes to have a report for
Commission for the June meeting.

B. Burlingame Golf Center Land Use — Commission reviewed the conceptual plans and
collectively decided on the following: 1) keep the driving range; 2) add a second multi -use field
with lights; 3) add picnic tables; 4) add a warm up area for sports teams; 5) add a sand feature when
replacing the playground area. Commission requested the community garden area be reflected on
the rendition and the skate park area be removed from the plan. The information will be conveyed
to the architect to draw up the conceptual plan which will be reviewed one final time by
Commission prior to taking the conceptual plan to the Council.
C. Foundation Formation for Parks & Recreation — Skeels reported he met with Kris Cannon, the
originator of the library foundation. He handed to Commission information on the current
foundation for Parks & Recreation in San Carlos. He pointed out that intent of a foundation is to
provide additional financial opportunities to subsidize items such as furniture, programming tech
improvements and capital improvements for the department. The board of the foundation should be
as diverse as possible and commissioners can be on the board with no conflict of interest.
Commissioner Griffith suggested it would be beneficial to have someone visit the Commission to
talk to them and answer questions.
Skeels said he will work to have multiple "experts" at one future commission meeting.

3. Burlingame Aquatic Club — Skeels reported the next meeting with the club and the City will be
on April 27, 2011.
4. Recreation Division Staffing — Skeels announced the retirement of Superintendant Lynn Mutto
after 32 years with the City. Her position will not be replaced at the same level. The department
will be retaining the funds and will be working on alternative hiring plan to insure consistent
service to the community by the department.
5. Correspondence —There was no correspondence
Commissioner Reports
Commissioner Caster -Paine reminded the Commission to participate in the Drive Less Challenge in

Commissioner Hesselgren suggested the City consider offering memorial bricks or pavers to the
public to provide replacement of the current worn pathways in some of the parks.
Next Meeting
The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday, May
19, 2011 at 7:00 p.m. at Burlingame City Hall.
There being no further business, the meeting adjourned at 9:00 pm.
