Regular Meeting of the Burlingame Parks & Recreation Commission
Thursday, January 20, 2011
The regular meeting of the Burlingame Parks & Recreation Commission was called to order by
Chair Eaton at 7:00 pm at Burlingame City Hall, 501 Primrose Road, Burlingame.

The Minutes of the December 16, 2010 regular meeting were approved with the following
correction: In the "Comments from the Chair" paragraph, fourth line — Removal of "and assign a
Parks & Recreation liaison with City Council."
OLD BUSINESS
A. Dogs off Leash in Public Parks — Sub -Committee Report: Commissioners Hesselgren
reported that the sub -committee has been unable to meet due to holidays and other
circumstances. The sub -committee will have an interim report for Commission for the
February meeting and a final report for the March meeting.
Chairperson Eaton requested the order of the agenda be changed to accommodate the persons
present for Item C. Commission agreed to the change in order.
C. Burlingame Golf Center Land Use - Council has directed Commission to discuss options
for recreational use of the Golf Center Land. VB Golf, whose lease on the area expires in 2013;
runs the driving range and practice facilities located on the property and has voiced to Council
they could "give back" 50% of the currently used area to the City for recreational use.
Commission welcomed representatives from Callander and Associates Architects, who have
been asked for their input on the ideas from Commission. The current site plan was originally
done by Callander. Mark Slichter noted to Commission there would be a premium associated
with developing the area and there are big obstacles to overcome to put a building onto the site
due to the "cap" that is in place to monitor the methane gas from the landfill below the surface.
Present also was Chris Aliaga of VB Golf. Mr. Aliaga stated the company would be able to
provide the same amount of revenue using only half of the current space. He mentioned several
ideas regarding use of the area: reduce to 50% use of the stalls for driving range practice, re-
orienting the driving range to reduce the wind and hitting into the sun, reduce to 30-40% of the
range space, omit the pitch n putt area, renting out the building for events, less parking area,
possible area use as a BMX / Skateboard park.

Commission noted the area has assets such as no neighbors, the area has lights, if the area is
artificially turfed — it can be used year round.
Further ideas discussed: adding another field where the stalls are currently located and move the
pitch/putt and hitting stalls to hit north.
Peter Callander suggests four fields placed next to Murray Field and remove the driving range.
Callander will return to Commissions February meeting with the ideas discussed and an
"Interests" report.
B. Signau in City Parks — Staff Report - Commission reviewed the changes to the staff
report. Motion by Hesselgren (seconded by Griffith): "The Commission approves the staff
report for guidelines for signage in City parks." Motion passed unanimously, 6-0-1. (Bulotti
absent)
NEW BUSINESS
A. March Meeting Date- Possible Reschedule — Commissioner Shanus stated there would be
an open house at Burlingame High School on the same night as the commission's regularly
scheduled March meeting. He suggested the meeting date be scheduled the following
Thursday, March 24, 2011. Commission agreed to have the March meeting be re -scheduled
to March 24, 2011.
B. Items for Discussion at the Joint Council & Commission Meeting 2/7/11 — The following
items will be on the agenda:
1) Parks & Recreation Foundation
2) Development/Enhancement of Arts in Public & Senior Programs
3) Dog Off Leash Update
4) Golf Center Development Ideas
5) City & Burlingame School District — Work together to enhance afterschool programs
REPORTS/HANDOUTS
Staff Reports
1. Monthly Report — Attached
2. Staff Recruitment — Skeels reported the recreation department is recruiting one more full-
time coordinator. The recruitment will handle contract classes and fill the need for a evening
building attendant.
3. Community Garden Update — Skeels reported the survey on the Community Garden closes
on Monday. Results will be reported at the next meeting.
4. Bayside Field Sign — Skeels reported that he is working with an architect on design options.

NEXT MEETING
The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday,
February 17, 2011 at 7:00 p.m. at Burlingame City Hall.
There being no further business, the meeting adjourned at 9:45 pm.
