HomeMy WebLinkAboutMin - PR - 2012.11.29Approved MEETING MINUTES Regular Meeting of the Burlingame Parks & Recreation Commission Thursday, November 29, 2012 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair Hesselgren at 7:00 pm at Burlingame Recreation Center, 850 Burlingame Ave., Burlingame. ROLL CALL Commissioners Present: Hesselgren, Baum, Griffith, Eaton, Castner-Paine, Lau Commissioners Absent: Bullotti Staff Present: Director Glomstad; Supervisor Barry; Administrative Secretary Helley Others Present: Ray Marshall, Burlingame; Janet Martin, Burlingame; Julie Baird, Burlingame; Aric Agresti, Burlingame. MINUTES The Minutes of the September 20, 2012 regular meeting were approved. PUBLIC COMMENTS Ray Marshall, Burlingame, coaches fast pitch at Bayside and reported the parking lots lights are ninety percent out. The lot is quite dark and he expressed concern for the safety of those that park in the lot after dark. Director Glomstad stated she would follow up on the issue. OLD BUSINESS 4.A. Tennis Court Light Box Director Glomstad reported staff posted signage on the light coin box directing users to stop the use of foreign coins in the machine. The signs helped for about a week and for the past three weeks foreign coins are again being used in the machine. Glomstad posed the question to the commission of whether it is it a concern to worry about approximately $3 to 4 a week in lost revenue. Chair Hesselgren felt it was a concern. Supervisor Barry has researched alternative coin boxes; a digital reader would cost around $500 or a token system would cost $300 plus the cost of the tokens. The digital reader would accept only United States currency. A token system would require users to purchase tokens ahead of time during open hours at the recreation center. Commission noted the token system would limit the use of courts by the casual user who had not been educated as the need for token purchase prior to using lights. Commissioner Baum asked how a token system might impact the weekend use. Barry stated the courts are busy on the weekends. Commissioner Eaton inquired the approximate cost of running the lights. Barry reported the cost and the amount collected by the box were about break even. Eaton also stated investing of $500 on a replacement box was a small investment for a long term solution. Hesselgren noted between the two replacement coin box options the digital option would require less staff time than the token option. Commission directed staff to post signs at the courts to inform the public of the discussion at the Parks & Recreation Commission January meeting of possible rate increase for lights. 4.B. Communitv Garden Glomstad reported that Council voted against the location of Victoria Park for a community garden. The community garden supporters did not have a good showing at the meeting. A larger group from the community showed up to protest the location. Direction from Council is to continue to seek an appropriate location for a community garden. Glomstad reported that Mark Ladas of the Fire Department may have possible space at a fire station that is being closed. NEW BUSINESS 5. A. Field Rental Fees Glomstad reported the goal of the fees is to cover the costs associated with field maintenance due to user group rentals. (eg. striping, clean up of garbage reseeding). The plan is to analyze the current fees to determine if these costs are recovered. Set fees at a point that encourages groups to use allotted hours efficiently to allow other groups to use the space as well. The annual review of Field Use Policy will be in February. REPORTS/HANDOUTS A. Park & Recreation Reports 1. Monthly Report — Distributed 2. State Lands on the Bay Front — Glomstad reported having been in contact with the State regarding the State Land property next to Kincaid's restaurant. The Parks and Recreation Department is in the process to apply for use of the land through a long term lease. The thought is to put in a few picnic tables, benches, a grassy area and continuation of the Bay Trail. 3. Dog Park Task Force Update — Next meeting is scheduled for December 14, 2012 4. Commissioner Reports - None None Next Meeting The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday, January 17, 2013 at 7:00 p.m. at Burlingame Recreation Center.
