Regular Meeting of the Burlingame Parks & Recreation Commission
Thursday, February 16, 2012
The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair
Hesselgren at 7:00 pm at Burlingame City Hall, 501 Primrose Road., Burlingame.

The Minutes of the January 19, 2012 regular meeting were approved with the following
correction: Old Business A — second sentence: correct 36 to 35.
OLD BUSINESS
A. Cuernavaca Dog Off Leash Survey — Commissioner Hesselgren reported the main concern
from the surveys was a lack of signage at Cuernavaca regarding the hours and designated area.
Numerous surveys returned stated they were unaware of the designated area for the off leash.
Originally, there were two signs at the park to identify the area; one was removed due to
neighbors complaining about looking out the window and seeing it. Results from the survey
showed 60% wanted more evening hours and 34% said they did not want hours. Similar
concerns stated at Cuernavaca as for Washington. Cuernavaca seems to have the same issue as
Washington with dogs off leash all the time. The Cuernavaca neighborhood is smaller, as a result
148 surveys were distributed and 35 were returned. Results showed the morning hours at the
park are working and going well. Senior citizens would like to have daylight hours. Hesselgren
inquired if Commission thought a public meeting regarding the issue should take place, similar
to what was done at Washington Park. Suggestions were made to mail the results of the survey
and an invitation to a public meeting. Commission felt there were fewer problems at Cuernavaca
and that a public meeting may not be necessary. Suggestions were made to have the police
department drive by on a regular basis during trial period to enforce the additional evening hours.
Commission agreed the agenda and signage at the park would serve as notice of the intent of a
trial period hours for off leash at the park.
Motion by Eaton (seconded by Castner-Paine): Commission recommends to Council to
extend the Washington Park dog off leash hours to Cuernavaca with signage for a 6 month
trial period. MOTION PASSED 7-0.
B. Washington Park Dog Off Leash Trial Period Expiration- Hesselgren stated that 6 month
trial period for evening hours (4-6:30pm) concluded on February 16. Discussion about the past 6
month trial period at Washington included: a) were there were any complaints from the public;
b) were the hours and the designated area adhered to by the users. Commission concluded there
had been no complaints received from the public; the evening hours were being adhered to by the
users and the dogs were being kept in the designated area while off leash.
Motion by Castner-Paine (seconded by Baum): Commission recommends to Council the
approval of permanent dog off leash evening hours (4-6:30 pm) at Washington Park.
MOTION PASSED 7-0.
NEW BUSINESS
A. Divas Half Marathon (May 6, 2012) — Director Glomstad reported the event will bring in quite
a bit of hotel tax revenue for the City. There are three thousand participants enrolled. The event
route starts at Bayside Field, runs along the water into San Mateo, takes the runners into Foster City
and then returns them to Bayside Park later in the day. Unfortunately, Bayside 3 & 4 will be shut
down for baseball games on Saturday. Fields 1 & 2 will be playable. The group will start setup at
the park on Friday evening, however, the fields will be available for use. The race is scheduled to
start at lam on Sunday.
B. Burlingame University Fundraiser (May 12, 2012) — Glomstad noted staff received a request
from a gentleman wanting to host a large outdoor musical fundraiser for the Independent Special
Education Adult School at Washington Park. Staff emailed the gentleman to find out more
information and suggested he visit the commission. No response has been received as yet.

2. Field Use Policy Review — Glomstad reported the first meeting was promising and progress has
been made. The list of stakeholders and interests gathered at the January commission meeting
was used to guide the group through the process. Another meeting has been scheduled for the
week of February 20.
3. Commissioners Training - Glomstad reported the spring training has been postponed. A new
date is yet to be announced.
4. Correspondence — Received: A Second Ray Park petition and a personal letter regarding the Ray
Park matter.

Next Meeting
The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday, March
15, 2012 at 7:00 p.m. at Burlingame City Hall.
There being no further business, the meeting adjourned at 7:55 pm.
